Section
1.
Section
321.34,
subsection
2,
Code
2025,
is
1
amended
by
adding
the
following
new
paragraph:

.
c.
Notwithstanding
paragraph
“a”
,
if
3
the
department
issues
registration
plates
or
reassigns
the
4
registration
plates
previously
issued
to
a
vehicle
designated
5
by
a
registrant
as
a
vehicle
in
a
fleet,
as
defined
in
section
6
326.3,
the
department
shall
not
issue
a
validation
sticker
and
7
the
registrant
is
not
required
to
display
a
validation
sticker
8
on
a
registration
plate.
The
department
may
adopt
rules
9
pursuant
to
chapter
17A
providing
for
other
means
to
identify
10
motor
vehicles
registered
as
described
in
section
326.6.

EXPLANATION
12
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
13
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Under
current
law,
when
a
vehicle
registration
is
renewed
15
for
the
applicable
registration
year,
the
department
of
16
transportation
(DOT)
issues
an
annual
validation
sticker
17
indicating
payment
of
annual
registration
fees,
as
authorized
18
by
Code
section
321.34(2),
in
lieu
of
issuing
new
registration
19
plates.
The
DOT
must
issue
one
validation
sticker
for
each
20
set
of
registration
plates,
and
the
sticker
must
specify
the
21
month
and
year
of
expiration
of
the
registration.
The
sticker
22
is
required
to
be
displayed
only
on
the
rear
registration
23
plate,
except
that
the
sticker
must
be
displayed
on
the
front
24
registration
plate
of
a
truck
tractor.

This
bill
exempts
vehicles
designated
by
a
registrant
as
a
26
vehicle
in
a
fleet
from
the
validation
sticker
requirements.

Accordingly,
the
DOT
is
not
required
to
issue
an
annual
28
validation
sticker
for
such
fleet
vehicles
and
a
sticker
is
29
not
required
to
be
displayed
on
the
registration
plate
of
such
30
vehicles.
The
DOT
is
required
to
issue
a
single
registration
31
plate
and
registration
receipt
for
each
fleet
vehicle
pursuant
32
to
apportionment
agreements
or
provisions
authorized
under
Code
33
chapter
326
(registration
reciprocity).

For
purposes
of
the
bill,
a
“fleet”
vehicle
is
one
or
more

apportionable
vehicles
designated
by
a
registrant
for
distance
1
reporting
under
a
registration
reciprocity
agreement
among
2
states
of
the
United
States,
the
District
of
Columbia,
and
3
provinces
of
Canada
providing
for
payment
of
apportionable
fees
4
on
the
basis
of
total
distance
operated
in
all
jurisdictions,
5
published
by
international
registration
plan,
inc.,
and
6
available
on
the
plan’s
internet
site.
