The moneys appropriated in this subsection shall be 2 used for implementation and expansion of early head start 3 pilot projects addressing the comprehensive cognitive, social, 4 emotional, and developmental needs of children from birth to 5 age three, including prenatal support for qualified families. 6 The projects shall promote healthy prenatal outcomes and 7 healthy family functioning, and strengthen the development of 8 infants and toddlers in low-income families. Priority shall be 9 given to those organizations that have previously qualified for 10 and received state funding to administer an early head start 11 project. 12 8. TEXTBOOKS OF NONPUBLIC SCHOOL PUPILS 13 a. EARLY WARNING SYSTEM FOR LITERACY 19 a. For purposes of purchasing a statewide license for an 20 early warning assessment and administering the early warning 21 system for literacy established in accordance with section 22 279.68 and rules adopted in accordance with section 256.7, 23 subsection 31 : 24 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ ___ 25 b. The department shall administer and distribute to school 26 districts and accredited nonpublic schools the early warning 27 assessment system that allows teachers to screen and monitor 28 student literacy skills from prekindergarten through grade 29 six. The department may charge school districts and accredited 30 nonpublic schools a fee for the system not to exceed the actual 31 costs to purchase a statewide license for the early warning 32 assessment minus the moneys received by the department under 33 this subsection. The fee shall be determined by dividing the 34 actual remaining costs to purchase the statewide license for 35 -5- LSB 1003SV (1) 90 jda/ns 5/ 22
S.F. 560 the school year by the number of pupils assessed under the 1 system in the current fiscal year. School districts may use 2 moneys received pursuant to section 257.10, subsection 11 , and 3 moneys received for purposes of implementing section 279.68, 4 subsection 2 , to pay the early warning assessment system fee. 5 18. IOWA READING RESEARCH CENTER 6 a. For purposes of the Iowa reading research center in 7 order to implement, in collaboration with the area education 8 agencies, the provisions of section 256.9, subsection 49 , 9 paragraph “c”: 10 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ ___ 11 b. From moneys appropriated in this subsection, not more 12 than $_______ shall be used for collaborations with the state 13 board of education relating to the approval of practitioner 14 preparation programs pursuant to section 256.7, subsection 3 , 15 paragraph “c”, and with the board of educational examiners for 16 the establishment and continuing oversight of the advanced 17 dyslexia specialist endorsement pursuant to section 272.2, 18 subsection 22 , as amended by 2023 Iowa Acts, Senate File 514. 19 For the fiscal year beginning July 1, 2023, and ending June 30, 20 2024, the center shall submit a report to the general assembly 21 detailing the expenditures of moneys used for purposes of this 22 paragraph “b”. 23 c. Notwithstanding section 8.33 , moneys received by the 24 department pursuant to this subsection that remain unencumbered 25 or unobligated at the close of the fiscal year shall not revert 26 but shall remain available for expenditure for the purposes 27 specified in this subsection until the close of the succeeding 28 fiscal year. 29 19. Of the moneys appropriated in this subsection for 6 distribution to area education agencies, $_______ shall be 7 used for purposes of implementing a children’s grief and loss 8 rural pilot program to serve Iowa children in rural school 9 districts or accredited nonpublic schools. The pilot program 10 shall be administered by, and the moneys allocated pursuant to 11 this paragraph shall be distributed to, an existing statewide 12 not-for-profit health care organization that currently provides 13 grief and loss services to children. For the fiscal year 14 beginning July 1, 2023, and ending June 30, 2024, the health 15 care organization receiving moneys pursuant to this paragraph 16 shall prepare a report, in collaboration with the department 17 of education, detailing the expenditures of moneys used for 18 the purposes of this program and its outcomes, which shall be 19 submitted to the general assembly by September 30, 2024. 20 21. BEST BUDDIES IOWA 21 a. For school districts to create opportunities for 22 one-to-one friendships, integrated employment, and leadership 23 development for students with intellectual and developmental 24 disabilities: 25 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ ___ 26 b. The department of education shall establish criteria for 27 the distribution of moneys appropriated under this subsection 28 and shall require an organization receiving moneys under this 29 subsection to annually report student identifying data for 30 students participating in the program to the department in the 31 manner prescribed by the department as a condition of receiving 32 such moneys. 33 22. MIDWESTERN HIGHER EDUCATION COMPACT 34 a. For distribution to the midwestern higher education 35 -7- LSB 1003SV (1) 90 jda/ns 7/ 22

Except as otherwise provided in this subsection, the 8 moneys appropriated in this subsection shall be expended for 9 salaries, staffing, institutional support, activities directly 10 related to recruitment of kindergarten through grade 12 11 mathematics and science teachers, and for ongoing mathematics 12 and science programming for students enrolled in kindergarten 13 through grade 12. 14 b. The department shall work with the community colleges to 15 develop STEM professional development programs for community 16 college instructors and STEM curriculum development. 17 c. From the moneys appropriated in this subsection, not less 18 than $_______ shall be used to provide technology education 19 opportunities to high school, career academy, and community 20 college students through a public-private partnership, as 21 well as opportunities for students and faculties at these 22 institutions to secure broad-based information technology 23 certification. The partnership shall provide all of the 24 following: 25 (1) A research-based curriculum. 26 (2) Online access to the curriculum. 27 (3) Instructional software for classroom and student use. 28 (4) Certification of skills and competencies in a broad base 29 of information technology-related skill areas. 30 (5) Professional development for teachers. 31 (6) Deployment and program support, including but not 32 limited to integration with current curriculum standards. 33 d. Notwithstanding section 8.33 , of the moneys appropriated 34 in this subsection that remain unencumbered or unobligated at 35 -10- LSB 1003SV (1) 90 jda/ns 10/ 22
