S.F. 8 Section 1. Section 256.7, subsection 21, paragraph b, 1 subparagraph (2), subparagraph divisions (b) and (d), Code 2 2023, are amended to read as follows: 3 (b) That the assessment, at a minimum, assess the core 4 academic indicators identified in this paragraph “b” ; be 5 aligned with the Iowa common core academic standards in both 6 content and rigor; accurately describe student achievement and 7 growth for purposes of the school, the school district, and 8 state accountability systems; provide valid, reliable, and 9 fair measures of student progress toward college or career 10 readiness; and meet the summative assessment requirements of 11 the federal Every Student Succeeds Act, Pub. L. No. 114-95. 12 (d) That the assessment be peer-reviewed by an independent, 13 third-party evaluator to determine that the assessment is 14 aligned with the Iowa core academic standards, provides a 15 measurement of student growth and student proficiency, and 16 meets the summative assessment requirements of the federal 17 Every Student Succeeds Act, Pub. L. No. 114-95. The assessment 18 developed by the Iowa testing program within the university of 19 Iowa college of education shall be adjusted as necessary to 20 meet the requirements of this subparagraph (2) as determined 21 by the peer review. 22 Sec. 2. Section 256.7, subsection 26, paragraph a, 23 unnumbered paragraph 1, Code 2023, is amended to read as 24 follows: 25 Adopt rules that establish a core curriculum academic 26 standards and high school graduation requirements for all 27 students in school districts and accredited nonpublic schools 28 that include at a minimum satisfactory completion of four years 29 of English and language arts, three years of mathematics, three 30 years of science, and three years of social studies. 31 Sec. 3. Section 256.7, subsection 26, paragraph a, 32 subparagraph (3), Code 2023, is amended by striking the 33 subparagraph. 34 Sec. 4. S.F. 8 Code 2023, are amended by striking the paragraphs. 1 Sec. 5. Section 256.7, subsection 28, Code 2023, is amended 2 to read as follows: 3 28. Adopt a set of core content standards applicable to all 4 students in kindergarten through grade twelve in every school 5 district and accredited nonpublic school. For purposes of this 6 subsection , “core content “content standards” includes reading, 7 mathematics, and science. School districts and accredited 8 nonpublic schools shall include, at a minimum, the core content 9 standards adopted pursuant to this subsection in any set of 10 locally developed content standards. School districts and 11 accredited nonpublic schools are strongly encouraged to set 12 higher expectations in local standards. As changes in federal 13 law or regulation occur, the state board is authorized to amend 14 the core content standards as appropriate. 15 Sec. 6. Section 256.7, subsection 32, paragraph b, 16 subparagraph (1), unnumbered paragraph 1, Code 2023, is amended 17 to read as follows: 18 Adopt rules which require that educational instruction and 19 course content delivered primarily over the internet be aligned 20 with the Iowa core academic content standards as applicable. 21 Under such rules, a school district may develop and offer to 22 students enrolled in the district educational instruction and 23 course content for delivery primarily over the internet. A 24 school district providing educational instruction and course 25 content that are delivered primarily over the internet shall 26 annually submit to the department, in the manner prescribed by 27 the department, data that includes but is not limited to the 28 following: 29 Sec. 7. Section 256.7, subsection 32, paragraph c, Code 30 2023, is amended to read as follows: 31 c. Rules adopted pursuant to this subsection shall require 32 that online learning coursework offered by school districts, 33 accredited nonpublic schools, and area education agencies be 34 rigorous, high-quality, aligned with the Iowa core academic 35 -2- LSB 1300XS (2) 90 jda/jh 2/ 7
S.F. 8 standards established pursuant to subsection 26 and core 1 content requirements and standards pursuant to subsection 28 2 and the national standards of quality for online courses issued 3 by an internationally recognized association for kindergarten 4 through grade twelve online learning, and taught by a teacher 5 licensed under chapter 272 who has specialized training or 6 experience in online learning, including but not limited to an 7 online-learning-for-Iowa-educators-professional-development 8 project offered by area education agencies, a teacher 9 preservice program, or comparable coursework. 10 Sec. 8. Section 256.9, subsection 49, paragraph a, Code 11 2023, is amended to read as follows: 12 a. Develop and distribute, in collaboration with the area 13 education agencies, core curriculum technical assistance and 14 implementation strategies that school districts and accredited 15 nonpublic schools shall may utilize, including but not limited 16 to the development and delivery of formative and end-of-course 17 model assessments classroom teachers may use to measure student 18 progress on the core curriculum academic standards adopted 19 pursuant to section 256.7, subsection 26 . The department 20 shall, in collaboration with the advisory group convened in 21 accordance with paragraph “b” and educational assessment 22 providers, identify and make available to school districts 23 end-of-course and additional model end-of-course and additional 24 assessments to align with the expectations included in the Iowa 25 core curriculum academic standards . 26 Sec. 9. Section 256.43, subsection 2, paragraph c, Code 27 2023, is amended to read as follows: 28 c. Courses provided by private providers to a school 29 district or accredited nonpublic school in accordance with 30 this section shall meet the Iowa core academic and core 31 content requirements and standards pursuant to section 256.7, 32 subsections 26 and 28 , as well as national standards of quality 33 for online courses issued by an internationally recognized 34 association for kindergarten through grade twelve online 35 -3- LSB 1300XS (2) 90 jda/jh 3/ 7
S.F. 8 learning, and be approved in accordance with section 256.9, 1 subsection 55 . 2 Sec. 10. Section 257.11, subsection 9, Code 2023, is amended 3 to read as follows: 4 9. Shared classes and curriculum standards. A school 5 district shall ensure that any course made available to a 6 student through any sharing agreement between the school 7 district and a community college or any other entity providing 8 course programming pursuant to this section to students 9 enrolled in the school district meets the expectations 10 contained in the core curriculum Iowa academic standards 11 adopted pursuant to section 256.7, subsection 26 . The school 12 district shall ensure that any course that has the capacity to 13 generate college credit shall be equivalent to college-level 14 work. 15 Sec. 11. Section 260C.14, subsection 22, paragraph b, Code 16 2023, is amended to read as follows: 17 b. Collaborate with the state board of regents to meet 18 the requirements specified in section 262.9, subsection 32 , 19 including but not limited to developing a systematic process 20 for expanding academic discipline and meetings between the 21 community college faculty and faculty of the institutions 22 of higher education governed by the state board of regents, 23 developing criteria to prioritize core curriculum areas, 24 promoting greater awareness of articulation-related activities, 25 facilitating additional opportunities for individual 26 institutions to pursue program articulation agreements for 27 career and technical educational programs, and developing 28 and implementing a process to examine a minimum of eight 29 new associate of applied science degree programs for which 30 articulation agreements would serve students’ continued 31 academic success in those degree programs. 32 Sec. 12. Section 261E.9, subsection 2, paragraph b, Code 33 2023, is amended to read as follows: 34 b. A regional academy may include in its curriculum virtual 35 -4- LSB 1300XS (2) 90 jda/jh 4/ 7
S.F. 8 or internet-based coursework and courses delivered via the Iowa 1 communications network, career and technical courses, core 2 curriculum coursework, courses required pursuant to section 3 256.7, subsection 26 , or section 256.11, subsections 4 and 5 , 4 and asynchronous learning networks. 5 Sec. 13. Section 262.9, subsection 32, paragraph c, Code 6 2023, is amended by striking the paragraph. 7 Sec. 14. Section 279.61, subsection 1, paragraph a, 8 subparagraph (1), Code 2023, is amended to read as follows: 9 (1) Prepare the student for successful completion of the 10 core curriculum developed high school graduation requirements 11 adopted by the state board of education pursuant to section 12 256.7, subsection 26 , by the time the student graduates from 13 high school. 14 Sec. 15. Section 279.61, subsection 2, Code 2023, is amended 15 to read as follows: 16 2. The board of directors of each school district shall 17 report annually to each student enrolled in grades nine through 18 twelve in the school district, and, if the student is under 19 the age of eighteen, to each student’s parent or guardian, the 20 student’s progress toward meeting the goal of successfully 21 completing the core curriculum and high school graduation 22 requirements adopted by the state board of education pursuant 23 to section 256.7, subsection 26 , and toward achieving the goals 24 of the student’s career and academic plan. 25 Sec. 16. Section 280.3, subsection 2, Code 2023, is amended 26 to read as follows: 27 2. The minimum educational program shall be the curriculum 28 graduation requirements set forth in section 256.7, subsection 29 26, and the educational program set forth in section 256.11 , 30 except as otherwise provided by law. The board of directors of 31 a public school district shall not allow discrimination in any 32 educational program on the basis of race, color, creed, sex, 33 marital status, or place of national origin. 34 Sec. 17. Section 284.6, subsection 9, Code 2023, is amended 35 -5- LSB 1300XS (2) 90 jda/jh 5/ 7
S.F. 8 to read as follows: 1 9. Moneys received pursuant to section 257.10, subsection 2 10 , or section 257.37A, subsection 2 , shall be maintained 3 as a separate listing within a school district’s or area 4 education agency’s budget for funds received and expenditures 5 made pursuant to this subsection . The department shall not 6 require a school district or area education agency to allocate 7 a specific amount or percentage of moneys received pursuant to 8 section 257.10, subsection 10 , or section 257.37A, subsection 9 2 , for professional development related to implementation of 10 the core curriculum under section 256.7, subsection 26 . A 11 school district shall certify to the department how the school 12 district allocated the funds and that moneys received under 13 this subsection were used to supplement, not supplant, the 14 professional development opportunities the school district 15 would otherwise make available. For budget years beginning 16 on or after July 1, 2017, all or a portion of the moneys 17 received pursuant to section 257.10, subsection 10 , that remain 18 unexpended and unobligated at the end of a fiscal year may, 19 pursuant to section 257.10, subsection 10 , paragraph “d” , be 20 transferred for deposit in the school district’s flexibility 21 account established under section 298A.2, subsection 2 . 22 Sec. 18. EFFECTIVE DATE. This Act, being deemed of 23 immediate importance, takes effect upon enactment. 24 EXPLANATION 25 The inclusion of this explanation does not constitute agreement with 26 the explanation’s substance by the members of the general assembly. 27 This bill eliminates requirements and references to the 28 (Iowa) common core or core curriculum and to core content 29 standards, but continues to direct the state board of education 30 to adopt high school graduation requirements and academic and 31 content standards. 32 Provisions directing school districts to cooperate with 33 each eighth grade student on a core curriculum plan to meet 34 core curriculum requirements are amended to replace “core 35 -6- LSB 1300XS (2) 90 jda/jh 6/ 7
S.F. 8 curriculum plan” with “graduation plan” and “core curriculum 1 requirements” with “high school graduation requirements”. The 2 academic standards will remain applicable to all students in 3 kindergarten through grade 12 in every school district and 4 accredited nonpublic school.
