H.F. 2724 Section 1. Section 256.146, Code 2026, is amended by adding 1 the following new subsections: 2 NEW SUBSECTION . 28. a. Adopt rules pursuant to chapter 17A 3 establishing additional endorsements for instruction related 4 to all of the following high-need teaching areas in schools 5 providing instruction to students enrolled in prekindergarten 6 through grade twelve: 7 (1) Fine arts. 8 (2) Mathematics. 9 (3) Science. 10 b. The board shall not grant an applicant an endorsement 11 described in paragraph “a” unless the applicant holds a 12 bachelor’s degree from an accredited college or university. 13 c. This subsection is repealed July 1, 2030. 14 NEW SUBSECTION . 29. Adopt rules pursuant to chapter 17A 15 establishing an additional kindergarten through grade twelve 16 instructional strategist II endorsement that does not require 17 the applicant to possess a master’s or doctoral degree as a 18 condition of obtaining the endorsement. 19 EXPLANATION 20 The inclusion of this explanation does not constitute agreement with 21 the explanation’s substance by the members of the general assembly. 22 This bill requires the board of educational examiners (BOEE) 23 to establish additional endorsements. 24 The bill requires the BOEE to adopt rules that establish 25 additional endorsements for instruction related to fine arts, 26 mathematics, and science. The BOEE is prohibited from granting 27 an applicant such an endorsement unless the applicant holds a 28 bachelor’s degree from an accredited college or university. 29 These provisions are repealed July 1, 2030. 30 The bill requires the BOEE to adopt rules that establish 31 an additional kindergarten through grade 12 instructional 32 strategist II endorsement that does not require the applicant 33 to possess a master’s or doctoral degree as a condition of 34 obtaining the endorsement. 35 -1- LSB 5838HV (2) 91 jda/jh 1/ 1
