Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
III
of
the
Constitution
of
the
State
of
Iowa
is
3
amended
by
adding
the
following
new
section:
4
Sec.
41.
Two-thirds
majority
to
change
public
retirement
5
system
laws.
A
bill
containing
provisions
enacting,
amending,
6
or
repealing
any
provision
relating
to
a
public
retirement
7
system
shall
require
the
affirmative
votes
of
at
least
8
two-thirds
of
the
members
of
each
house
of
the
general
assembly
9
for
passage.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
11
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
12
to
the
general
assembly
to
be
chosen
at
the
next
general
13
election
for
members
of
the
general
assembly,
and
shall
be
14
published
as
provided
by
law
for
three
months
previous
to
the
15
date
of
that
election.

EXPLANATION
17
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
18
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the
20
Constitution
of
the
State
of
Iowa
relating
to
legislative
21
changes
to
public
retirement
systems.
The
resolution
requires
22
that
any
bill
containing
provisions
enacting,
amending,
or
23
repealing
any
provision
relating
to
a
public
retirement
system
24
shall
require
the
affirmative
votes
of
at
least
two-thirds
of
25
the
members
of
each
house
of
the
general
assembly
for
passage.
26
The
resolution,
if
adopted,
would
be
published
and
then
27
referred
to
the
next
general
assembly
(92nd)
for
adoption,
28
before
being
submitted
to
the
electorate
for
ratification.
