H.F. 890 DIVISION I 1 REPORTING REQUIREMENTS 2 Section 1. Section 256.7, subsection 23, Code 2025, is 3 amended to read as follows: 4 23. Adopt rules directing the community colleges to 5 annually and uniformly submit data , including individual-level 6 data, from the most recent fiscal year to the community 7 colleges bureau department , using criteria determined and 8 prescribed by the bureau department via the management 9 information system. 10 a. Financial data submitted to the division department by a 11 community college shall be broken down by fund. 12 b. Community colleges shall provide data to the community 13 colleges bureau department by a deadline set by the bureau 14 department . The deadline shall be set for a date that permits 15 the bureau department to include the data in a report submitted 16 for to the state board approval and the general assembly for 17 review by December March 15 of each year by the house and 18 senate standing education committees and the joint subcommittee 19 on education appropriations . 20 c. The department shall include a statewide summary of the 21 financial data submitted in accordance with paragraph “a” in 22 the submit an annual condition of community colleges report , 23 which upon approval of to the state board , shall be submitted 24 to and the general assembly on or before February 1 for review 25 by March 15 of each year. The report must include community 26 college program level educational and employment outcomes 27 reports upon availability of all underlying data. 28 Sec. 2. Section 260C.14, subsection 21, paragraph c, Code 29 2025, is amended to read as follows: 30 c. The department shall submit a report to the general 31 assembly summarizing incorporate the data submitted in 32 paragraph “a” by January 15 annually into the annual condition 33 of community colleges report described in section 256.7, 34 subsection 23, paragraph “c” . 35 -1- LSB 1430HV (1) 91 jda/jh 1/ 5
H.F. 890 Sec. 3. Section 261E.3, subsection 3, paragraph j, Code 1 2025, is amended to read as follows: 2 j. All eligible postsecondary institutions providing 3 programming under this chapter shall include the unique student 4 identifier assigned to students while in the kindergarten 5 through grade twelve system as a part of the institution’s 6 student data management system. Eligible postsecondary 7 institutions providing programming under this chapter shall 8 cooperate with the department on data requests related to 9 the programming. All eligible postsecondary institutions 10 providing programming under this chapter shall collect data 11 and report to the department on the proportion of females and 12 minorities enrolled in science, technology, engineering, and 13 mathematics-oriented educational opportunities provided in 14 accordance with this chapter . The department shall submit 15 incorporate the programming data and the department’s findings 16 and recommendations in a report to the general assembly 17 annually by January 15 into the annual condition of community 18 colleges report described in section 256.7, subsection 23, 19 paragraph “c” . 20 DIVISION II 21 NATIONAL BOARD CERTIFICATION PROGRAM AND STIPENDS 22 Sec. 4. Section 256.44, subsection 1, unnumbered paragraph 23 1, Code 2025, is amended to read as follows: 24 A national board certification pilot project program is 25 established to be administered by the department of education. 26 A teacher, as defined in section 256.145 , who registers for or 27 achieves national board for professional teaching standards 28 certification, and who is employed by a school district in Iowa 29 and receiving a salary as a classroom teacher, may be eligible 30 for the following: 31 Sec. 5. Section 284.13, subsection 1, paragraph a, Code 32 2025, is amended to read as follows: 33 a. (1) For the fiscal year beginning July 1, 2024, and 34 ending June 30, 2025, to the department, the amount of five 35 -2- LSB 1430HV (1) 91 jda/jh 2/ 5
H.F. 890 hundred eight thousand two hundred fifty dollars for the 1 issuance of national board certification awards in accordance 2 with section 256.44 . Of the amount allocated under this 3 paragraph, not less than eighty-five thousand dollars shall 4 be used to administer the ambassador to education position in 5 accordance with section 256.45 . 6 (2) Notwithstanding section 8.33, funds appropriated 7 for purposes of this paragraph which remain unencumbered or 8 unobligated at the close of the fiscal year for which the funds 9 were appropriated shall not revert but shall be available 10 for expenditure by the department for purposes of providing 11 stipends to individuals who receive an advanced dyslexia 12 specialist endorsement from the board of educational examiners. 13 The department shall consider the amount of funds available 14 under this subparagraph when determining the amount of such 15 stipend. 16 Sec. 6. EFFECTIVE DATE. The following, being deemed of 17 immediate importance, takes effect upon enactment: 18 The section of this division of this Act amending section 19 284.13. 20 DIVISION III 21 IOWA EDUCATIONAL SERVICES FOR THE BLIND AND VISUALLY IMPAIRED 22 PROGRAM AND THE IOWA SCHOOL FOR THE DEAF 23 Sec. 7. Section 256.103, Code 2025, is amended to read as 24 follows: 25 256.103 Employees —— contracts —— termination and discharge 26 procedures. 27 1. Sections 279.12 through 279.19B and section 279.27 28 apply to employees of the Iowa educational services for the 29 blind and visually impaired program and employees of the Iowa 30 school for the deaf, who are licensed pursuant to subchapter 31 VII, part 3 . Section 279.27 applies to employees of the Iowa 32 educational services for the blind and visually impaired 33 program and employees of the Iowa school for the deaf, whether 34 or not licensed pursuant to subchapter VII, part 3, who are 35 -3- LSB 1430HV (1) 91 jda/jh 3/ 5
H.F. 890 responsible for the care, instruction, or supervision of 1 children. In following those sections in chapter 279 , the 2 references to boards of directors of school districts shall be 3 interpreted to apply to the department. 4 2. Notwithstanding chapter 8A, subchapter IV, the 5 department of administrative services shall, in consultation 6 with the department of education, establish an annual 7 compensation schedule applicable to all employees of the Iowa 8 educational services for the blind and visually impaired 9 program and all employees of the Iowa school for the deaf and 10 shall set the employee benefits for such employees. 11 EXPLANATION 12 The inclusion of this explanation does not constitute agreement with 13 the explanation’s substance by the members of the general assembly. 14 This bill relates to education, including by modifying 15 provisions related to community college and department of 16 education (DE) reporting requirements, the national board 17 certification pilot project, and employees of the Iowa 18 educational services for the blind and visually impaired 19 program or the Iowa school for the deaf. 20 DIVISION I —— REPORTING REQUIREMENTS. Current law requires 21 the state board of education to adopt rules directing the 22 community colleges to submit certain specified data from the 23 most recent fiscal year to the community colleges bureau using 24 criteria determined by the community colleges bureau. The 25 bill modifies these provisions to instead require the data to 26 be submitted directly to DE. The bill makes several other 27 modifications related to data submitted by the community 28 colleges to DE, and related to data submitted by DE to the 29 state board and the general assembly, including modifications 30 related to the information to be included in the annual 31 condition of community colleges report. 32 DIVISION II —— NATIONAL BOARD CERTIFICATION PROGRAM AND 33 STIPENDS. The bill changes the name of the national board 34 certification pilot project established in Code section 256.44 35 -4- LSB 1430HV (1) 91 jda/jh 4/ 5
H.F. 890 to the national board certification program. 1 The bill provides that funds appropriated for purposes 2 of the student achievement and teacher quality program 3 that are allocated to DE for the issuance of national board 4 certification awards that remain unencumbered or unobligated 5 at the close of the fiscal year shall not revert but shall 6 be available for expenditure by DE for purposes of providing 7 stipends to individuals who receive an advanced dyslexia 8 specialist endorsement from the board of educational examiners 9 (BOEE). This provision takes effect upon enactment. 10 DIVISION III —— IOWA EDUCATIONAL SERVICES FOR THE BLIND AND 11 VISUALLY IMPAIRED PROGRAM AND THE IOWA SCHOOL FOR THE DEAF. 12 The bill provides that Code section 279.27 (discharge of a 13 teacher) applies to employees of the Iowa educational services 14 for the blind and visually impaired program and employees 15 of the Iowa school for the deaf, whether or not licensed by 16 the BOEE, who are responsible for the care, instruction, or 17 supervision of children. 18 The bill requires the department of administrative services, 19 in consultation with DE, to establish an annual compensation 20 schedule applicable to all employees of the Iowa educational 21 services for the blind and visually impaired program and all 22 employees of the Iowa school for the deaf and to set the 23 employee benefits for such employees. 24 -5- LSB 1430HV (1) 91 jda/jh 5/ 5
