H.J.R. 2001 Section 1. The following amendment to the Constitution of 1 the State of Iowa is proposed: 2 Article III of the Constitution of the State of Iowa is 3 amended by adding the following new section: 4 Sec. 15A. Introduction of bills —— limitation. No bill 5 shall be accepted for introduction to the senate or house of 6 representatives if the senator or representative seeking to 7 introduce the bill has previously been the lead sponsor on 8 ten or more bills introduced during that same session of the 9 general assembly. 10 This section does not apply to simple, concurrent, or joint 11 resolutions, appropriations bills, bills recommended by the 12 Iowa code editor, and bills certified as emergency legislation 13 by the affirmative vote of two-thirds of the members of 14 the committee on rules and administration in the senate or 15 the committee on administration and rules in the house of 16 representatives. This section does not limit the number of 17 bills on which a member of the general assembly may be listed 18 as an additional sponsor. 19 Sec. 2. REFERRAL AND PUBLICATION. The foregoing proposed 20 amendment to the Constitution of the State of Iowa is referred 21 to the general assembly to be chosen at the next general 22 election for members of the general assembly, and shall be 23 published as provided by law for three months previous to the 24 date of that election. 25 EXPLANATION 26 The inclusion of this explanation does not constitute agreement with 27 the explanation’s substance by the members of the general assembly. 28 This joint resolution proposes an amendment to the 29 Constitution of the State of Iowa relating to the sponsorship 30 of bills by members of the general assembly. 31 The amendment limits the number of introduced bills on which 32 a member of the general assembly may be a lead sponsor to 33 10 per session of each general assembly. H.J.R. 2001 general assembly may appear as the lead sponsor and does not 1 apply to appropriations bills, Iowa Code editor bills, and 2 bills certified as emergency legislation by the committee on 3 rules and administration in the senate or the committee on 4 administration and rules in the house.
