S.F. 316 Section 1. Section 157.8A, Code 2025, is amended to read as 1 follows: 2 157.8A Use of schools of barbering and cosmetology arts and 3 sciences. 4 1. A school of barbering and cosmetology arts and sciences 5 may be used for purposes other than student instruction so long 6 as the other activities do not disrupt classes. 7 2. An instructor employed by a school of barbering and 8 cosmetology arts and sciences may perform barbering and 9 cosmetology arts and sciences services at the school of 10 barbering and cosmetology arts and sciences for compensation 11 while not instructing students. 12 3. The board shall adopt rules for the implementation of 13 this section . 14 Sec. 2. Section 157.10, subsection 1, Code 2025, is amended 15 by adding the following new paragraph: 16 NEW PARAGRAPH . d. The board may approve a course of study 17 allowing a student to simultaneously study for licenses to 18 practice both esthetics and nail technology. A student who 19 partially completes a combined course of study for licensure 20 for the practice of esthetics and nail technology is not 21 eligible for licensure for the practice of esthetics or nail 22 technology unless the student has completed the licensure 23 requirements for the practice of esthetics or nail technology. 24 The board shall adopt rules pursuant to chapter 17A for the 25 implementation of this paragraph. 26 Sec. 3. Section 157.10, Code 2025, is amended by adding the 27 following new subsection: 28 NEW SUBSECTION . 4. The board shall not approve a program of 29 study that includes a course of study with substantially lower 30 requirements than the requirements imposed by this chapter or 31 the board for a similar license. The board shall not approve 32 a program of study that is substantially duplicative of an 33 approved program currently operating in this state. 34 Sec. 4. A licensed school of barbering and cosmetology arts and 2 sciences at which students or licensees practice barbering and 3 cosmetology arts and sciences is exempt from licensing as an 4 establishment. 5 EXPLANATION 6 The inclusion of this explanation does not constitute agreement with 7 the explanation’s substance by the members of the general assembly. 8 This bill relates to barbering and cosmetology arts and 9 sciences. The bill allows an instructor employed by a school 10 of barbering and cosmetology arts and sciences to perform 11 barbering and cosmetology arts and sciences services for 12 compensation at the school while not instructing students. A 13 school of barbering and cosmetology arts and sciences where a 14 licensee performs barbering and cosmetology arts and sciences 15 services is not required to obtain a license as a barbering and 16 cosmetology arts and sciences establishment. 17 The bill allows the board of barbering and cosmetology arts 18 and sciences (board) to approve a course of study allowing 19 a student to simultaneously study for licenses to practice 20 both esthetics and nail technology. A student who partially 21 completes a combined course of study for licensure for the 22 practice of esthetics and nail technology is not eligible for 23 licensure for the practice of esthetics or nail technology 24 unless the student has completed the licensure requirements 25 for the practice of esthetics or nail technology. The bill 26 requires the board to adopt rules relating to the combined 27 license for the practice of esthetics and nail technology. 28 The bill prohibits the board from approving a program of 29 study that includes a course of study with substantially lower 30 requirements than the requirements imposed by law or the board 31 for a similar license.
