H.F. 2513 Section 1. Section 262.9, Code 2026, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 43. Adopt a policy prohibiting an 3 institution of higher education under its control from entering 4 into an employment contract on or after July 1, 2026, with an 5 individual who is a holder of a valid federal H-1B visa and who 6 is also a citizen of a nation designated as a foreign adversary 7 by regulation of the United States secretary of commerce. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 This bill requires the state board of regents to adopt a 12 policy prohibiting a regents institution from entering into 13 an employment contract on or after July 1, 2026, with an 14 individual who is a holder of a valid federal H-1B visa and who 15 is also a citizen of a nation designated as a foreign adversary 16 by regulation of the United States secretary of commerce. 17 -1- LSB 5230HV (2) 91 je/ns 1/ 1
