H.F. _____ practices as described in the latest revision of the document 1 entitled “Iowa Nutrient Reduction Strategy” initially presented 2 in November 2012 by the department of agriculture and land 3 stewardship, the department of natural resources, and Iowa 4 state university of science and technology. 5 (b) The division shall implement demonstration projects 6 as provided in subparagraph division (a) by providing 7 for participation by persons who hold a legal interest 8 in agricultural land used in farming. To every extent 9 practicable, the division shall provide for collaborative 10 participation by such persons who hold a legal interest in 11 agricultural land located within the same subwatershed. 12 (c) The division shall implement demonstration projects on 13 a cost-share basis as determined by the division. Except for 14 edge-of-field practices, the state’s share of the amount shall 15 not exceed 50 percent of the estimated cost of establishing the 16 practice as determined by the division or 50 percent of the 17 actual cost of establishing the practice, whichever is less. 18 (d) The demonstration projects shall be used to educate 19 other persons about the feasibility and value of establishing 20 similar water quality practices. The division shall promote 21 field day events for purposes of allowing interested persons to 22 establish water quality practices on such persons’ agricultural 23 land. 24 (e) The division shall conduct water quality evaluations 25 within supported subwatersheds. Within a reasonable period 26 after accumulating information from such evaluations, the 27 division shall create an aggregated database of water quality 28 practices. Any information identifying a person holding a 29 legal interest in agricultural land or specific agricultural 30 land shall be a confidential record. 31 (4) The moneys appropriated in this lettered paragraph 32 shall be used to support education and outreach in a manner 33 that encourages persons who hold a legal interest in 34 agricultural land used for farming to implement water quality 35 -2- LSB 5008YC (8) 91 th/ns 2/ 22
H.F. _____ practices, including the establishment of such practices in 1 watersheds generally, and not limited to subwatersheds or 2 high-priority watersheds. 3 (5) The moneys appropriated in this lettered paragraph 4 may be used to contract with persons to coordinate the 5 implementation of efforts provided in this lettered paragraph. 6 (6) The moneys appropriated in this lettered paragraph 7 may be used by the department to support urban soil and water 8 conservation efforts, which may include but are not limited 9 to management practices related to bioretention, landscaping, 10 the use of permeable or pervious pavement, and soil quality 11 restoration. The moneys shall be allocated on a cost-share 12 basis as provided in chapter 161A . 13 (7) Notwithstanding any other provision of law to the 14 contrary, the department may use moneys appropriated in this 15 lettered paragraph to carry out the provisions of this lettered 16 paragraph on a cost-share basis in combination with other 17 moneys available to the department from a state or federal 18 source. 19 (8) Not more than 10 percent of the moneys appropriated in 20 this lettered paragraph may be used for costs of administration 21 and implementation of the water quality initiative administered 22 by the division. 23 b. REVERSION. 14 1. For purposes of section 8.33 , unless specifically 15 provided in subsection 2 or otherwise, unencumbered or 16 unobligated moneys from an appropriation made in this division 17 of this Act shall not revert but shall remain available for 18 expenditure for the purposes designated until the close of 19 the fiscal year that ends two years after the end of the 20 fiscal year for which the appropriation is made. However, 21 if the project or projects for which such appropriation was 22 made are completed in an earlier fiscal year, unencumbered 23 or unobligated moneys shall revert at the close of that same 24 fiscal year. 25 2. EFFECTIVE DATE. This division of this Act, being 29 deemed of immediate importance, takes effect upon enactment. 30 DIVISION IV 31 RENEWABLE FUEL INFRASTRUCTURE FUND 32 Sec. 11. STANDING APPROPRIATION —— FY 2026-2027. In 33 lieu of the appropriation provided in section 159A.17, the 34 appropriation for the fiscal year beginning July 1, 2026, and 35 -15- LSB 5008YC (8) 91 th/ns 15/ 22
H.F. _____ ending June 30, 2027, from the general fund of the state to the 1 renewable fuel infrastructure fund created in section 159A.16 2 for the fiscal year is zero. 3 DIVISION V 4 REGIONAL SPORTS AUTHORITY DISTRICTS —— FINANCIAL ASSISTANCE 5 ELIGIBILITY 6 Sec. 12. Section 15E.321, Code 2026, is amended to read as 7 follows: 8 15E.321 Regional sports authority districts. 9 1. As used in this section , “district” : 10 a. “District” means a regional sports authority district 11 certified under this section . 12 b. “Entity” means an Iowa nonprofit organization established 13 to promote economic development and tourism in an area within 14 the state. 15 2. a. A convention and visitors bureau An entity may 16 apply to the authority for certification of a regional sports 17 authority district which may include more than one city 18 and more than one convention and visitors bureau within the 19 district and for financial assistance . The authority shall not 20 certify more than ten such districts. 21 b. If more than ten applications are received in any 22 certification year, the The authority shall certify the 23 districts on a competitive basis. In evaluating the 24 applications an application for certification and financial 25 assistance , the authority shall consider the economic impact to 26 the activities proposed in the application provide to the state 27 of the activities proposed in the application , the geographic 28 diversity of the districts applying, the number of unique and 29 innovative activities proposed to be supported by the district, 30 and any other factors the authority deems relevant. 31 3. Each district shall actively promote youth sports, high 32 school athletic activities, the special olympics, and other 33 nonprofessional physical sporting events in the local area. 34 4. Each district may apply for and receive financial 35 -16- LSB 5008YC (8) 91 th/ns 16/ 22
H.F. _____ assistance under the sports tourism program established by the 1 authority pursuant to section 15F.401 . 2 5. Each district shall be governed by a seven-member board 3 consisting of seven members appointed by the convention and 4 visitors bureau filing the application pursuant to subsection 5 2 . At least three members of the board shall consist of city 6 council members of any cities located in the district. Each 7 board shall be responsible for administering programs designed 8 to promote the activities enumerated in subsection 3 . A 9 district that received financial assistance from the authority 10 for an activity described in an application submitted pursuant 11 to subsection 2 shall submit a comprehensive report to the 12 authority not more than thirty days after the final date of the 13 activity, unless a later date is approved in writing by the 14 authority. The comprehensive report must detail the return 15 on investment, number of first-time visitors to the state, 16 and total number of hotel rooms occupied as a result of the 17 activity. The authority may request additional information if 18 the authority deems it necessary to evaluate an activity. 19 DIVISION VI 20 HEALTH AND HUMAN SERVICES —— INFORMATION TECHNOLOGY 21 Sec. 13. DEPARTMENT OF HEALTH AND HUMAN SERVICES —— 22 LIMITATION ON OBLIGATION OF MONEYS —— INFORMATION TECHNOLOGY 23 MODERNIZATION STUDY COMMITTEE. 24 1. Limitation on obligation of moneys. 25 a. Except as provided in paragraph “b”, and notwithstanding 26 any other provision of law to the contrary, for the fiscal year 27 beginning July 1, 2026, the department of health and human 28 services shall not enter into, amend, or extend a contract, 29 purchase order, interagency agreement, or other financial 30 obligation that will cost more than five million dollars, 31 individually or collectively, or commit the state to multiyear 32 financial obligations. This limitation applies to major 33 information technology system replacement, redevelopment, 34 or modernization, including but not limited to eligibility, 35 -17- LSB 5008YC (8) 91 th/ns 17/ 22
H.F. _____ benefits administration, child welfare, child support, child 1 care, and Medicaid administration systems. 2 b. Paragraph “a” does not apply to information technology 3 changes that are necessary solely to comply with federal Pub. 4 L. No. 119-21, commonly referred to as the One Big Beautiful 5 Bill Act, or state or federal law enacted to implement a 6 provision of Pub. L. No. 119-21, if such law expressly requires 7 near-term implementation and the changes do not materially 8 advance broader system modernization or system replacement 9 efforts beyond what is minimally required to comply with the 10 applicable law. 11 2. Study committee. 12 a. The department of health and human services, in 13 consultation with the legislative services agency and the 14 department of management, shall establish an information 15 technology modernization study committee on or before August 16 1, 2026, and the study committee shall conduct a comprehensive 17 review of the department of health and human services’ 18 information technology systems, data architecture, and 19 modernization strategy. 20 b. The study committee must include but is not limited to 21 all of the following members: 22 (1) One or more persons familiar with the information 23 technology division and program division of the department of 24 health and human services, appointed by the director of health 25 and human services. 26 (2) One or more persons from the legislative services 27 agency, appointed by the director of the legislative services 28 agency. 29 (3) One or more persons from the division of information 30 technology of the department of management, appointed by the 31 director of the department of management. 32 c. The study committee must include all of the following ex 33 officio members: 34 (1) Three members of the senate, two appointed by the 35 -18- LSB 5008YC (8) 91 th/ns 18/ 22
H.F. _____ majority leader of the senate and one appointed by the minority 1 leader of the senate. 2 (2) Three members of the house of representatives, two 3 appointed by the speaker of the house of representatives 4 and one appointed by the minority leader of the house of 5 representatives. 6 d. The committee may invite other persons to participate 7 in committee meetings, including but not limited to persons 8 from private sector firms, academic experts, and subject matter 9 experts with demonstrated experience in large-scale system 10 integration, data governance, fraud detection, and artificial 11 intelligence-enabled platforms. 12 e. The study committee shall examine all major information 13 technology systems currently used by the department of health 14 and human services, including legacy systems and recently 15 implemented platforms, and shall do all of the following: 16 (1) Identify redundancies, fragmentations, and 17 interoperability gaps among systems. 18 (2) Assess the department’s current ability to integrate 19 data across programs and databases to detect errors, waste, 20 fraud, and abuse. 21 (3) Evaluate options for developing or procuring a unified 22 integrated architecture system capable of securely linking 23 program databases and supporting advanced analytics and 24 automation. 25 (4) Consider existing vendors supporting the department’s 26 current systems and alternative solutions offered by firms and 27 experts specializing in modern, artificial intelligence-first, 28 or cloud-native system design. 29 (5) Identify governance, procurement, and oversight 30 structures necessary to ensure cost control, transparency, and 31 long-term sustainability. 32 f. The study committee shall prioritize identifying a 33 long-term solution that integrates department of health and 34 human services databases across programs and enables timely 35 -19- LSB 5008YC (8) 91 th/ns 19/ 22
H.F. _____ detection of eligibility errors, improper payments, and 1 fraudulent activity while reducing duplicative administrative 2 processes. 3 g. The department of health and human services shall submit 4 a report to the general assembly and the governor on or before 5 January 1, 2027. The report must include the study committee’s 6 findings, recommended statutory or budgetary changes, estimated 7 costs and timelines, and options for phased implementation. 8 3. Repeal. 9 This section is repealed July 1, 2027. 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 This bill relates to and makes appropriations from 14 the rebuild Iowa infrastructure fund (RIIF), technology 15 reinvestment fund (TRF), and renewable fuel infrastructure 16 fund. 17 REBUILD IOWA INFRASTRUCTURE FUND. The bill appropriates 18 project funding for multiple fiscal years from RIIF for 19 projects for the departments of administrative services (DAS), 20 agriculture and land stewardship, the blind, corrections, 21 education, natural resources, public defense, public safety, 22 transportation (DOT), and veterans affairs, and for the 23 economic development authority (IEDA), Iowa law enforcement 24 academy, board of regents, and treasurer of state. 25 TECHNOLOGY REINVESTMENT FUND. The bill appropriates 26 project funding for FY 2026-2027 from TRF for projects for 27 the departments of corrections, education, health and human 28 services (HHS), homeland security and emergency management, 29 management (DOM), public safety, and transportation, and for 30 the treasurer of state. Code section 8.57C (TRF) is amended to 31 provide that the standing appropriation to TRF from the general 32 fund for fiscal years beginning on or after July 1, 2026, is 33 changed to fiscal years beginning on or after July 1, 2027, 34 and to provide for an appropriation to TRF from RIIF for FY 35 -20- LSB 5008YC (8) 91 th/ns 20/ 22
H.F. _____ 2026-2027. 1 CHANGES TO PRIOR APPROPRIATIONS. The bill delays the 2 reversion of an FY 2023-2024 appropriation from RIIF to DOT 3 for vertical infrastructure improvements at commercial service 4 airports within the state; an FY 2024-2025 appropriation from 5 RIIF to HHS for patient door conversion at the unit located at 6 the state mental health institute at Cherokee; an FY 2024-2025 7 appropriation from RIIF to HHS for renovation and expansion 8 at the Iowa office of the state medical examiner building; 9 and an FY 2024-2025 appropriation from RIIF to HHS for tunnel 10 decentralization for the state resource center at Woodward. 11 The bill amends the requirement for DAS to use an FY 2024-2025 12 appropriation from RIIF to improve and repair the steps on 13 the west side of the exterior of the capitol building and 14 for projects on the east side of the exterior of the capitol 15 building by the close of the fiscal year that begins July 1, 16 2025, and instead authorizes DAS to use the appropriation until 17 October 31, 2026. These provisions take effect upon enactment. 18 RENEWABLE FUEL INFRASTRUCTURE FUND. The bill reduces the 19 appropriation provided in Code section 159A.17 from the general 20 fund to the renewable fuel infrastructure fund for FY 2026-2027 21 to zero. 22 REGIONAL SPORTS AUTHORITY DISTRICTS —— FINANCIAL ASSISTANCE 23 ELIGIBILITY. Under current law, IEDA may certify not more 24 than 10 regional sports authority districts (RSAD) based on a 25 convention and visitors bureau’s application for certification. 26 Each RSAD is required to be governed by a board consisting 27 of seven members appointed by the convention and visitors 28 bureau filing the application. At least three members of 29 the board must consist of city council members of any cities 30 located in the district, and each board is responsible for 31 administering programs designed to promote youth sports, high 32 school athletic activities, the special olympics, and other 33 nonprofessional sporting events in the local area. A certified 34 RSAD is eligible to apply to IEDA for financial assistance 35 -21- LSB 5008YC (8) 91 th/ns 21/ 22
H.F. _____ under the sports tourism infrastructure program administered 1 under Code section 15F.401. A convention and visitors bureau 2 is prohibited from receiving, in the same year, financial 3 assistance under the sports tourism infrastructure program and 4 financial assistance as part of an RSAD. 5 The bill authorizes an Iowa nonprofit organization 6 established to promote economic development and tourism in an 7 area within the state, rather than a convention and visitors 8 bureau, to apply for certification of RSADs and for financial 9 assistance. The bill strikes the 10 RSAD certification cap 10 and requires IEDA to certify RSADs on a competitive basis 11 based on factors including the number of unique and innovative 12 activities proposed to be supported by an RSAD. The bill 13 strikes the RSAD board requirements and amends the active 14 promotion requirements to include physical sporting events in 15 an RSAD area rather than nonprofessional sporting events. The 16 bill requires RSADs that receive financial assistance to submit 17 a comprehensive report to IEDA not more than 30 days after the 18 final date of the activity. 19 HEALTH AND HUMAN SERVICES —— INFORMATION TECHNOLOGY. The 20 bill prohibits HHS, for FY 2026-2027, from entering into, 21 amending, or extending a financial obligation that will 22 cost more than $5 million, individually or collectively, 23 or committing the state to multiyear financial obligations 24 for major information technology (IT) system replacement, 25 redevelopment, or modernization. Additionally, HHS is 26 required, in consultation with the legislative services agency 27 and DOM, to establish an IT modernization study committee on 28 or before August 1, 2026. The study committee, consisting 29 of members and ex officio members described in the bill, is 30 required to conduct a comprehensive review of HHS’s IT systems. 31 HHS must submit a report to the general assembly and governor 32 with the study committee’s findings, recommended statutory or 33 budgetary changes, estimated costs and timelines, and options 34 for phased implementation. 35 -22- LSB 5008YC (8) 91 th/ns 22/ 22
