Foster

For
purposes
of
this
chapter:

a.
“Address”
means
the
residential
address
of
a
person.
4
b.
“Child
foster
care”
means
the
same
as
defined
in
section
5
237.1.
6
c.
“Department”
means
the
department
of
health
and
human
7
services.
8
d.
“Foster
child”
means
a
child
receiving
child
foster
care.
9
e.
“Foster
parent”
means
an
individual
licensee
as
defined
10
in
section
237.1.

2.
The
department
and
the
department’s
agents
shall
12
not
knowingly
provide
or
make
available
a
document
to
a
13
biological
parent
of
a
foster
child
if
the
document
contains
14
the
unredacted
address
of
the
foster
parent
who
is
currently
15
providing
child
foster
care
to
the
foster
child.

3.
Notwithstanding
subsection
2,
a
document
may
contain
17
a
foster
parent’s
unredacted
address
if
the
foster
parent
18
provides
written
consent
to
divulge
the
address
to
a
foster
19
child’s
biological
parent
prior
to
the
department
or
the
20
department’s
agent
providing
the
document
or
making
the
21
document
available
to
the
biological
parent.

The
inclusion

this

does
not
constitute

This
bill
relates
to
the
confidentiality
of
the
residential

addresses
of
foster
parents.

The
bill
defines
“address”,
“child
foster
care”,
“foster
28
child”,
and
“foster
parent”.

The
bill
prohibits
the
department
of
health
and
human
30
services
(HHS)
and
HHS’s
agents
from
knowingly
providing
or
31
making
available
a
document
to
a
biological
parent
of
a
foster
32
child
if
the
document
contains
the
unredacted
address
of
the
33
foster
parent
who
is
currently
providing
child
foster
care
to
34
the
foster
child.

HHS

HHS’s
agents
