rules

that

adoptive
parent

preference

home
environment

child
in
a
manner

consistent
with
the
child’s
sex,
including

not
limited
to

referring
to
the
child
by
titles
or
pronouns
consistent
with

the
child’s
sex;
seeking
and
consenting
to
a
mental
health

service
for
a
child
for
the
purpose
of
helping
the
child
live

a
life
consistent
with
the

sex;
making
mental
health

or

decisions
based

the
child’s

declining
