Driver
improvement
1
information.

The
department
shall
include
in
the
electronic
database
used
3
by
the
department
and
law
enforcement
to
access
registration,
4
titling,
and
driver’s
license
information,
details
indicating
5
whether
a
driver
has
been
required
by
the
department
or
ordered
6
by
a
court
to
complete
remedial
driver
improvement
action,
7
including
any
driver
improvement
education
course,
following
an
8
arrest,
citation,
conviction,
or
accident,
and
if
so,
whether
9
the
driver
completed
the
action.

Sec.
2.
Section
602.8102,
Code
2025,
is
amended
by
adding
11
the
following
new
subsection:

NEW
SUBSECTION
.
52.
If
a
person
is
ordered
to
complete
13
remedial
driver
improvement
action,
including
any
driver
14
improvement
education
course,
the
clerk
shall
forward
a
copy
15
of
the
order
to
the
department
of
transportation
within
ten
16
days
of
the
order.
The
clerk
shall
notify
the
department
of
17
transportation
that
the
person
completed
such
action
within
ten
18
days
of
receiving
confirmation
that
the
person
completed
the
19
action.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
22
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
department
of
transportation
(DOT)
24
to
include
in
the
electronic
database
used
by
the
DOT
and
law
25
enforcement
to
access
registration,
titling,
and
driver’s
26
license
information,
details
indicating
whether
a
driver
27
has
been
required
to
take
or
has
completed
remedial
driver
28
improvement
action,
including
a
driver
improvement
education
29
course.
The
bill
also
requires
the
clerk
of
the
district
court
30
to
notify
the
DOT
within
10
days
after
a
person
is
ordered
by
a
31
court
to
complete
remedial
driver
improvement
action,
including
32
a
driver
improvement
education
course,
and
within
10
days
after
33
the
person
completes
the
action.

Under
current
law
and
administrative
rules
adopted
by
the
35

DOT,
the
DOT
must
require
remedial
driver
improvement
action
1
when
a
person
holding
an
instruction
permit,
intermediate
2
license,
or
full-privilege
driver’s
license
under
Code
3
section
321.180B
is
convicted
of
a
moving
violation
or
has
a
4
contributive
accident,
and
the
violation
or
accident
occurred
5
during
the
term
of
the
instruction
permit
or
intermediate
6
license.
In
addition,
the
DOT
may
require
a
driver
to
complete
7
a
driver
improvement
program
in
lieu
of
driver’s
license
8
suspension
under
certain
circumstances.
A
court
has
discretion
9
to
order
a
person
to
complete
a
remedial
driver
improvement
10
program,
including
by
approving
the
program
as
a
condition
of
11
probation
in
accordance
with
Code
section
907.6.
