H.F. 2143 Section 1. Section 298.4, subsection 1, Code 2026, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . g. To pay the costs of targeted staff 3 retention incentives, including retention bonuses or other 4 financial incentives for employees serving in critical 5 positions; employees holding high-need endorsements or 6 credentials in areas such as special education, mathematics, 7 science, and career and technical education; and classified 8 employees serving in essential operational roles. 9 Sec. 2. APPLICABILITY. This Act applies to school budget 10 years beginning on or after July 1, 2026. 11 EXPLANATION 12 The inclusion of this explanation does not constitute agreement with 13 the explanation’s substance by the members of the general assembly. 14 This bill relates to the district management levy and the 15 authorized purposes for expenditure of funds. The bill allows 16 school districts to use revenues from the district management 17 levy to pay the costs of targeted staff retention incentives. 18 Such incentives include retention bonuses or other financial 19 incentives for employees serving in critical positions; 20 employees holding high-need endorsements or credentials in 21 areas such as special education, mathematics, science, and 22 career and technical education; and classified employees 23 serving in essential operational roles. 24 The bill applies to school budget years beginning on or after 25 July 1, 2026. 26 -1- LSB 5949YH (2) 91 mb/jh 1/ 1
