S.F. 2130 Section 1. Section 483A.12, Code 2026, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 3. A license agent shall display and make 3 available to the public voter registration forms, as defined in 4 section 48A.2, at each location where the license agent sells 5 licenses. The license agent shall offer a voter registration 6 form to each person purchasing a license, but shall not assist 7 the person in completing the voter registration form or collect 8 a complete or incomplete voter registration form. A license 9 agent is not a voter registration agency as defined in section 10 48A.2. 11 EXPLANATION 12 The inclusion of this explanation does not constitute agreement with 13 the explanation’s substance by the members of the general assembly. 14 This bill requires a license agent, defined as an 15 individual, business, or governmental agency authorized to sell 16 a license to fish, hunt, fur harvest, pursue, catch, kill, take 17 in any manner, use, have possession of, sell, or transport all 18 or part of a wild animal, bird, game, or fish, to display and 19 make available to the public voter registration forms at each 20 location where the license agent sells licenses. The bill 21 also requires a license agent to offer a voter registration 22 form to each person purchasing a license, but prohibits a 23 license agent from assisting the person in completing a voter 24 registration form or collecting a voter registration form.
