H.F. 362 Section 1. Section 331.441, subsection 2, paragraph b, Code 1 2025, is amended by adding the following new subparagraph: 2 NEW SUBPARAGRAPH . (21) Funding and refunding of emergency 3 medical services as defined in section 147A.1, subsection 5. 4 EXPLANATION 5 The inclusion of this explanation does not constitute agreement with 6 the explanation’s substance by the members of the general assembly. 7 This bill amends the definition of “essential county 8 purpose” to include emergency medical services. 9 Under Code chapter 331, a county board of supervisors may 10 generally contract indebtedness and approve the issuance of 11 general obligation bonds to carry out an essential county 12 purpose without approval by voters at an election, while the 13 issuance of general obligation bonds to carry out a general 14 county purpose generally requires approval by voters at 15 election. 16 -1- LSB 1944YH (1) 91 ll/js 1/ 1
