H.F. 2105 Section 1. IOWA UTILITIES COMMISSION —— EXCESS ENERGY 1 PRODUCTION —— STUDY. The Iowa utilities commission shall 2 conduct a study that examines whether, during any certain 3 time of day, electric power generating facilities are on 4 average producing more energy than the amount necessary to 5 provide electric service to customers. If the commission finds 6 that, during a certain time of day, electric power generating 7 facilities are on average producing more energy than the 8 amount necessary to provide electric service to customers, 9 the commission shall examine the feasibility of providing 10 the excess energy for free to residents of Iowa at that 11 certain time of the day for the purpose of energy storage for 12 individual consumption. The commission shall submit a report 13 detailing its findings and recommendations to the general 14 assembly on or before December 31, 2026. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill directs the Iowa utilities commission (commission) 19 to conduct a study that examines whether, during any certain 20 time of day, electric power generating facilities are on 21 average producing more energy than the amount necessary to 22 provide electric service to customers. 23 If the commission finds a certain time of day when electric 24 power generating facilities are on average producing more 25 energy than the amount necessary to provide electric service 26 to customers, the bill directs the commission to examine 27 the feasibility of providing the excess energy for free to 28 residents of Iowa at that certain time of the day for the 29 purpose of energy storage for individual consumption. 30 The bill requires the commission to submit a report 31 detailing its findings and recommendations to the general 32 assembly on or before December 31, 2026. 33 -1- LSB 5765YH (2) 91 sb/js 1/ 1
