H.F. 2598 Section 1. NEW SECTION . 321.175 Human trafficking 1 prevention training —— commercial drivers. 2 1. An applicant for the initial issuance of a class A, 3 B, or C commercial driver’s license must certify to the 4 department that the applicant successfully completed a course 5 of instruction regarding the operation of a motor vehicle that 6 included approved human trafficking prevention training. 7 2. A person who offers a course of instruction regarding 8 the operation of a commercial motor vehicle shall provide at 9 least thirty minutes of approved human trafficking prevention 10 training as part of the course. The training must be offered 11 in the English language. 12 3. The department shall approve, in cooperation with the 13 department of education and the state board of education, 14 human trafficking prevention training materials regarding the 15 recognition, prevention, and reporting of human trafficking. 16 The departments may collaborate with other entities that 17 specialize in and produce training materials regarding the 18 recognition, prevention, and reporting of human trafficking 19 particularly for persons who operate commercial motor vehicles. 20 The departments shall make the approved human trafficking 21 prevention training materials available to the public. The 22 departments shall review and update the departments’ approved 23 human trafficking prevention training materials to account for 24 changes and trends in human trafficking at least once every 25 three years. 26 4. The department may adopt rules pursuant to chapter 17A to 27 administer this section. 28 Sec. 2. Section 321.188, subsection 1, Code 2026, is amended 29 by adding the following new paragraph: 30 NEW PARAGRAPH . h. For a person applying for the initial 31 issuance of a class A, B, or C commercial driver’s license, 32 certify that the applicant has completed approved human 33 trafficking prevention training in accordance with section 34 321.175. 35 -1- LSB 6053HV (2) 91 th/ns 1/ 3

This Act applies on and after 1 March 1, 2027, or the publication date of the issue of the 2 Iowa administrative bulletin that includes a statement by the 3 director of transportation that the applicable phase of the 4 department of transportation’s new statewide records system 5 is implemented, whichever is earlier. The department shall 6 forward a copy of the statement to the Iowa Code editor prior 7 to publication. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 This bill relates to human trafficking prevention training 12 for persons who apply for a class A, B, or C commercial 13 driver’s license (CDL). The bill requires an applicant for the 14 initial issuance of such a CDL to certify to the department of 15 transportation (DOT) that the applicant successfully completed 16 a course of instruction regarding the operation of a motor 17 vehicle that included approved human trafficking prevention 18 training. 19 The bill requires a person who offers a course of instruction 20 regarding the operation of a commercial motor vehicle to 21 provide at least 30 minutes of approved human trafficking 22 prevention training in English as part of the course. 23 Under the bill, the DOT must approve, in cooperation with 24 the department of education and the state board of education, 25 human trafficking prevention training materials regarding the 26 recognition, prevention, and reporting of human trafficking, 27 and make the approved materials available to the public. The 28 departments may collaborate with other entities that specialize 29 in and produce training materials regarding the recognition, 30 prevention, and reporting of human trafficking particularly 31 for persons who operate commercial motor vehicles. The 32 departments are required to review and update the approved 33 human trafficking prevention training materials to account for 34 changes and trends in human trafficking at least once every 35 -2- LSB 6053HV (2) 91 th/ns 2/ 3

H.F. 2598 three years. 1 The bill applies on and after March 1, 2027, or the 2 publication date of the issue of the Iowa administrative 3 bulletin that includes a statement by the director of 4 transportation that the applicable phase of the DOT’s new 5 records system is implemented, whichever is earlier.
