S.F. _____ H.F. _____ Section 1. GOALS AND ACCOUNTABILITY —— ECONOMIC 1 DEVELOPMENT. 2 1. For the fiscal year beginning July 1, 2024, the goals 3 for the economic development authority shall be to expand and 4 stimulate the state economy, increase the wealth of Iowans, and 5 increase the population of the state. 6 2. To achieve the goals in subsection 1, the economic 7 development authority shall do all of the following for the 8 fiscal year beginning July 1, 2024: 9 a. Concentrate its efforts on programs and activities that 10 result in commercially viable products and services. 11 b. Adopt practices and services consistent with free 12 market, private sector philosophies. 13 c. Ensure economic growth and development throughout the 14 state. 15 d. Work with businesses and communities to continually 16 improve the economic development climate along with the 17 economic well-being and quality of life for Iowans. 18 e. Coordinate with other state agencies to ensure that they 19 are attentive to the needs of an entrepreneurial culture. 20 f. Establish a strong and aggressive marketing image to 21 showcase Iowa’s workforce, existing industry, and potential. 22 A priority shall be placed on recruiting new businesses, 23 business expansion, and retaining existing Iowa businesses. 24 Emphasis shall be placed on entrepreneurial development through 25 helping entrepreneurs secure capital, and developing networks 26 and a business climate conducive to entrepreneurs and small 27 businesses. 28 g. Encourage the development of communities and quality of 29 life to foster economic growth. 30 h. Prepare communities for future growth and development 31 through development, expansion, and modernization of 32 infrastructure. 33 i. Develop public-private partnerships with Iowa businesses 34 in the tourism industry, Iowa tour groups, Iowa tourism 35 -1- LSB 5011XG (6) 90 ko/ns 1/ 18
S.F. _____ H.F. _____ organizations, and political subdivisions in this state to 1 assist in the development of advertising efforts. 2 j. Develop, to the fullest extent possible, cooperative 3 efforts for advertising with contributions from other sources. 4 Sec. 2. ECONOMIC DEVELOPMENT AUTHORITY. 5 1. APPROPRIATION 6 a. There is appropriated from the general fund of the state 7 to the economic development authority for the fiscal year 8 beginning July 1, 2024, and ending June 30, 2025, the following 9 amount, or so much thereof as is necessary, to be used for the 10 purposes designated in this subsection: 11 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 12,921,510 12 b. (1) For salaries, support, miscellaneous purposes, 13 programs, marketing, and the maintenance of an administration 14 division, a business development division, a community 15 development division, a small business development division, 16 and other divisions the authority may organize. 17 (2) For business development operations and programs, 18 international trade, export assistance, workforce recruitment, 19 and the partner state program. 20 (3) For transfer to a fund created pursuant to section 21 15.313 for purposes of financing strategic infrastructure 22 projects. 23 (4) For community economic development programs, tourism 24 operations, community assistance, the main street program, 25 the school-to-career program, the community development block 26 grant, and housing programs. 27 (5) For achieving the goals and accountability, and 28 fulfilling the requirements and duties required under this Act. 29 c. Notwithstanding section 8.33 , moneys appropriated in 30 this subsection that remain unencumbered or unobligated at the 31 close of the fiscal year shall not revert but shall remain 32 available for expenditure for the purposes designated in this 33 subsection until the close of the succeeding fiscal year. 34 2. FINANCIAL ASSISTANCE RESTRICTIONS 35 -2- LSB 5011XG (6) 90 ko/ns 2/ 18

A business creating jobs through moneys appropriated in 1 subsection 1 shall be subject to contract provisions requiring 2 new and retained jobs to be filled by individuals who are 3 citizens of the United States who reside within the United 4 States, or any person authorized to work in the United States 5 pursuant to federal law, including legal resident aliens 6 residing in the United States. 7 b. Any vendor who receives moneys appropriated in 8 subsection 1 shall adhere to such contract provisions and 9 provide periodic assurances as the state shall require that the 10 jobs are filled solely by citizens of the United States who 11 reside within the United States, or any person authorized to 12 work in the United States, pursuant to federal law, including 13 legal resident aliens residing in the United States. 14 c. A business that receives financial assistance from 15 the authority from moneys appropriated in subsection 1 shall 16 only employ individuals legally authorized to work in this 17 state. In addition to all other applicable penalties provided 18 by current law, all or a portion of the assistance received 19 by a business which is found to knowingly employ individuals 20 not legally authorized to work in this state is subject to 21 recapture by the authority. 22 3. USES OF APPROPRIATIONS 23 a. From the moneys appropriated in subsection 1, the 24 authority may provide financial assistance in the form of a 25 grant to a community economic development entity for conducting 26 a local workforce recruitment effort designed to recruit former 27 citizens of the state and former students at colleges and 28 universities in the state to meet the needs of local employers. 29 b. From the moneys appropriated in subsection 1, the 30 authority may provide financial assistance to early stage 31 industry companies being established by women entrepreneurs. 32 c. From the moneys appropriated in subsection 1, the 33 authority may provide financial assistance in the form of 34 grants, loans, or forgivable loans for advanced research and 35 -3- LSB 5011XG (6) 90 ko/ns 3/ 18

WORLD FOOD PRIZE 3 In lieu of the standing appropriation in section 15.368 , 4 there is appropriated from the general fund of the state to the 5 economic development authority for the fiscal year beginning 6 July 1, 2024, and ending June 30, 2025, the following amount 7 for the world food prize: 8 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 750,000 9 5. COUNCILS OF GOVERNMENTS —— ASSISTANCE 10 There is appropriated from the general fund of the state 11 to the economic development authority for the fiscal year 12 beginning July 1, 2024, and ending June 30, 2025, the following 13 amount to be used for the purposes of providing financial 14 assistance to Iowa’s councils of governments: 15 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 250,000 16 6. TOURISM OFFICE 17 a. There is appropriated from the general fund of the state 18 to the economic development authority for the fiscal year 19 beginning July 1, 2024, and ending June 30, 2025, the following 20 amount for the tourism office to be used for advertising, 21 promoting, placement, and implementation of the economic 22 development authority’s strategic plan for tourism and travel: 23 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,100,000 24 b. Notwithstanding section 8.33 , moneys appropriated in 25 this subsection that remain unencumbered or unobligated at the 26 close of the fiscal year shall not revert but shall remain 27 available for expenditure for the purposes designated until the 28 close of the succeeding fiscal year. 29 c. The economic development authority shall submit an 30 annual report on or before January 15 to the general assembly 31 regarding the tourism office’s activities funded with moneys 32 appropriated under this subsection. The report shall be 33 provided in an electronic format and shall include metrics 34 and criteria that allow the general assembly to quantify 35 -4- LSB 5011XG (6) 90 ko/ns 4/ 18
S.F. _____ H.F. _____ and evaluate the effectiveness and economic impact of the 1 tourism office’s activities related to advertising, promoting, 2 placement, and implementation of the economic development 3 authority’s strategic plan for tourism and travel. 4 7. CULTURAL AFFAIRS ACTIVITIES 5 a. There is appropriated from the general fund of the state 6 to the economic development authority for the fiscal year 7 beginning July 1, 2024, and ending June 30, 2025, the following 8 amounts, or so much thereof as is necessary, to be used for the 9 purposes designated: 10 (1) For planning and programming for the community cultural 11 grants program established under section 15.436: 12 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 172,090 13 (2) For support of the Iowa arts council: 14 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,400,000 15 Of the moneys appropriated in this subparagraph, the 16 authority shall allocate $300,000 for purposes of the film 17 office. 18 (3) For the Iowa great places program established under 19 section 15.439: 20 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 149,710 21 (4) For grant programs administered by the Iowa arts 22 council including those programs supporting the long-term 23 financial stability and sustainability of nonprofit cultural 24 organizations: 25 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 150,000 26 b. Notwithstanding section 8.33, moneys appropriated in 27 this subsection that remain unencumbered or unobligated at the 28 close of the fiscal year shall not revert but shall remain 29 available for expenditure for the purposes designated until the 30 close of the succeeding fiscal year. 31 Sec. 3. LIMITATIONS OF STANDING APPROPRIATIONS —— FY 32 2024-2025. Notwithstanding the standing appropriations 33 in the following designated sections for the fiscal year 34 beginning July 1, 2024, and ending June 30, 2025, the amounts 35 -5- LSB 5011XG (6) 90 ko/ns 5/ 18

FINANCIAL ASSISTANCE REPORTING —— ECONOMIC 11 DEVELOPMENT AUTHORITY. The economic development authority 12 shall submit an annual report to the general assembly no later 13 than November 1, 2024, that details the amount of every direct 14 loan, forgivable loan, tax credit, tax exemption, tax refund, 15 grant, or any other financial assistance awarded to a person 16 during the prior fiscal year by the authority under an economic 17 development program administered by the authority. The report 18 shall identify the county where the project associated with 19 each such award is located. 20 Sec. 5. INSURANCE ECONOMIC DEVELOPMENT. From the moneys 21 collected by the insurance division of the department of 22 insurance and financial services in excess of the anticipated 23 gross revenues under section 505.7, subsection 3 , during 24 the fiscal year beginning July 1, 2024, $100,000 shall be 25 transferred to the economic development authority for insurance 26 economic development and international insurance economic 27 development. 28 Sec. 6. IOWA FINANCE AUTHORITY. 29 1. There is appropriated from the general fund of the state 30 to the Iowa finance authority for the fiscal year beginning 31 July 1, 2024, and ending June 30, 2025, the following amounts, 32 or so much thereof as is necessary, to be used for the purposes 33 designated: 34 a. Rent subsidy program 35 -6- LSB 5011XG (6) 90 ko/ns 6/ 18

IOWA FINANCE AUTHORITY AUDIT. The auditor of state 17 is requested to review the audit of the Iowa finance authority 18 performed by the auditor hired by the authority. 19 Sec. 8. PUBLIC EMPLOYMENT RELATIONS BOARD. 20 1. There is appropriated from the general fund of the state 21 to the public employment relations board for the fiscal year 22 beginning July 1, 2024, and ending June 30, 2025, the following 23 amount, or so much thereof as is necessary, to be used for the 24 purposes designated: 25 For salaries, support, maintenance, and miscellaneous 26 purposes: 27 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,295,264 28 2. GENERAL FUND —— EMPLOYEE MISCLASSIFICATION 11 PROGRAM. UNEMPLOYMENT COMPENSATION RESERVE FUND —— FIELD 33 OFFICES. Notwithstanding section 96.9, subsection 8 , paragraph 34 “e”, there is appropriated from interest earned on the 35 -10- LSB 5011XG (6) 90 ko/ns 10/ 18

There is appropriated from the Iowa skilled worker and 9 job creation fund created in section 8.75 to the following 10 departments, agencies, and institutions for the fiscal year 11 beginning July 1, 2024, and ending June 30, 2025, the following 12 amounts, or so much thereof as is necessary, to be used for the 13 purposes designated: 14 a. S.F. _____ H.F. _____ efforts in areas related to technology commercialization, 1 entrepreneurship, and business growth, and infrastructure 2 projects and programs needed to assist in implementation of 3 activities under chapter 262B : 4 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 3,000,000 5 (a) Of the moneys appropriated pursuant to this 6 subparagraph (1), 35 percent shall be allocated for Iowa state 7 university of science and technology, 35 percent shall be 8 allocated for the state university of Iowa, and 30 percent 9 shall be allocated for the university of northern Iowa. 10 (b) The institutions shall provide a one-to-one match 11 of additional moneys for the activities funded with moneys 12 appropriated under this subparagraph (1). 13 (c) The state board of regents shall submit a report by 14 January 15, 2025, to the governor and the general assembly 15 regarding the activities, projects, and programs funded with 16 moneys appropriated under this subparagraph (1). The report 17 shall be provided in an electronic format and shall include a 18 list of metrics and criteria mutually agreed to in advance by 19 the board of regents and the economic development authority. 20 The metrics and criteria shall allow the governor’s office and 21 the general assembly to quantify and evaluate the progress 22 of the board of regents institutions with regard to their 23 activities, projects, and programs in the areas of technology 24 commercialization, entrepreneurship, regional development, and 25 market research. 26 (2) IOWA STATE UNIVERSITY OF SCIENCE AND TECHNOLOGY. For 27 small business development centers, the research park, and the 28 center for industrial research and service: 29 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 2,424,302 30 (a) Of the moneys appropriated in this subparagraph (2), 31 Iowa state university of science and technology shall allocate 32 at least $735,728 for purposes of funding small business 33 development centers. Iowa state university of science and 34 technology may allocate the appropriated moneys to the various 35 -12- LSB 5011XG (6) 90 ko/ns 12/ 18
S.F. _____ H.F. _____ small business development centers in any manner necessary to 1 achieve the purposes of this subparagraph. 2 (b) Iowa state university of science and technology shall 3 do all of the following: 4 (i) Direct expenditures for research toward projects that 5 will provide economic stimulus for Iowa. 6 (ii) Provide emphasis to providing services to Iowa-based 7 companies. 8 (c) It is the intent of the general assembly that the 9 industrial incentive program focus on Iowa industrial sectors 10 and seek contributions and in-kind donations from businesses, 11 industrial foundations, and trade associations, and that moneys 12 for the center for industrial research and service industrial 13 incentive program shall be allocated only for projects which 14 are matched by private sector moneys for directed contract 15 research or for nondirected research. The match required of 16 small businesses as defined in section 15.102 for directed 17 contract research or for nondirected research shall be $1 18 for each $3 of state funds. The match required for other 19 businesses for directed contract research or for nondirected 20 research shall be $1 for each $1 of state funds. The criteria shall be based on need for 16 instruction in English as a second language in the region 17 served by each community college as determined by factors 18 including data from the latest federal decennial census and 19 outreach efforts to determine regional needs. 20 (d) From the moneys appropriated in this numbered 21 subparagraph, $210,000 shall be transferred to the department 22 of health and human services for purposes of administering a 23 program to provide access to international resources to Iowans 24 and new Iowans to provide economic and leadership development 25 resulting in Iowa being a more inclusive and welcoming place 26 to live, work, and raise a family. The program shall provide 27 supplemental support services for international refugees to 28 improve learning, English literacy, life skills, cultural 29 competencies, and integration in a county with a population 30 over 350,000 as determined by the 2020 federal decennial 31 census. Notwithstanding section 8.33 , moneys appropriated in 5 subsection 1, paragraphs “a” and “b”, that remain unencumbered 6 or unobligated at the close of the fiscal year shall not revert 7 but shall remain available for expenditure for the purposes 8 designated until the close of the succeeding fiscal year. 9 EXPLANATION 10 The inclusion of this explanation does not constitute agreement with 11 the explanation’s substance by the members of the general assembly. 12 This bill relates to and makes appropriations for the 13 economic development of the state. 14 The bill appropriates moneys for FY 2024-2025 from 15 the general fund of the state to the economic development 16 authority, the Iowa finance authority, the public employment 17 relations board, the department of workforce development, 18 Iowa state university of science and technology, the state 19 university of Iowa, and the university of northern Iowa. 20 The bill appropriates moneys for FY 2024-2025 from the 21 Iowa skilled worker and job creation fund to the economic 22 development authority, the department of workforce development, 23 and the state board of regents and institutions under the 24 control of the board. 25 For FY 2024-2025, the bill limits standing appropriations 26 for the world food prize, certain operational support grants, 27 community cultural grants, and regional tourism marketing. 28 The bill transfers $100,000 of the moneys collected by the 29 insurance division in excess of the anticipated gross revenues 30 under Code section 505.7 to the economic development authority. 31 The bill appropriates moneys for FY 2024-2025 from the 32 special employment security contingency fund and interest 33 earned on the unemployment compensation reserve fund to the 34 department of workforce development. 35 -17- LSB 5011XG (6) 90 ko/ns 17/ 18
