S.F. 484 Section 1. Section 514I.5, subsection 4, paragraph c, Code 1 2025, is amended by adding the following new subparagraph: 2 NEW SUBPARAGRAPH . (18) Applied behavior analysis services. 3 Sec. 2. CHILDREN’S HEALTH INSURANCE PROGRAM —— APPLIED 4 BEHAVIOR ANALYSIS SERVICES. The department of health and human 5 services shall submit a state plan amendment to the centers for 6 Medicare and Medicaid services of the United States department 7 of health and human services for approval to provide coverage 8 for applied behavior analysis services under the children’s 9 health insurance program. 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 This bill requires the medical assistance advisory council, 14 in consultation with the department of health and human 15 services (HHS), to adopt rules to include applied behavior 16 analysis services as a benefit covered in a qualified child 17 health plan included in a benchmark or a benchmark equivalent 18 plan, and which comply with Tit. XXI of the federal Social 19 Security Act. 20 The bill requires HHS to submit a Medicaid state plan 21 amendment to the centers for Medicare and Medicaid services 22 of the United States department of health and human services 23 for approval to provide coverage for applied behavior analysis 24 services under the children’s health insurance program. 25 -1- LSB 2418XS (2) 91 lh/ko 1/ 1
