H.J.R. 7 Section 1. The following amendment to the Constitution of 1 the State of Iowa is proposed: 2 Article I of the Constitution of the State of Iowa is amended 3 by adding the following new section: 4 Sec. 24A. Right to hunt, fish, trap, and harvest wildlife. 5 1. The people of this state have the right to hunt, fish, 6 trap, and harvest wildlife, including by the use of traditional 7 methods, subject to laws enacted by the general assembly 8 and rules adopted that promote wildlife conservation and 9 management, that maintain natural resources for public use, and 10 that preserve the future of hunting, fishing, trapping, and 11 harvesting wildlife. 12 2. Public hunting, fishing, trapping, and harvesting of 13 wildlife shall be a preferred means of managing and controlling 14 wildlife. 15 3. This section shall not be construed to modify any 16 provision of law relating to eminent domain, trespass, property 17 rights, or water resources. 18 Sec. 2. REFERRAL AND PUBLICATION. The foregoing proposed 19 amendment to the Constitution of the State of Iowa is referred 20 to the general assembly to be chosen at the next general 21 election for members of the general assembly, and shall be 22 published as provided by law for three months previous to the 23 date of that election. 24 EXPLANATION 25 The inclusion of this explanation does not constitute agreement with 26 the explanation’s substance by the members of the general assembly. 27 This joint resolution proposes an amendment to the 28 Constitution of the State of Iowa providing that the people 29 of this state have the right to hunt, fish, trap, and harvest 30 wildlife, including by the use of traditional methods, subject 31 to laws enacted by the general assembly and rules adopted that 32 promote wildlife conservation and management, that maintain 33 natural resources for public use, and that preserve the future 34 of hunting, fishing, trapping, and harvesting wildlife.
