Section
1.
NEW
SECTION
.
602.1615
Electronic
payment
system.
1
1.
The
judicial
branch
shall
establish
an
electronic
2
payment
system
for
the
transfer
of
payments
between
the
3
electronic
document
management
system
of
the
judicial
branch
4
and
the
case
management
systems
used
by
county
attorneys.
The
5
judicial
branch
shall
use
moneys
appropriated
annually
by
the
6
general
assembly
for
the
operation
of
the
judicial
branch
to
7
implement
this
section.

2.
The
judicial
branch
shall
have
a
fully
functional
9
electronic
payment
system
within
nine
months
of
the
effective
10
date
of
this
Act.
The
judicial
branch
shall
provide
to
county
11
attorneys
any
information
necessary
for
the
county
attorneys
12
to
update
their
case
management
systems
to
connect
to
the
13
electronic
payment
system.
14
3.
The
judicial
branch
shall
submit
a
progress
report
to
15
the
general
assembly
on
the
implementation
of
the
electronic
16
payment
system
within
six
months
of
the
completion
of
the
17
system.

4.
This
section
is
repealed
July
1,
2028.

APPROPRIATION

COUNTY
ATTORNEY

REIMBURSEMENT.
There
is
appropriated
from
the
general
21
fund
of
the
state
to
the
judicial
branch
for
the
fiscal
year
22
beginning
July
1,
2025,
and
ending
June
30,
2026,
the
following
23
amount,
or
so
much
thereof
as
is
necessary,
to
be
used
for
the
24
purposes
designated:

For
reimbursement
to
county
attorneys
for
costs
incurred
26
by
a
county
attorney
associated
with
conforming
the
county
27
attorney’s
case
management
system
to
the
electronic
payment
28
system:

Notwithstanding
section
8.33,
moneys
appropriated

purposes
designated
until
the
close
of
the
34
fiscal
year
that
begins
July
1,
2028.

EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate

importance,
takes
effect
upon
enactment.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
judicial
branch
to
create
an
6
electronic
payment
system
for
the
transfer
of
payments
between
7
the
electronic
document
management
system
of
the
judicial
8
branch
and
the
electronic
case
management
systems
used
by
9
county
attorneys.
The
judicial
branch
is
required
to
create
10
the
system
within
nine
months
of
the
effective
date
of
the
11
bill.
The
bill
directs
the
judicial
branch
to
submit
a
12
progress
report
to
the
general
assembly
within
six
months
of
13
completing
the
system.
14
The
bill
appropriates
moneys
from
the
general
fund
to
the
15
judicial
branch
for
FY
2025-2026
for
reimbursement
to
county
16
attorneys
for
costs
incurred
for
updating
a
case
management
17
system
to
be
compatible
with
the
electronic
payment
system.
18
The
bill
takes
effect
upon
enactment.
