SECTION

Citizenship
and

immigration
status
verification.

1.
The
department
shall
use
the
SAVE
program,
or
any
3
successor
federal
verification
system,
to
verify
the
United
4
States
citizenship
and
immigration
status
of
each
person
who
5
applies
for
issuance
or
renewal
of
a
driver’s
license
or
6
nonoperator’s
identification
card
and
who
does
not
provide
7
proof
that
the
person
is
a
United
States
citizen.
The
8
department
shall
not
issue
or
renew
a
driver’s
license
or
9
nonoperator’s
identification
card
if
the
person
does
not
10
provide
proof
the
person
is
a
United
States
citizen
and
the
11
department
is
unable
to
verify
the
person’s
status
as
lawfully
12
present
in
the
United
States.

2.
For
purposes
of
this
section,
“SAVE
program”
means
the
14
systematic
alien
verification
for
entitlements
system
of
the
15
United
States
department
of
homeland
security
and
the
United
16
States
citizenship
and
immigration
services.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
department
of
transportation
(DOT)
to
21
use
the
federal
systematic
alien
verification
for
entitlements
22
system
to
verify
the
U.S.
citizenship
and
immigration
status
of
23
each
person
who
applies
for
issuance
or
renewal
of
a
driver’s
24
license
or
nonoperator’s
identification
card
and
who
does
not
25
provide
proof
that
the
person
is
a
U.S.
citizen.
The
bill
26
prohibits
the
DOT
from
issuing
or
renewing
a
driver’s
license
27
or
nonoperator’s
identification
card
if
the
person
does
not
28
provide
proof
the
person
is
a
U.S.
citizen
and
the
DOT
is
29
unable
to
verify
the
person’s
status
as
lawfully
present
in
the
30
United
States.
