H.F. 2539 Section 1. Section 256.215, subsection 1, Code 2026, is 1 amended to read as follows: 2 1. A grant under the program may be awarded to any minority 3 person who is a resident of Iowa, who is accepted for admission 4 or is attending a board of regents’ university, community 5 college, or an accredited private institution, and who 6 demonstrates financial need. Applicants who receive vouchers 7 under section 262.92 shall be given priority in receiving 8 grants under the program, but an applicant shall not be denied 9 a grant because the applicant does not hold vouchers under the 10 program in section 262.92 . For the fiscal year commencing 11 July 1, 1990, and in subsequent years, grants Grants shall be 12 awarded to all minority persons, with priority to be given to 13 those minority persons who are residents of Iowa. 14 Sec. 2. Section 256.216, subsection 7, Code 2026, is amended 15 by striking the subsection. 16 Sec. 3. Section 262.9, subsections 5, 6, 7, 20, and 21, Code 17 2026, are amended by striking the subsections. 18 Sec. 4. Section 262.9, subsection 31, paragraph h, Code 19 2026, is amended by striking the paragraph. 20 Sec. 5. Section 262.93, Code 2026, is amended to read as 21 follows: 22 262.93 Reports to general assembly. 23 The college student aid commission and the state board of 24 regents each shall submit to the general assembly, by January 25 15 of each year, a report on the progress and implementation of 26 the programs which they administer program administered under 27 sections 256.214 through 256.217 and 262.92 . By January 31 of 28 each year, the state board of regents shall submit a report to 29 the general assembly regarding the progress and implementation 30 of the program administered pursuant to section 262.82 . H.F. 2539 Sec. 6. Section 282.18, subsection 15, Code 2026, is amended 1 by striking the subsection. 2 Sec. 7. REPEAL. 2014 Iowa Acts, chapter 1125, section 10, 3 is repealed. 4 Sec. 8. REPEAL. Sections 256.181, 256.213, 262.9C, 262.20, 5 262.81, 262.82, 262.91, 262.92, and 266.47, Code 2026, are 6 repealed. 7 Sec. 9. REPEAL. Chapter 265, Code 2026, is repealed. 8 Sec. 10. CODE EDITOR DIRECTIVE. 9 1. The Code editor is directed to make the following 10 transfer: 11 Section 262.93 to section 256.217A. 12 2. The Code editor shall correct internal references in the 13 Code and in any enacted legislation as necessary due to the 14 enactment of this section. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill repeals various programs and functions of the 19 state board of regents and institutions of higher education 20 governed by the board such as the college bound program, the 21 regents’ minority and women educators enhancement program, 22 laboratory schools, and various purchasing, policy, and 23 reporting requirements. 24 -2- LSB 5485HV (2) 91 je/ns 2/ 2
