Code
2026,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
43.
a.
Direct
each
institution
of
higher

education
governed
by
the
board
to
establish
a
policy
whereby
4
the
tuition
amount
charged
to
students
classified
as
residents
5
that
is
charged
to
an
undergraduate
student
in
the
student’s
6
first
academic
year
of
enrollment,
commencing
with
a
first
7
academic
year
of
enrollment
beginning
in
or
after
2027,
will
8
not
increase
in
the
student’s
subsequent
academic
years
of
9
undergraduate
enrollment.

b.
For
a
student
who
begins
the
student’s
first
academic
11
year
of
undergraduate
enrollment
with
sufficient
academic
12
transfer
credits
that
the
student
can
complete
a
baccalaureate
13
degree
program
in
less
than
four
academic
years,
this
14
subsection
only
applies
for
the
number
of
academic
years
15
necessary
for
the
student
to
complete
a
degree
program
with
the
16
student’s
academic
transfer
credits,
rounded
up.

c.
If
an
undergraduate
student
transfers
to
another
18
institution
of
higher
education
governed
by
the
board
after
the
19
student’s
first
academic
year
of
enrollment,
and
the
tuition
20
amount
that
would
have
been
charged
to
the
student
during
that
21
first
academic
year
by
the
institution
to
which
the
student
22
transfers
is
greater
than
the
amount
charged
to
the
student
23
by
the
institution
from
which
the
student
transferred,
the
24
institution
to
which
the
student
transfers
may
charge
the
25
student
the
greater
tuition
amount.

d.
This
subsection
does
not
apply
to
any
academic
years
27
beyond
three
consecutive
academic
years
of
undergraduate

enrollment
after
a
student’s
first
academic
year
of
enrollment.

The
inclusion

this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
state
board
of
regents
to
direct
each

institution
to
establish

the
tuition
