S.F. _____ Section 1. NEW SECTION . 481C.2B Crop loss deer hunting 1 permits. 2 1. For purposes of this section, “family member” , “farm 3 unit” , “owner” , and “tenant” mean the same as defined in section 4 483A.24. 5 2. An owner, tenant, or family member may apply to receive 6 crop loss deer hunting permits and tags for use on the owner’s 7 farm unit. An application shall be accompanied with proof of 8 substantial yield loss due to deer, which may be demonstrated 9 with a yield map or photographs. Upon application, the 10 department shall issue at no cost crop loss deer hunting 11 permits and tags pursuant to this section. 12 3. The department shall establish an early split crop 13 loss deer hunting season that shall encompass the months 14 of September and October and a late split crop loss deer 15 hunting season that shall encompass the months of November and 16 December. The department shall issue twelve crop loss deer 17 hunting tags for use on the farm unit with six crop loss deer 18 hunting tags issued during each split season. Crop loss deer 19 hunting tags issued for the early split season that remain 20 unfilled at the conclusion of the early split season may be 21 used in the late split season. 22 4. Tags issued pursuant to this section may be transferred 23 to another resident for use on the farm unit. A resident is 24 eligible to receive tags pursuant to this subsection if the 25 resident has purchased the licenses and paid the fees described 26 in section 483A.8, subsection 1. 27 5. A person may use any legal method of take when hunting 28 with a permit issued pursuant to this section. 29 6. A person shall only take antlerless deer when hunting 30 with a permit issued pursuant to this section. 31 7. Receiving a permit or tag pursuant to this section does 32 not prohibit the recipient from receiving any other lawfully 33 issued permit, license, or tag. 34 EXPLANATION 35 -1- LSB 1781XC (2) 90 js/rn 1/ 2

The bill allows an owner or tenant of a farm unit, 4 or a family member of the owner or tenant, to apply to receive 5 crop loss deer hunting permits and tags for use on the owner’s 6 farm unit. An application shall be accompanied with proof of 7 substantial yield loss due to deer. Upon application, the 8 department of natural resources shall issue a crop loss deer 9 hunting permit and tags for use on the farm unit. Six crop 10 loss deer hunting tags are available for use during an early 11 split crop loss deer hunting season, which shall encompass the 12 months of September and October, and six crop loss deer hunting 13 tags are available for use during a late split crop loss deer 14 hunting season, which shall encompass the months of November 15 and December. Tags that remain unfilled at the conclusion of 16 the early split season may be used in the late split season. 17 Tags issued pursuant to the bill may be transferred to 18 another resident hunter for use on the farm unit. A person 19 may use any legal method of take when hunting with a permit 20 issued pursuant to the bill, but shall only take antlerless 21 deer.
