(1)
A
school
district
may
enter
into

a
chapter
28E
agreement
with
a
community-based
provider
to

allow
the
community-based
provider
to
provide
high-quality
5
instruction
as
part
of
the
approved
local
program.

(2)
Upon
the
request
of
a
community-based
provider,
a
7
school
district
shall
enter
into
a
chapter
28E
agreement
with
a
8
community-based
provider
to
allow
the
community-based
provider
9
to
provide
high-quality
instruction
as
part
of
the
approved
10
local
program.

(3)
A
chapter
28E
agreement
entered
into
pursuant
to
this
12
paragraph
shall
not
limit
the
number
of
eligible
students
who
13
may
receive
high-quality
instruction
from
a
community-based
14
provider
as
part
of
the
approved
local
program.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
community-based
providers
in
the
19
statewide
voluntary
preschool
program
for
four-year-old
20
children.
The
bill
authorizes
school
districts
to
enter
into
21
a
Code
chapter
28E
agreement
with
a
community-based
provider
22
allowing
the
community-based
provider
to
provide
instruction
23
as
part
of
the
approved
local
program,
and
the
bill
requires
24
school
districts
to
enter
into
such
an
agreement
upon
the
25
request
of
a
community-based
provider.
Additionally,
the
bill
26
prohibits
such
Code
chapter
28E
agreements
from
limiting
the
27
number
of
eligible
students
who
may
receive
instruction
from
a
28
community-based
provider
as
part
of
the
approved
local
program.
