H.F. 2692 Section 1. Section 22.7, Code 2026, is amended by adding the 1 following new subsection: 2 NEW SUBSECTION . 24. The seal required pursuant to section 3 544A.28 or 544B.12, and the seal and signature required 4 pursuant to section 544C.14. Any plan or specification to 5 which a seal or signature, as applicable, is affixed shall not 6 be considered a confidential record unless otherwise provided 7 by law. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 Under current law, a person has the right to examine 12 and copy a public record. Code section 22.7 (confidential 13 records) identifies public records that are required to be kept 14 confidential unless otherwise ordered by a court, by the lawful 15 custodian of the records, or by another person duly authorized 16 to release such information. 17 This bill provides that the seal required for technical 18 submissions by licensed architects under Code section 544A.28 19 and landscape architectural plans and specifications by 20 licensed landscape architects under Code section 544B.12, 21 and the seal and signature required for interior technical 22 submissions by registered interior designers under Code section 23 544C.14, are confidential records. The bill also provides 24 that plans or specifications that are affixed with a seal 25 or signature are not considered confidential records unless 26 otherwise provided by law. 27 -1- LSB 6659YH (2) 91 lh/ns 1/ 1
