The
segment
of
the
highway
known
as
United
States
highway
30

within
the
corporate
limits
of
the
city
of
Marshalltown
shall

be
designated
as
the
“Staff
Sergeant
William
Nathaniel
Howard
5
Highway”
in
honor
of
William
“Nate”
Howard,
who
was
killed
in
6
action
in
Palmyra,
Syria,
on
December
13,
2025,
while
serving
7
in
the
Iowa
army
national
guard.

Sec.
2.
APPLICABILITY.
This
Act
applies
to
the
segment
of
9
United
States
highway
30
within
the
corporate
limits
of
the
10
city
of
Marshalltown
on
the
effective
date
of
this
Act,
and
11
shall
apply
to
that
segment
thereafter
regardless
of
whether
12
the
highway’s
designation
as
United
States
highway
30
is
13
subsequently
changed
by
the
government
of
the
United
States.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
designates
the
segment
of
U.S.
highway
30
within
18
the
corporate
limits
of
Marshalltown
as
the
“Staff
Sergeant
19
William
Nathaniel
Howard
Highway”.
U.S.
highway
30
is
more
20
than
300
miles
long
across
Iowa
including
approximately
5
21
miles
traversing
through
the
corporate
limits
of
Marshalltown.

Staff
sergeant
William
“Nate”
Howard
was
killed
in
action
in
23
Palmyra,
Syria,
while
serving
in
the
Iowa
army
national
guard’s
24
1st
squadron,
113th
cavalry
regiment,
part
of
the
2nd
brigade
25
combat
team,
34th
infantry
division.
26
Pursuant
to
Code
section
321.346,
the
cost
of
signs
on
27
primary
highways
must
be
paid
out
of
the
primary
road
fund.
28
The
bill
applies
to
the
segment
of
U.S.
highway
30
on
July
29
1,
2026,
and
shall
apply
to
that
segment
thereafter
regardless
30
of
whether
the
highway’s
designation
is
subsequently
changed

by
the
U.S.
government.
