H.F. 2045 Section 1. OFFICE OF CONSUMER ADVOCATE —— INFRASTRUCTURE 1 COST RECOVERY —— STUDY. The office of consumer advocate 2 shall conduct a study to examine whether any rate-regulated 3 public utility is charging Iowa customers for infrastructure 4 improvements that benefit residents of other states. If 5 it is found that Iowa customers are being charged for such 6 infrastructure improvements, the office of consumer advocate 7 shall determine if the public utility’s customers in the state 8 of Iowa are being adequately compensated for the charges in 9 the customers’ utility bills. The office of consumer advocate 10 shall submit to the general assembly on or before December 31, 11 2026, a report detailing the office’s findings. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 This bill directs the office of consumer advocate (OCA) 16 to conduct a study to examine whether any rate-regulated 17 public utility is charging Iowa customers for infrastructure 18 improvements that benefit residents of other states. If 19 OCA finds that Iowa customers are being charged for the 20 infrastructure improvements, the bill directs OCA to determine 21 if the public utility’s customers in the state of Iowa are 22 being adequately compensated for the charges in the customers’ 23 utility bills. 24 The bill requires OCA to submit to the general assembly on 25 or before December 31, 2026, a report detailing the office’s 26 findings. 27 -1- LSB 5760YH (2) 91 sb/js 1/ 1
