is

amended
by
adding
the
following
new
paragraph:

PARAGRAPH

d.
Prohibit
any
increase
in
the
amount
of

tuition
or
mandatory
fees
charged
by
an
institution
of
higher

education
under
the
board’s
control
to
resident
undergraduate
5
students
on
or
after
the
effective
date
of
this
Act.
This
6
paragraph
is
repealed
July
1,
2031.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
8
importance,
takes
effect
upon
enactment.

EXPLANATION
10
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
11
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
state
board
of
regents
to
prohibit
any
13
increase
in
the
amount
of
tuition
or
mandatory
fees
charged
by
14
an
institution
of
higher
education
under
the
board’s
control
to
15
resident
undergraduate
students
on
or
after
the
effective
date
16
of
the
bill
until
July
1,
2031.
17
The
bill
takes
effect
upon
enactment.
