The department shall administer and distribute to school 12 districts and accredited nonpublic schools the early warning 13 assessment system that allows teachers to screen and monitor 14 student literacy skills from prekindergarten through grade 15 six. The department may charge school districts and accredited 16 nonpublic schools a fee for the system not to exceed the actual 17 costs to purchase a statewide license for the early warning 18 assessment minus the moneys received by the department under 19 this subsection. The fee shall be determined by dividing the 20 actual remaining costs to purchase the statewide license for 21 the school year by the number of pupils assessed under the 22 system in the current fiscal year. School districts may use 23 moneys received pursuant to section 257.10, subsection 11 , and 24 moneys received for purposes of implementing section 279.68, 25 subsection 2 , to pay the early warning assessment system fee. 26 16. IOWA READING RESEARCH CENTER 27 a. For purposes of the Iowa reading research center in 28 order to implement, in collaboration with the area education 29 agencies, the provisions of section 256.9, subsection 49 , 30 paragraph “c”: 31 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,500,000 32 b. For the fiscal year beginning July 1, 2026, and 5 ending June 30, 2027, the center shall submit a report to the 6 general assembly detailing the expenditures of moneys used for 7 purposes of this paragraph “b”. 8 c. From the moneys appropriated in this subsection, not less 4 than $500,000 shall be used to provide technology education 5 opportunities to high school, career academy, and community 6 college students through a public-private partnership, as 7 well as opportunities for students and faculties at these 8 institutions to secure broad-based information technology 9 certification. The partnership must provide all of the 10 following: 11 (1) A research-based curriculum. 12 (2) Online access to the curriculum. 13 (3) Instructional software for classroom and student use. 14 (4) Certification of skills and competencies in a broad base 15 of information technology-related skill areas. 16 (5) Professional development for teachers. 17 (6) Deployment and program support, including but not 18 limited to integration with current curriculum standards. 19 d. ENERGY COST-SAVINGS PROJECTS —— FINANCING. For 26 the fiscal year beginning July 1, 2026, and ending June 30, 27 2027, the state board of regents may use notes, bonds, or 28 other evidences of indebtedness issued under section 262.48 to 29 finance projects that will result in energy cost savings in an 30 amount that will cause the state board to recover the cost of 31 the projects within an average of six years. 32 DIVISION IV 33 STANDING APPROPRIATIONS 34 Sec. 8. AT-RISK CHILDREN. Notwithstanding the standing 35 -18- LSB 5003HV (3) 91 jda/jh 18/ 36
H.F. 2783 appropriation in section 279.51 for the fiscal year beginning 1 July 1, 2026, and ending June 30, 2027, the amount appropriated 2 from the general fund of the state to the department of 3 education for programs for at-risk children under section 4 279.51 shall not be more than $10,524,389. The amount of any 5 reduction in this section shall be prorated among the programs 6 specified in section 279.51, subsection 1, paragraphs “a”, “b”, 7 and “c”. 8 Sec. 9. WORK-STUDY APPROPRIATION. Notwithstanding section 9 256.209, for the fiscal year beginning July 1, 2026, and 10 ending June 30, 2027, the amount appropriated from the general 11 fund of the state to the college student aid commission of 12 the department of education for the work-study program under 13 section 256.209 shall be zero. 14 DIVISION V 15 IOWA TUITION GRANTS 16 Sec. 10. Section 256.183, subsection 3, Code 2026, is 17 amended to read as follows: 18 3. “Eligible institution” means an institution of higher 19 learning located in Iowa which is operated privately and 20 not controlled or administered by any state agency or any 21 subdivision of the state, which is not exempt from taxation 22 under section 501(c)(3) of the Internal Revenue Code, and 23 which meets all of the criteria in subsection 1 , paragraphs 24 “d” through “k” , and is a school of barbering and cosmetology 25 arts and sciences licensed under chapter 157 and is accredited 26 by a national accrediting agency recognized by the United 27 States department of education. For the fiscal year beginning 28 July 1, 2017, such a school of barbering and cosmetology arts 29 and sciences shall provide a matching aggregate amount of 30 institutional financial aid equal to at least seventy-five 31 percent of the amount received by the institution’s students 32 for Iowa tuition grant assistance under section 256.191 . For 33 the fiscal year beginning July 1, 2018, the school of barbering 34 and cosmetology arts and sciences shall provide a matching 35 -19- LSB 5003HV (3) 91 jda/jh 19/ 36
H.F. 2783 aggregate amount of institutional financial aid equal to at 1 least eighty-five percent of the amount received in that fiscal 2 year. Commencing with the fiscal year beginning July 1, 2019, 3 and each succeeding fiscal year, the matching aggregate amount 4 of institutional financial aid shall be at least equal to the 5 match provided by eligible institutions under section 261.9, 6 subsection 3 , paragraph “a” , Code 2023. 7 Sec. 11. Section 256.192, subsections 1, 2, 4, and 5, Code 8 2026, are amended to read as follows: 9 1. A vocational-technical tuition grant may be awarded to 10 any resident of Iowa who establishes financial need and who is 11 admitted and in attendance as a full-time or part-time student 12 in a any of the following: 13 a. A vocational-technical or career option program at a 14 community college in the state , and who establishes financial 15 need . 16 b. An eligible institution. 17 2. All classes, including liberal arts classes, identified 18 by the community college or eligible institution as required 19 for completion of the student’s vocational-technical or 20 career option program , or barbering and cosmetology arts 21 and sciences program, shall be considered a part of the 22 student’s vocational-technical or career option program 23 or barbering and cosmetology arts and sciences program for 24 the purpose of determining the student’s eligibility for a 25 grant. Notwithstanding subsection 3 , if a student is making 26 satisfactory academic progress but the student cannot complete 27 a vocational-technical or career option program or barbering 28 and cosmetology arts and sciences program in the time frame 29 allowed for a student to receive a vocational-technical tuition 30 grant as provided in subsection 3 because additional classes 31 are required to complete the program, the student may continue 32 to receive a vocational-technical tuition grant for not more 33 than one additional enrollment period. 34 4. a. (1) The amount of a vocational-technical tuition 35 -20- LSB 5003HV (3) 91 jda/jh 20/ 36
H.F. 2783 grant to a qualified full-time student who is enrolled in a 1 vocational-technical or career option program at a community 2 college shall not exceed the lesser of one thousand two hundred 3 dollars per year or the amount of the student’s established 4 financial need. 5 b. (2) The amount of a vocational-technical tuition 6 grant to a qualified part-time student who is enrolled in a 7 vocational-technical or career option program at a community 8 college in a course of study including at least three semester 9 hours but fewer than twelve semester hours or the trimester 10 or quarter equivalent shall be equal to the amount of a 11 vocational-technical tuition grant that would be paid to a 12 full-time student, except that the commission shall prorate 13 the amount in a manner consistent with the federal Pell grant 14 program proration. 15 b. (1) The amount of a vocational-technical tuition 16 grant to a qualified full-time student who is enrolled in an 17 eligible institution for the fall and spring semesters, or the 18 equivalent, shall be the amount of the student’s financial need 19 for that period not to exceed six thousand dollars. 20 (2) The amount of a vocational-technical tuition grant to 21 a qualified full-time student who is enrolled in an eligible 22 institution for the summer semester or equivalent shall be 23 one-half the amount of the vocational-technical tuition grant 24 the student receives under subparagraph (1). 25 (3) The amount of a vocational-technical tuition grant to 26 a qualified part-time student who is enrolled in an eligible 27 institution in a course of study including at least three 28 semester hours but fewer than twelve semester hours for the 29 fall, spring, and summer semesters, or the equivalent, shall be 30 equal to the amount of a tuition grant that would be paid to a 31 full-time student times a number which represents the number 32 of hours in which the part-time student is actually enrolled 33 divided by twelve semester hours, or the equivalent. 34 (4) If a qualified student receives financial aid under any 35 -21- LSB 5003HV (3) 91 jda/jh 21/ 36
H.F. 2783 other program, the full amount of such financial aid shall be 1 considered part of the student’s financial resources available 2 in determining the amount of the student’s financial need 3 for that period. In no case may the state’s total financial 4 contribution to the student’s education, including financial 5 aid under any other state or federal program, exceed the 6 tuition and mandatory fees at the eligible institution the 7 student attends. 8 5. A vocational-technical tuition grant shall be awarded 9 on an annual basis, requiring reapplication by the student for 10 each year. Payments under the grant shall be allocated equally 11 among the semesters or quarters of the year upon certification 12 by the institution community college or eligible institution 13 that the student is in full-time or part-time attendance 14 in a vocational-technical or career option program or a 15 barbering and cosmetology arts and sciences program , as defined 16 under rules of the department. If the student discontinues 17 attendance before the end of any term after receiving payment 18 of the grant, the entire amount of any refund due that student, 19 up to the amount of any payments made under the annual grant, 20 shall be paid by the institution community college or eligible 21 institution to the state. 22 Sec. 12. Section 256.194, subsection 2, Code 2026, is 23 amended by striking the subsection. 24 Sec. 13. Section 256.194, subsection 3, Code 2026, is 25 amended to read as follows: 26 3. For each fiscal year beginning on or after July 1, 2025, 27 there is appropriated from the general fund of the state to 28 the commission for deposit in the vocational-technical tuition 29 grants fund established in section 256.192, subsection 8 , the 30 sum of one million seven hundred fifty thousand one hundred 31 eighty-five one million eight hundred sixty-three thousand 32 ninety-nine dollars. 33 Sec. 14. REPEAL. Section 256.191, Code 2026, is repealed. 34 Sec. 15. TRANSFER OF MONEYS. Any moneys appropriated to 35 -22- LSB 5003HV (3) 91 jda/jh 22/ 36
H.F. 2783 the college student aid commission for purposes of the Iowa 1 tuition grants for-profit institutions fund established in 2 section 256.191, subsection 8, that remain unencumbered or 3 unobligated as of July 1, 2026, shall be transferred to the 4 vocational-technical tuition grants fund established in section 5 256.192, subsection 8. 6 DIVISION VI 7 STATE PROGRAM ALLOCATION 8 Sec. 16. Section 284.13, subsection 1, paragraph a, 9 subparagraph (1), Code 2026, is amended to read as follows: 10 (1) For the fiscal year beginning July 1, 2025 2026 , and 11 ending June 30, 2026 2027 , to the department, the amount of 12 five hundred eight thousand two hundred fifty dollars for the 13 issuance of national board certification awards in accordance 14 with section 256.44 . Of the amount allocated under this 15 paragraph, not less than eighty-five thousand dollars shall 16 be used to administer the ambassador to education position in 17 accordance with section 256.45 . 18 Sec. 17. Section 284.13, subsection 1, paragraphs b, c, e, 19 f, and g, Code 2026, are amended to read as follows: 20 b. For the fiscal year beginning July 1, 2025 2026 , and 21 ending June 30, 2026 2027 , up to seven hundred twenty-eight 22 thousand two hundred sixteen dollars to the department for 23 purposes of implementing the professional development program 24 requirements of section 284.6 , assistance in developing model 25 evidence for teacher quality committees established pursuant to 26 section 284.4, subsection 1 , paragraph “b” , and the evaluator 27 training program in section 284.10 . A portion of the funds 28 allocated to the department for purposes of this paragraph may 29 be used by the department for administrative purposes and for 30 not more than four full-time equivalent positions. 31 c. For the fiscal year beginning July 1, 2025 2026 , 32 and ending June 30, 2026 2027 , an amount up to one million 33 seventy-seven thousand eight hundred ten dollars to the 34 department for the establishment of teacher development 35 -23- LSB 5003HV (3) 91 jda/jh 23/ 36
H.F. 2783 academies in accordance with section 284.6, subsection 10 . A 1 portion of the funds allocated to the department for purposes 2 of this paragraph may be used for administrative purposes. 3 e. For the fiscal year beginning July 1, 2025 2026 , and 4 ending June 30, 2026 2027 , to the department an amount up to 5 fifty thousand dollars for purposes of the fine arts beginning 6 teacher mentoring program established under section 256.34 . 7 f. For the fiscal year beginning July 1, 2025 2026 , and 8 ending June 30, 2026 2027 , to the department an amount up 9 to six hundred twenty-six thousand one hundred ninety-one 10 dollars shall be used by the department for a delivery system, 11 in collaboration with area education agencies, to assist in 12 implementing the career paths and leadership roles considered 13 pursuant to sections 284.15 , 284.16 , and 284.17 , including but 14 not limited to planning grants to school districts and area 15 education agencies, technical assistance for the department, 16 technical assistance for districts and area education agencies, 17 training and staff development, and the contracting of external 18 expertise and services. In using moneys allocated for purposes 19 of this paragraph, the department shall give priority to school 20 districts with certified enrollments of fewer than six hundred 21 students. A portion of the moneys allocated annually to the 22 department for purposes of this paragraph may be used by the 23 department for administrative purposes and for not more than 24 five full-time equivalent positions. 25 g. For the fiscal year beginning July 1, 2026 2027 , and 26 for each subsequent fiscal year, to the department, ten 27 million dollars for purposes of implementing the supplemental 28 assistance for high-need schools provisions of section 284.11 . 29 Annually, of the moneys allocated to the department for 30 purposes of this paragraph, up to one hundred thousand dollars 31 may be used by the department for administrative purposes and 32 for not more than one full-time equivalent position. 33 DIVISION VII 34 IOWA SPECIAL EDUCATION COUNCIL —— REPEAL 35 -24- LSB 5003HV (3) 91 jda/jh 24/ 36

Section 257.6, subsection 2, as amended by 2026 4 Iowa Acts, chapter 1001, section 12, is amended to read as 5 follows: 6 2. Basic enrollment. 7 a. Basic enrollment for a budget year is the average of 8 a district’s actual enrollment for the base year, determined 9 on the date specified under subsection 1, and the district’s 10 adjusted enrollment for the base year, determined on the date 11 specified under subsection 7. Basic enrollment for the base 12 year is the average of a district’s actual enrollment for the 13 year preceding the base year, determined on the date specified 14 under subsection 1, and the district’s adjusted enrollment 15 for the year preceding the base year, determined on the date 16 specified under subsection 7. 17 b. If the department of education discovers any discrepancy 18 or disputes the basic actual enrollment count certified under 19 subsection 2 1 , or the adjusted enrollment count certified 20 under subsection 7, the department shall notify the school 21 district and the school district shall have five business 22 days from the date of notification by the department to 23 voluntarily resolve such dispute or discrepancy. Failure by a 24 school district to timely resolve such dispute or discrepancy 25 shall result in the department of education making a final 26 determination of such enrollment counts for the school 27 district. 28 DIVISION XI 29 HIGHER EDUCATION —— CIVIC PROFICIENCY 30 Sec. 22. NEW SECTION . 262.100 General education 31 requirements and core curricula —— courses on American history 32 and American government. 33 1. The state board of regents shall require each institution 34 of higher education governed by the board to establish as 35 -26- LSB 5003HV (3) 91 jda/jh 26/ 36
H.F. 2783 a requirement for the completion of any general education 1 requirements or core curricula that an undergraduate student 2 complete an introductory survey course in American history 3 and an introductory survey course in American government. An 4 institution shall assign a value of at least three semester 5 hours of credit to each course. A course required by this 6 section shall be a comprehensive survey of all American history 7 and American government. 8 2. A course required by this section shall fulfill the 9 general education or core curriculum requirement for social 10 sciences or humanities, as designated by the institution, that 11 a student is required to complete as a condition of graduation. 12 3. An institution shall provide equivalent credit toward 13 the courses required by this section to a student transferring 14 to the institution for previous coursework completed by the 15 student that is substantially similar to a required course. 16 4. This section does not apply to a student completing a 17 degree program designated by an institution as a degree program 18 of three years or less in duration. 19 5. a. Annually, the center for cyclone civics at the Iowa 20 state university of science and technology and the center 21 for civic education at the university of northern Iowa shall 22 designate courses at their respective institutions that satisfy 23 the requirements of this section. 24 b. The center for intellectual freedom at the state 25 university of Iowa shall be the sole academic unit at the 26 state university of Iowa responsible for offering courses that 27 satisfy the requirements of this section. 28 Sec. 23. NEW SECTION . 262.105 Lecture and debate series. 29 By December 31, 2026, the center for intellectual freedom at 30 the state university of Iowa, the center for cyclone civics at 31 the Iowa state university of science and technology, and the 32 center for civic education at the university of northern Iowa 33 shall each establish an ongoing lecture and debate series. The 34 series must promote civil dialogue and debate on the issues 35 -27- LSB 5003HV (3) 91 jda/jh 27/ 36
H.F. 2783 most important to the American republic. 1 Sec. 24. Section 263C.3, subsection 5, Code 2026, is amended 2 by striking the subsection. 3 Sec. 25. NEW SECTION . 266.8 Annual report —— center for 4 cyclone civics. 5 The director of the center for cyclone civics at the Iowa 6 state university of science and technology shall submit an 7 annual report to the governor, the general assembly, and the 8 state board of regents by December 31. The report must provide 9 a full account of the center’s achievements and must identify 10 any opportunities, challenges, and obstacles in the development 11 of the center. 12 Sec. 26. NEW SECTION . 268.6 Annual report —— center for 13 civic education. 14 The director of the center for civic education at the 15 university of northern Iowa shall submit an annual report 16 to the governor, the general assembly, and the state board 17 of regents by December 31. The report must provide a full 18 account of the center’s achievements and must identify any 19 opportunities, challenges, and obstacles in the development of 20 the center. 21 Sec. 27. REVIEW OF GENERAL EDUCATION REQUIREMENTS AND CORE 22 CURRICULA. By the semester beginning fall 2028, the board of 23 regents shall conduct a review of all undergraduate general 24 education requirements and core curricula at institutions of 25 higher education governed by the board. 26 Sec. 28. APPLICABILITY. The section of this division of 27 this Act enacting section 262.100 applies to undergraduate 28 students beginning enrollment at institutions of higher 29 education governed by the board of regents in academic years 30 beginning on or after July 1, 2028. 31 DIVISION XII 32 HIGHER EDUCATION —— TUITION 33 Sec. 29. Section 262.9, subsection 19, Code 2026, is amended 34 by adding the following new paragraph: 35 -28- LSB 5003HV (3) 91 jda/jh 28/ 36
H.F. 2783 NEW PARAGRAPH . d. Limit any increase in the amount of 1 tuition charged by an institution of higher education under 2 the board’s control to a resident undergraduate student to the 3 average of the increases in the higher education price index 4 in the previous three years. This paragraph does not apply 5 to a resident undergraduate student in an academic year if 6 the tuition amount that can be charged to the student in the 7 academic year is limited pursuant to subsection 43. 8 Sec. 30. Section 262.9, Code 2026, is amended by adding the 9 following new subsection: 10 NEW SUBSECTION . 43. a. Direct each institution of higher 11 education governed by the board to establish a policy whereby 12 the tuition amount charged to students classified as residents 13 that is charged to an undergraduate student in the student’s 14 first academic year of enrollment, commencing with a first 15 academic year of enrollment beginning in or after 2027, will 16 not increase in the student’s subsequent academic years of 17 undergraduate enrollment. 18 b. This subsection only applies to an undergraduate student 19 if, upon enrollment, the student pays a fee to the institution 20 in an amount established by the board not to exceed ten percent 21 of the base resident undergraduate tuition amount for the 22 student’s first academic year of enrollment. 23 c. For a student who begins the student’s first academic 24 year of undergraduate enrollment with sufficient academic 25 transfer credits that the student can complete a baccalaureate 26 degree program in less than four academic years, this 27 subsection only applies for the number of academic years 28 necessary for the student to complete a degree program with the 29 student’s academic transfer credits, rounded up. 30 d. If an undergraduate student transfers to another 31 institution of higher education governed by the board after the 32 student’s first academic year of enrollment, and the tuition 33 amount that would have been charged to the student during that 34 first academic year by the institution to which the student 35 -29- LSB 5003HV (3) 91 jda/jh 29/ 36
H.F. 2783 transfers is greater than the amount charged to the student 1 by the institution from which the student transferred, the 2 institution to which the student transfers may charge the 3 student the greater tuition amount. 4 e. This subsection does not apply to any academic years 5 beyond three consecutive academic years of undergraduate 6 enrollment after a student’s first academic year of enrollment. 7 DIVISION XIII 8 DEPARTMENT OF EDUCATION —— REPORTING REQUIREMENTS RELATED TO 9 ANTIBULLYING PROGRAMMING 10 Sec. 31. Section 279.51A, subsection 5, Code 2026, is 11 amended to read as follows: 12 5. a. Each school district shall report to the department 13 of education, in a manner prescribed by the department, an 14 annual count of all incidents of violence that result in 15 injury or property damage or assault by a student in a school 16 building, on school grounds, or at a school-sponsored function, 17 and any time a student is referred for the use of or transfer 18 to a therapeutic classroom. The report shall include but not 19 be limited to demographic information on students reported as 20 victims and reported as perpetrators of incidents of violence 21 that result in injury or property damage or assault, including 22 but not limited to disaggregated information on race, gender, 23 national origin, age, grade level, and disability, along with 24 any other data required for the department to implement the 25 federal Elementary and Secondary Education Act, as amended by 26 the federal Every Student Succeeds Act, Pub. L. No. 114-95, 27 with appropriate safeguards to ensure student privacy. The 28 department shall compile the reports. 29 b. The department shall compile and summarize the reports, 30 categorized by behavior, and shall submit the summary an annual 31 report to the general assembly by on or before November 1 32 annually each year that contains all of the following: 33 (1) A summary of the annual reports compiled pursuant to 34 paragraph “a” . 35 -30- LSB 5003HV (3) 91 jda/jh 30/ 36
H.F. 2783 (2) A description of the department’s antibullying 1 programming and current and projected expenditures for the 2 antibullying programming for the immediately preceding fiscal 3 year. 4 c. A teacher or administrator who submits a report in 5 accordance with this section and who meets the requirements of 6 section 280.27 or section 613.21 shall be immune from civil 7 or criminal liability relating to such action, as well as for 8 participating in any administrative or judicial proceeding 9 resulting from or relating to the report pursuant to the 10 provisions of sections 280.27 and 613.21 . The provisions of 11 section 70A.29 shall apply to a teacher or administrator who 12 submits a report in accordance with this section or who reports 13 an incident of violence or assault to a local law enforcement 14 agency in good faith and without fraudulent intent or the 15 intent to deceive. Personal information regarding a student 16 in a report submitted pursuant to this section shall be kept 17 confidential as required under the federal Family Educational 18 Rights and Privacy Act, 20 U.S.C. §1232g, and in the same 19 manner as personal information in student records maintained, 20 created, collected, or assembled by or for a school corporation 21 or educational institution in accordance with section 22.7, 22 subsection 1 . 23 EXPLANATION 24 The inclusion of this explanation does not constitute agreement with 25 the explanation’s substance by the members of the general assembly. 26 This bill relates to and makes appropriations to the 27 education system. The bill appropriates moneys for FY 28 2026-2027 from the general fund of the state and other funds 29 to the department for the blind, department of education, 30 state board of regents and its institutions, and department of 31 workforce development. The bill is organized by divisions. 32 DEPARTMENT FOR THE BLIND. The bill appropriates moneys to 33 the department for the blind for its administration. 34 DEPARTMENT OF EDUCATION. The bill appropriates moneys to 35 -31- LSB 5003HV (3) 91 jda/jh 31/ 36
H.F. 2783 the department of education for purposes of the department’s 1 general administration and for purposes of supporting the 2 department’s various entities, programs, funds, and duties, 3 including but not limited to the public broadcasting division, 4 community colleges, the Iowa school for the deaf and Iowa 5 educational services for the blind and visually impaired 6 program, the division of special education, and the college 7 student aid commission. 8 The bill also appropriates moneys from the Iowa skilled 9 worker and job creation fund to the department of education for 10 various purposes. 11 STATE BOARD OF REGENTS. The bill appropriates moneys to 12 the state board of regents for the board office, universities’ 13 general operating budgets, the western Iowa regents resource 14 center, the state university of Iowa, the Iowa state university 15 of science and technology, and the university of northern Iowa. 16 STANDING APPROPRIATIONS. For FY 2026-2027, the bill limits 17 the appropriation associated with programs for at-risk children 18 under Code section 279.51 and eliminates the appropriation 19 associated with the work-study program under Code section 20 256.209. 21 IOWA TUITION GRANTS. Current Code section 256.191 22 establishes a tuition grants program for students attending 23 for-profit institutions, and current Code section 256.192 24 establishes a tuition grants program for students attending a 25 vocational-technical or career option program at a community 26 college. The bill modifies current Code section 256.192 to 27 allow students attending for-profit institutions to apply for 28 a vocational-technical tuition grant. The bill repeals Code 29 section 256.191 and transfers any moneys appropriated for 30 purposes of the Iowa tuition grants for-profit institutions 31 fund that remain unencumbered or unobligated as of July 1, 32 2026, to the vocational-technical tuition grants fund. 33 Current law requires the for-profit institutions 34 participating in the Iowa tuition grants program to provide 35 -32- LSB 5003HV (3) 91 jda/jh 32/ 36
H.F. 2783 students enrolled in the for-profit institution with a matching 1 amount of institutional financial aid. The bill strikes this 2 requirement. 3 The bill increases the standing appropriation for tuition 4 grants for qualified students under the vocational-technical 5 tuition grants program. 6 STATE PROGRAM ALLOCATION. Code section 284.13 establishes 7 how moneys appropriated for purposes of the student achievement 8 and teacher quality program are to be allocated. The bill 9 extends such allocations to FY 2026-2027. The bill provides 10 that beginning in FY 2027-2028, of the moneys appropriated 11 for purposes of the student achievement and teacher quality 12 program, the final priority for the allocation is $10 million 13 for purposes of implementing the supplemental assistance for 14 high-need schools provisions of Code section 284.11. 15 IOWA SPECIAL EDUCATION COUNCIL —— REPEAL. Current Code 16 section 256.35B establishes an Iowa special education council 17 to act in an advisory capacity to the department of education 18 in promoting, directing, and supervising education for 19 children requiring special education in the schools under the 20 supervision and control of the department. The bill repeals 21 Code section 256.35B. 22 APPROVAL OF REQUESTS FOR A MODIFIED SUPPLEMENTAL AMOUNT. 23 The bill modifies provisions related to what the boards of 24 directors of school districts must approve in order to request 25 to use a modified supplemental amount for costs in excess of 26 the amount received under Code section 257.11(4). 27 FY 2026-2027 APPROPRIATIONS —— DEPARTMENT OF WORKFORCE 28 DEVELOPMENT. The bill appropriates $9.5 million from the 29 general fund of the state to the department of workforce 30 development for FY 2026-2027 for deposit in the career training 31 physical expansion program fund created in Code section 84J.3, 32 if enacted by 2026 Iowa Acts, House File 2466, section 16, 33 or successor legislation. Moneys appropriated pursuant to 34 this provision are contingent on the career training physical 35 -33- LSB 5003HV (3) 91 jda/jh 33/ 36
H.F. 2783 expansion program fund receiving no other moneys for the 1 fiscal year beginning July 1, 2026, in any Act of the general 2 assembly. 3 BASIC ENROLLMENT —— CORRECTION. The bill provides 9 that the state board of regents must require each institution 10 of higher education to establish as a requirement for the 11 completion of any general education requirements or core 12 curricula that an undergraduate student complete introductory 13 survey courses in American history and American government. 14 The requirement applies to undergraduate students beginning 15 enrollment at institutions in academic years beginning on or 16 after July 1, 2028. The bill requires the 28 state board of regents to direct each regents institution 29 to establish a policy whereby the tuition amount charged 30 to students classified as residents that is charged to an 31 undergraduate student in the student’s first academic year 32 of enrollment will not increase in the student’s subsequent 33 academic years of undergraduate enrollment. This requirement 34 applies to a student’s first academic year of enrollment that 35 -35- LSB 5003HV (3) 91 jda/jh 35/ 36
