Priority shall be 8 given to those organizations that have previously qualified for 9 and received state funding to administer an early head start 10 project. 11 8. EARLY WARNING SYSTEM FOR LITERACY 12 a. The department shall administer and distribute to school 19 districts and accredited nonpublic schools the early warning 20 assessment system that allows teachers to screen and monitor 21 student literacy skills from prekindergarten through grade 22 six. The department may charge school districts and accredited 23 nonpublic schools a fee for the system not to exceed the actual 24 costs to purchase a statewide license for the early warning 25 assessment minus the moneys received by the department under 26 this subsection. The fee shall be determined by dividing the 27 actual remaining costs to purchase the statewide license for 28 the school year by the number of pupils assessed under the 29 system in the current fiscal year. School districts may use 30 moneys received pursuant to section 257.10, subsection 11 , and 31 moneys received for purposes of implementing section 279.68, 32 subsection 2 , to pay the early warning assessment system fee. 33 16. IOWA READING RESEARCH CENTER 34 a. For purposes of the Iowa reading research center in 35 -5- LSB 1003HV (2) 91 jda/jh 5/ 35

The pilot program 2 shall be administered by, and the moneys allocated pursuant to 3 this paragraph shall be distributed to, an existing statewide 4 not-for-profit health care organization that currently provides 5 grief and loss services to children. For the fiscal year 6 beginning July 1, 2025, and ending June 30, 2026, the health 7 care organization receiving moneys pursuant to this paragraph 8 shall prepare a report, in collaboration with the department 9 of education, detailing the expenditures of moneys used for 10 the purposes of this program and its outcomes, which shall be 11 submitted to the general assembly by September 30, 2026. 12 19. BEST BUDDIES IOWA 13 a. For school districts to create opportunities for 14 one-to-one friendships, integrated employment, and leadership 15 development for students with intellectual and developmental 16 disabilities: 17 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 35,000 18 b. Except as otherwise provided in this subsection, the 1 moneys appropriated in this subsection shall be expended for 2 salaries, staffing, institutional support, activities directly 3 related to recruitment of kindergarten through grade 12 4 mathematics and science teachers, and for ongoing mathematics 5 and science programming for students enrolled in kindergarten 6 through grade 12. 7 b. The department shall work with the community colleges to 8 develop STEM professional development programs for community 9 college instructors and STEM curriculum development. 10 c. From the moneys appropriated in this subsection, not less 11 than $500,000 shall be used to provide technology education 12 opportunities to high school, career academy, and community 13 college students through a public-private partnership, as 14 well as opportunities for students and faculties at these 15 institutions to secure broad-based information technology 16 certification. The partnership shall provide all of the 17 following: 18 (1) A research-based curriculum. 19 (2) Online access to the curriculum. 20 (3) Instructional software for classroom and student use. 21 (4) Certification of skills and competencies in a broad base 22 of information technology-related skill areas. 23 (5) Professional development for teachers. 24 (6) Deployment and program support, including but not 25 limited to integration with current curriculum standards. 26 d. Notwithstanding section 8.33 , of the moneys appropriated 27 in this subsection that remain unencumbered or unobligated at 28 the close of the fiscal year, an amount equivalent to not more 29 than 5 percent of the amount appropriated in this subsection 30 shall not revert but shall remain available for expenditure for 31 summer programs for students until the close of the succeeding 32 fiscal year. 33 26. For 6 the fiscal year beginning July 1, 2025, and ending June 30, 7 2026, the state board of regents may use notes, bonds, or 8 other evidences of indebtedness issued under section 262.48 to 9 finance projects that will result in energy cost savings in an 10 amount that will cause the state board to recover the cost of 11 the projects within an average of six years. 12 DIVISION IV 13 STANDING APPROPRIATIONS 14 Sec. 8. AT-RISK CHILDREN. Notwithstanding the standing 15 appropriation in section 279.51 for the fiscal year beginning 16 July 1, 2025, and ending June 30, 2026, the amount appropriated 17 from the general fund of the state to the department of 18 education for programs for at-risk children under section 19 279.51 shall not be more than $10,524,389. The amount of any 20 reduction in this section shall be prorated among the programs 21 specified in section 279.51, subsection 1, paragraphs “a”, “b”, 22 and “c”. 23 Sec. 9. WORK-STUDY APPROPRIATION. Notwithstanding section 24 256.209, for the fiscal year beginning July 1, 2025, and 25 ending June 30, 2026, the amount appropriated from the general 26 fund of the state to the college student aid commission of 27 the department of education for the work-study program under 28 section 256.209 shall be zero. 29 Sec. 10. CONTINGENT EFFECTIVE DATE. The following takes 30 effect July 1, 2025, if the portion of 2025 Iowa Acts, Senate 31 File 445, or any successor legislation, that reduces the 32 standing appropriation in section 279.51, subsection 1, is not 33 enacted: 34 The section of this division of this Act relating to the 35 -20- LSB 1003HV (2) 91 jda/jh 20/ 35

Section 284.13, subsection 1, paragraphs a, b, c, 4 e, f, and g, Code 2025, are amended to read as follows: 5 a. For the fiscal year beginning July 1, 2024 2025 , and 6 ending June 30, 2025 2026 , to the department, the amount of 7 five hundred eight thousand two hundred fifty dollars for the 8 issuance of national board certification awards in accordance 9 with section 256.44 . Of the amount allocated under this 10 paragraph, not less than eighty-five thousand dollars shall 11 be used to administer the ambassador to education position in 12 accordance with section 256.45 . 13 b. For the fiscal year beginning July 1, 2024 2025 , and 14 ending June 30, 2025 2026 , up to seven hundred twenty-eight 15 thousand two hundred sixteen dollars to the department for 16 purposes of implementing the professional development program 17 requirements of section 284.6 , assistance in developing model 18 evidence for teacher quality committees established pursuant to 19 section 284.4, subsection 1 , paragraph “b” , and the evaluator 20 training program in section 284.10 . A portion of the funds 21 allocated to the department for purposes of this paragraph may 22 be used by the department for administrative purposes and for 23 not more than four full-time equivalent positions. 24 c. For the fiscal year beginning July 1, 2024 2025 , 25 and ending June 30, 2025 2026 , an amount up to one million 26 seventy-seven thousand eight hundred ten dollars to the 27 department for the establishment of teacher development 28 academies in accordance with section 284.6, subsection 10 . A 29 portion of the funds allocated to the department for purposes 30 of this paragraph may be used for administrative purposes. 31 e. For the fiscal year beginning July 1, 2024 2025 , and 32 ending June 30, 2025 2026 , to the department an amount up to 33 fifty thousand dollars for purposes of the fine arts beginning 34 teacher mentoring program established under section 256.34 . 35 -21- LSB 1003HV (2) 91 jda/jh 21/ 35

For the fiscal year beginning July 1, 2024 2025 , and 1 ending June 30, 2025 2026 , to the department an amount up 2 to six hundred twenty-six thousand one hundred ninety-one 3 dollars shall be used by the department for a delivery system, 4 in collaboration with area education agencies, to assist in 5 implementing the career paths and leadership roles considered 6 pursuant to sections 284.15 , 284.16 , and 284.17 , including but 7 not limited to planning grants to school districts and area 8 education agencies, technical assistance for the department, 9 technical assistance for districts and area education agencies, 10 training and staff development, and the contracting of external 11 expertise and services. In using moneys allocated for purposes 12 of this paragraph, the department shall give priority to school 13 districts with certified enrollments of fewer than six hundred 14 students. A portion of the moneys allocated annually to the 15 department for purposes of this paragraph may be used by the 16 department for administrative purposes and for not more than 17 five full-time equivalent positions. 18 g. For the fiscal year beginning July 1, 2025 2026 , and 19 for each subsequent fiscal year, to the department, ten 20 million dollars for purposes of implementing the supplemental 21 assistance for high-need schools provisions of section 284.11 . 22 Annually, of the moneys allocated to the department for 23 purposes of this paragraph, up to one hundred thousand dollars 24 may be used by the department for administrative purposes and 25 for not more than one full-time equivalent position. 26 DIVISION VI 27 COURT REPORTER EQUIPMENT GRANT PROGRAM 28 Sec. 12. The 13 individual shall be responsible for the prompt submission of 14 any information required by the commission. 15 3. A recipient of a grant under the court reporter equipment 16 grant program must use the moneys awarded by the college 17 student aid commission for the purchase of court reporter 18 equipment and software for the court reporter training program 19 in which the recipient is participating. 20 4. The college student aid commission shall do all of the 21 following: 22 a. Establish the evaluation criteria to be used in 23 evaluating applications submitted under this section. The 24 college student aid commission shall give priority to 25 applicants who are doing court-related work. 26 b. Establish grant application materials, eligibility 27 requirements, award criteria, and award amounts. 28 5. A court reporter equipment grant program fund is created 29 in the state treasury under the control of the college student 30 aid commission. All moneys deposited or paid into the fund 31 are appropriated to the college student aid commission to 32 be used for grants awarded as provided under this section. 33 Notwithstanding section 8.33, moneys in the fund that remain 34 unencumbered or unobligated at the close of a fiscal year shall 35 -23- LSB 1003HV (2) 91 jda/jh 23/ 35
H.F. 1045 not revert but shall remain available for expenditure for the 1 purposes designated. Notwithstanding section 12C.7, subsection 2 2, interest or earnings on moneys in the fund shall be credited 3 to the fund. 4 6. The college student aid commission shall adopt rules 5 pursuant to chapter 17A to administer this section. 6 Sec. 14. REPEAL. Sections 15.485 and 15.486, Code 2025, 7 are repealed. 8 Sec. 15. COURT REPORTER EQUIPMENT INCENTIVE FUND 9 —— TRANSFER TO COURT REPORTER EQUIPMENT GRANT PROGRAM 10 FUND. Unencumbered and unobligated moneys remaining in the 11 court reporter equipment incentive fund established pursuant 12 to section 15.486, Code 2025, on the effective date of this 13 division of this Act, are transferred to the court reporter 14 equipment grant program fund created in section 256.231, as 15 enacted by this division of this Act. 16 Sec. 16. CODE EDITOR DIRECTIVE. The Code editor shall 17 designate section 256.231, as enacted by this division of this 18 Act, as a new subpart within chapter 256, subchapter VII, part 19 4, entitled “court reporter equipment grant program”. 20 DIVISION VII 21 CENTER FOR INTELLECTUAL FREEDOM 22 Sec. 17. GENERAL FUND APPROPRIATIONS —— STATE BOARD OF 23 REGENTS —— CENTER FOR INTELLECTUAL FREEDOM. 24 1. There is appropriated from the general fund of the state 25 to the state board of regents for the fiscal year beginning 26 July 1, 2025, and ending June 30, 2026, the following amounts, 27 or so much thereof as is necessary, to be used for purposes of 28 the center for intellectual freedom established at the state 29 university of Iowa pursuant to section 263C.2, if enacted by 30 2025 Iowa Acts, House File 437: 31 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,000,000 32 2. Notwithstanding section 8.33, moneys appropriated in 33 this section that remain unencumbered or unobligated at the 34 close of the fiscal year shall not revert but shall remain 35 -24- LSB 1003HV (2) 91 jda/jh 24/ 35

The state university of Iowa shall locate the center for 2 intellectual freedom established pursuant to section 263C.2, 3 if enacted by 2025 Iowa Acts, House File 437, where the state 4 university of Iowa’s diversity, equity, and inclusion offices 5 were previously located. 6 DIVISION VIII 7 IOWA TUITION GRANTS 8 Sec. 18. Section 256.177, subsection 4, Code 2025, is 9 amended by striking the subsection. 10 Sec. 19. Section 256.189, Code 2025, is amended by adding 11 the following new subsection: 12 NEW SUBSECTION . 3. An Iowa tuition grants fund is 13 established in the state treasury. The fund shall be 14 administered by the commission and shall consist of moneys 15 appropriated by the general assembly and other moneys received 16 by the commission for deposit in the fund. The moneys in 17 the fund are appropriated to the commission for purposes of 18 providing tuition grants to qualified students who are enrolled 19 in accredited private institutions. Notwithstanding section 20 8.33, moneys in the fund at the close of the fiscal year 21 shall not revert to the general fund of the state but shall 22 remain available for expenditure for purposes of providing 23 tuition grants to qualified students who are enrolled in 24 accredited private institutions for subsequent fiscal years. 25 Notwithstanding section 12C.7, subsection 2, interest or 26 earnings on moneys in the fund shall be credited to the 27 fund and are appropriated to the commission for purposes of 28 administering any scholarship or grant program described in 29 this subchapter VII, part 4. 30 Sec. 20. Section 256.191, Code 2025, is amended by adding 31 the following new subsection: 32 NEW SUBSECTION . 8. Fund established. An Iowa tuition 33 grants for-profit institutions fund is established in the state 34 treasury. The fund shall be administered by the commission 35 -25- LSB 1003HV (2) 91 jda/jh 25/ 35
H.F. 1045 and shall consist of moneys appropriated by the general 1 assembly and other moneys received by the commission for 2 deposit in the fund. The moneys in the fund are appropriated 3 to the commission for purposes of providing tuition grants to 4 qualified students who are enrolled in eligible institutions. 5 Notwithstanding section 8.33, moneys in the fund at the close 6 of the fiscal year shall not revert to the general fund of 7 the state but shall remain available for expenditure for 8 purposes of providing tuition grants to qualified students who 9 are enrolled in eligible institutions for subsequent fiscal 10 years. Notwithstanding section 12C.7, subsection 2, interest 11 or earnings on moneys in the fund shall be credited to the 12 fund and are appropriated to the commission for purposes of 13 administering any scholarship or grant program described in 14 this subchapter VII, part 4. 15 Sec. 21. Section 256.192, Code 2025, is amended by adding 16 the following new subsection: 17 NEW SUBSECTION . 8. A vocational-technical tuition grants 18 fund is established in the state treasury. The fund shall be 19 administered by the commission and shall consist of moneys 20 appropriated by the general assembly and other moneys received 21 by the commission for deposit in the fund. The moneys in 22 the fund are appropriated to the commission for purposes of 23 providing vocational-technical tuition grants pursuant to 24 this section. Notwithstanding section 8.33, moneys in the 25 fund at the close of the fiscal year shall not revert to 26 the general fund of the state but shall remain available for 27 expenditure for purposes of providing vocational-technical 28 tuition grants pursuant to this section for subsequent fiscal 29 years. Notwithstanding section 12C.7, subsection 2, interest 30 or earnings on moneys in the fund shall be credited to the 31 fund and are appropriated to the commission for purposes of 32 administering any scholarship or grant program described in 33 this subchapter VII, part 4. 34 Sec. 22. Section 256.194, subsections 1, 2, and 3, Code 35 -26- LSB 1003HV (2) 91 jda/jh 26/ 35

There is appropriated from the general fund of the state 12 to the commission for For each fiscal year beginning on or 13 after July 1, 2025, there is appropriated from the general fund 14 of the state to the commission for deposit in the Iowa tuition 15 grants for-profit institutions fund established in section 16 256.191, subsection 8, the sum of one hundred ten thousand 17 seven hundred dollars for tuition grants for qualified students 18 who are enrolled in eligible institutions one hundred twelve 19 thousand nine hundred fourteen dollars . 20 3. There is appropriated from the general fund of the 21 state to the commission for For each fiscal year beginning 22 on or after July 1, 2025, there is appropriated from the 23 general fund of the state to the commission for deposit in 24 the vocational-technical tuition grants fund established in 25 section 256.192, subsection 8, the sum of one million seven 26 hundred fifty thousand one hundred eighty-five dollars for 27 vocational-technical tuition grants . 28 Sec. 23. SCHOLARSHIP AND TUITION GRANT RESERVE FUND —— 29 TRANSFER TO GENERAL FUND. Any moneys appropriated to the 30 department of education for purposes of the scholarship and 31 tuition grant reserve fund established pursuant to section 32 256.193 that remain unencumbered or unobligated as of July 1, 33 2025, shall be transferred to the general fund of the state. 34 Sec. 24. TRANSFER OF UNENCUMBERED OR UNOBLIGATED MONEYS 35 -27- LSB 1003HV (2) 91 jda/jh 27/ 35
H.F. 1045 TO IOWA TUITION GRANTS FUND, IOWA TUITION GRANTS FOR-PROFIT 1 INSTITUTIONS FUND, AND VOCATIONAL-TECHNICAL TUITION GRANTS 2 FUND. 3 1. Any moneys appropriated to the department of education 4 prior to the fiscal year beginning July 1, 2025, for purposes 5 of providing tuition grants to qualified students who are 6 enrolled in accredited private institutions pursuant to section 7 256.194, subsection 1, that remain unencumbered or unobligated 8 as of July 1, 2025, shall be transferred to the Iowa tuition 9 grants fund established in section 256.189, subsection 3, as 10 enacted in this division of this Act. 11 2. Any moneys appropriated to the department of education 12 prior to the fiscal year beginning July 1, 2025, for purposes 13 of providing tuition grants to qualified students who are 14 enrolled in eligible institutions pursuant to section 256.194, 15 subsection 2, that remain unencumbered or unobligated as of 16 July 1, 2025, shall be transferred to the Iowa tuition grants 17 for-profit institutions fund established in section 256.191, 18 subsection 8, as enacted in this division of this Act. 19 3. Any moneys appropriated to the department of education 20 prior to the fiscal year beginning July 1, 2025, for 21 purposes of vocational-technical tuition grants pursuant to 22 section 256.194, subsection 3, that remain unencumbered or 23 unobligated as of July 1, 2025, shall be transferred to the 24 vocational-technical tuition grants fund established in section 25 256.192, subsection 8, as enacted in this division of this Act. 26 Sec. 25. REPEAL. Section 256.193, Code 2025, is repealed. 27 DIVISION IX 28 COLLEGE STUDENT AID COMMISSION PROGRAMS 29 Sec. 26. Section 256.212, subsection 6, Code 2025, is 30 amended to read as follows: 31 6. Fund established. An all Iowa opportunity scholarship 32 fund is created in the state treasury as a separate fund under 33 the control of the commission. All moneys deposited or paid 34 into the fund are appropriated and made available to the 35 -28- LSB 1003HV (2) 91 jda/jh 28/ 35
H.F. 1045 commission to be used for scholarships for students meeting 1 the requirements of this section . Notwithstanding section 2 8.33 , any balance in the fund on June 30 of each fiscal year 3 shall not revert to the general fund of the state, but shall 4 be available for purposes of this section in subsequent fiscal 5 years. Notwithstanding section 12C.7, subsection 2, interest 6 or earnings on moneys in the fund shall be credited to the fund 7 and are appropriated to the college student aid commission 8 for purposes of administering any program described in this 9 subchapter VII, part 4. 10 Sec. 27. Section 256.218, subsection 6, Code 2025, is 11 amended to read as follows: 12 6. A teach Iowa scholar fund is established in the state 13 treasury. The fund shall be administered by the commission and 14 shall consist of moneys appropriated by the general assembly 15 and any other moneys received by the commission for deposit 16 in the fund, including payments collected by the commission 17 pursuant to section 256.219, subsection 7 . The moneys in the 18 fund are appropriated to the commission for the teach Iowa 19 scholar program. Notwithstanding section 8.33 , moneys in 20 the fund at the close of the fiscal year shall not revert to 21 the general fund of the state but shall remain available for 22 expenditure for the teach Iowa scholar program for subsequent 23 fiscal years. Notwithstanding section 12C.7, subsection 2 , 24 interest or earnings on moneys in the fund shall be credited 25 to the fund and are appropriated to the college student aid 26 commission for purposes of administering any program described 27 in this subchapter VII, part 4 . 28 Sec. 28. Section 256.226, subsection 10, Code 2025, is 29 amended to read as follows: 30 10. Trust fund established. A rural veterinary care trust 31 fund is created in the state treasury as a separate fund under 32 the control of the commission. The commission may accept 33 gifts, grants, bequests, and other private contributions, as 34 well as state or federal moneys, for deposit in the fund. The 35 -29- LSB 1003HV (2) 91 jda/jh 29/ 35
H.F. 1045 commission shall remit all repayments made pursuant to this 1 section to the rural veterinary care trust fund. All moneys 2 deposited or paid into the trust fund are appropriated and 3 made available to the commission to be used for meeting the 4 requirements of this section and increasing the number of 5 veterinarians participating in the program. Moneys in the 6 fund up to the total amount that an eligible individual may 7 receive for an eligible loan in accordance with this section 8 and upon fulfilling the requirements of subsection 4 , shall be 9 considered encumbered for the duration of the agreement entered 10 into pursuant to subsection 4 . Notwithstanding section 8.33 , 11 any balance in the fund on June 30 of each fiscal year shall not 12 revert to the general fund of the state, but shall be available 13 for purposes of this section and to increase the number of 14 veterinarians participating in the program in subsequent fiscal 15 years. Notwithstanding section 12C.7, subsection 2, interest 16 or earnings on moneys in the fund shall be credited to the fund 17 and are appropriated to the college student aid commission 18 for purposes of administering any program described in this 19 subchapter VII, part 4. 20 Sec. 29. Section 256.228, subsection 5, Code 2025, is 21 amended to read as follows: 22 5. Fund created. A future ready Iowa skilled workforce 23 last-dollar scholarship fund is created in the state treasury 24 as a separate fund under the control of the commission. All 25 moneys deposited or paid into the fund are appropriated and 26 made available to the commission to be used for scholarships 27 awarded as provided under this section . Notwithstanding 28 section 8.33 , any balance in the fund on June 30 of each fiscal 29 year shall not revert to the general fund of the state, but 30 shall be available for purposes of this section in subsequent 31 fiscal years. Notwithstanding section 12C.7, subsection 2, 32 interest or earnings on moneys in the fund shall be credited 33 to the fund and are appropriated to the college student aid 34 commission for purposes of administering any program described 35 -30- LSB 1003HV (2) 91 jda/jh 30/ 35
H.F. 1045 in this subchapter VII, part 4. 1 Sec. 30. Section 256.229, subsection 5, Code 2025, is 2 amended to read as follows: 3 5. Fund created. All moneys deposited or 6 paid into the fund are appropriated and made available to the 7 commission to be used for grants awarded as provided under this 8 section . Section 256.230, subsection 8, Code 2025, is 17 amended to read as follows: 18 8. Fund created. An Iowa workforce grant and incentive 19 program fund is created in the state treasury under the control 20 of the commission. All moneys deposited or paid into the 21 fund are appropriated to the commission to be used for grants 22 and incentive payments awarded as provided in this section . 23 Notwithstanding section 8.33 , moneys in the fund that remain 24 unencumbered or unobligated at the close of a fiscal year shall 25 not revert but shall remain available for expenditure for the 26 purposes designated. Notwithstanding section 12C.7, subsection 27 2 , interest or earnings on moneys in the fund shall be credited 28 to the fund and are appropriated to the college student aid 29 commission for purposes of administering any program described 30 in this subchapter VII, part 4 . 31 EXPLANATION 32 The inclusion of this explanation does not constitute agreement with 33 the explanation’s substance by the members of the general assembly. 34 This bill relates to and makes appropriations to the 35 -31- LSB 1003HV (2) 91 jda/jh 31/ 35

The bill appropriates moneys for FY 1 2025-2026 from the general fund of the state and other funds 2 to the department for the blind, department of education, and 3 state board of regents and its institutions. The bill is 4 organized by divisions. 5 DEPARTMENT FOR THE BLIND. The bill appropriates moneys to 6 the department for the blind for its administration. 7 DEPARTMENT OF EDUCATION. The bill appropriates moneys to 8 the department of education for purposes of the department’s 9 general administration; career and technical education 10 administration; public broadcasting division; career and 11 technical education reimbursement; school food service; 12 expansion of the federal Individuals with Disabilities 13 Education Improvement Act birth through age three services; 14 early head start projects; the student achievement and teacher 15 quality program; statewide student assessment; statewide 16 clearinghouse to expand work-based learning; postsecondary 17 summer classes for high school students program; jobs 18 for America’s graduates specialists; attendance center 19 performance/general internet site and data system support; 20 successful progression for early readers; an early warning 21 system for literacy; the Iowa reading research center; computer 22 science professional development incentive fund; children’s 23 mental health school-based training and support; school 24 districts for students with intellectual and developmental 25 disabilities; distribution to the midwestern higher education 26 compact to pay Iowa’s member state annual obligation; community 27 colleges; the Iowa school for the deaf and Iowa educational 28 services for the blind and visually impaired program; the 29 science, technology, engineering, and mathematics collaborative 30 initiative; the therapeutic classroom incentive fund; an 31 online state job posting system; the LEAD-K program; division 32 of special education; professional development; and the 33 administration and various programs of the college student aid 34 commission. 35 -32- LSB 1003HV (2) 91 jda/jh 32/ 35
H.F. 1045 The bill also appropriates moneys from the Iowa skilled 1 worker and job creation fund to the department of education for 2 various purposes. 3 STATE BOARD OF REGENTS. The bill appropriates moneys to 4 the state board of regents for the board office, universities’ 5 general operating budgets, the western Iowa regents resource 6 center, the state university of Iowa, the Iowa state university 7 of science and technology, and the university of northern Iowa. 8 STANDING APPROPRIATIONS. For FY 2025-2026, the bill limits 9 the appropriation associated with the work-study program under 10 Code section 256.209. 11 Additionally, for FY 2025-2026, the bill limits the 12 appropriations associated with programs for at-risk children 13 under Code section 279.51, if the portion of 2025 Iowa Acts, 14 Senate File 445, or any successor legislation, that reduces 15 the standing appropriation in Code section 279.51(1) is not 16 enacted. 17 STATE PROGRAM ALLOCATION. Code section 284.13 establishes 18 how moneys appropriated for purposes of the student achievement 19 and teacher quality program are to be allocated. The bill 20 extends such allocations to FY 2025-2026. The bill provides 21 that beginning in FY 2026-2027, of the moneys appropriated 22 for purposes of the student achievement and teacher quality 23 program, the final priority for the allocation is $10 million 24 for purposes of implementing the supplemental assistance for 25 high-need schools provisions of Code section 284.11. 26 COURT REPORTER EQUIPMENT GRANT PROGRAM. The bill 27 establishes a court reporter equipment grant program and 28 requires the college student aid commission to administer the 29 program. A person is eligible to apply for a grant award under 30 the grant program if the person is enrolled in a court reporter 31 training program in this state. A recipient of a grant under 32 the grant program must use the moneys awarded by the college 33 student aid commission for the purchase of court reporter 34 equipment and software for the court reporter training program 35 -33- LSB 1003HV (2) 91 jda/jh 33/ 35

The bill requires the 1 college student aid commission to adopt rules to administer the 2 grant program. 3 The bill establishes a court reporter equipment grant 4 program fund and appropriates moneys from the general fund of 5 the state to the grant program fund in FY 2025-2026. 6 The bill repeals Code sections 15.485 and 15.486, which 7 established the court reporter equipment grant program and the 8 court reporter equipment incentive fund. The bill transfers 9 moneys to the new fund from the previous fund. 10 CENTER FOR INTELLECTUAL FREEDOM. The bill appropriates $1 11 million from the general fund of the state to the state board 12 of regents for FY 2025-2026 for the center for intellectual 13 freedom established at the state university of Iowa pursuant to 14 section 263C.2, if enacted by 2025 Iowa Acts, House File 437. 15 The state university of Iowa is required to locate the center 16 for intellectual freedom where the university’s diversity, 17 equity, and inclusion offices were previously located. 18 IOWA TUITION GRANTS. Current Code section 256.194 19 appropriates moneys to the college student aid commission 20 for tuition grants to qualified students who are enrolled in 21 accredited private institutions or eligible institutions and 22 for vocational-technical tuition grants. The bill modifies 23 Code section 256.194 to appropriate moneys to the college 24 student aid commission for deposit in funds for these same 25 purposes, and the bill establishes such funds in the state 26 treasury to be administered by the college student aid 27 commission. Moneys appropriated prior to FY 2025-2026 for 28 these tuition grants are transferred to the funds. The bill 29 increases the standing appropriation for tuition grants for 30 qualified students enrolled in accredited private institutions 31 under Code section 256.194(1) or eligible institutions under 32 Code section 256.194(2). 33 Current Code section 256.193 establishes a scholarship and 34 tuition grant reserve fund to assure that financial assistance 35 -34- LSB 1003HV (2) 91 jda/jh 34/ 35
H.F. 1045 will be available to certain specified students who are awarded 1 scholarships or tuition grants through the college student aid 2 commission. The bill repeals Code section 256.193 and makes 3 conforming changes. Any moneys appropriated to the department 4 of education for purposes of the scholarship and tuition grant 5 reserve fund that remain unencumbered or unobligated as of July 6 1, 2025, are transferred to the general fund of the state. 7 COLLEGE STUDENT AID COMMISSION PROGRAMS.
