Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
I
of
the
Constitution
of
the
State
of
Iowa
is
amended
3
by
adding
the
following
new
section:

Sec.
26.
Private
property
donation.
The
people
have
5
the
right
to
donate,
convey,
devise,
or
otherwise
transfer
6
their
private
property
to
any
public
entity
or
nonprofit
7
organization.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
9
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
10
to
the
general
assembly
to
be
chosen
at
the
next
general
11
election
for
members
of
the
general
assembly,
and
shall
be
12
published
as
provided
by
law
for
three
months
previous
to
the
13
date
of
that
election.

the

substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the

Constitution
of
the
State
of
Iowa
that
provides
the
right
of

the
people
to
donate,
convey,
devise,
or
otherwise
transfer

their
private
property
to
any
public
entity
or
nonprofit

organization.

The
resolution,
if
adopted,
would
be
published
and
then

referred
to
the
next
general
assembly
(92nd)
for
adoption

before
being
submitted
to
the
electorate
for
ratification.
