S.F. 559 Section 1. GOALS AND ACCOUNTABILITY —— ECONOMIC 1 DEVELOPMENT. 2 1. For the fiscal year beginning July 1, 2023, the goals 3 for the economic development authority shall be to expand and 4 stimulate the state economy, increase the wealth of Iowans, and 5 increase the population of the state. 6 2. To achieve the goals in subsection 1, the economic 7 development authority shall do all of the following for the 8 fiscal year beginning July 1, 2023: 9 a. Concentrate its efforts on programs and activities that 10 result in commercially viable products and services. 11 b. Adopt practices and services consistent with free 12 market, private sector philosophies. 13 c. Ensure economic growth and development throughout the 14 state. 15 d. Work with businesses and communities to continually 16 improve the economic development climate along with the 17 economic well-being and quality of life for Iowans. 18 e. Coordinate with other state agencies to ensure that they 19 are attentive to the needs of an entrepreneurial culture. 20 f. Establish a strong and aggressive marketing image to 21 showcase Iowa’s workforce, existing industry, and potential. 22 A priority shall be placed on recruiting new businesses, 23 business expansion, and retaining existing Iowa businesses. 24 Emphasis shall be placed on entrepreneurial development through 25 helping entrepreneurs secure capital, and developing networks 26 and a business climate conducive to entrepreneurs and small 27 businesses. 28 g. Encourage the development of communities and quality of 29 life to foster economic growth. 30 h. Prepare communities for future growth and development 31 through development, expansion, and modernization of 32 infrastructure. 33 i. Develop public-private partnerships with Iowa businesses 34 in the tourism industry, Iowa tour groups, Iowa tourism 35 -1- LSB 1002SV (1) 90 ko/ns 1/ 22
S.F. 559 organizations, and political subdivisions in this state to 1 assist in the development of advertising efforts. 2 j. Develop, to the fullest extent possible, cooperative 3 efforts for advertising with contributions from other sources. 4 Sec. 2. ECONOMIC DEVELOPMENT AUTHORITY. 5 1. APPROPRIATION 6 a. There is appropriated from the general fund of the state 7 to the economic development authority for the fiscal year 8 beginning July 1, 2023, and ending June 30, 2024, the following 9 amount, or so much thereof as is necessary, to be used for the 10 purposes designated in this subsection, and for not more than 11 the following full-time equivalent positions: 12 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ ___ 13 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . (1) For salaries, support, miscellaneous purposes, 15 programs, marketing, and the maintenance of an administration 16 division, a business development division, a community 17 development division, a small business development division, 18 and other divisions the authority may organize. 19 (2) For business development operations and programs, 20 international trade, export assistance, workforce recruitment, 21 and the partner state program. 22 (3) For transfer to a fund created pursuant to section 23 15.313 for purposes of financing strategic infrastructure 24 projects. 25 (4) For community economic development programs, tourism 26 operations, community assistance, plans for Iowa green corps 27 and summer youth programs, the main street and rural main 28 street programs, the school-to-career program, the community 29 development block grant, and housing and shelter-related 30 programs. 31 (5) For achieving the goals and accountability, and 32 fulfilling the requirements and duties required under this Act. 33 (6) The full-time equivalent positions authorized under 34 this section are funded, in whole or in part, by the moneys 35 -2- LSB 1002SV (1) 90 ko/ns 2/ 22
S.F. 559 appropriated under this subsection or by other moneys received 1 by the authority, including certain federal moneys. 2 c. Notwithstanding section 8.33 , moneys appropriated in 3 this subsection that remain unencumbered or unobligated at the 4 close of the fiscal year shall not revert but shall remain 5 available for expenditure for the purposes designated in this 6 subsection until the close of the succeeding fiscal year. 7 2. FINANCIAL ASSISTANCE RESTRICTIONS 8 a. A business creating jobs through moneys appropriated in 9 subsection 1 shall be subject to contract provisions requiring 10 new and retained jobs to be filled by individuals who are 11 citizens of the United States who reside within the United 12 States, or any person authorized to work in the United States 13 pursuant to federal law, including legal resident aliens 14 residing in the United States. 15 b. Any vendor who receives moneys appropriated in 16 subsection 1 shall adhere to such contract provisions and 17 provide periodic assurances as the state shall require that the 18 jobs are filled solely by citizens of the United States who 19 reside within the United States, or any person authorized to 20 work in the United States, pursuant to federal law, including 21 legal resident aliens residing in the United States. 22 c. A business that receives financial assistance from 23 the authority from moneys appropriated in subsection 1 shall 24 only employ individuals legally authorized to work in this 25 state. In addition to all other applicable penalties provided 26 by current law, all or a portion of the assistance received 27 by a business which is found to knowingly employ individuals 28 not legally authorized to work in this state is subject to 29 recapture by the authority. 30 3. USES OF APPROPRIATIONS 31 a. From the moneys appropriated in subsection 1, the 32 authority may provide financial assistance in the form of a 33 grant to a community economic development entity for conducting 34 a local workforce recruitment effort designed to recruit former 35 -3- LSB 1002SV (1) 90 ko/ns 3/ 22
S.F. 559 citizens of the state and former students at colleges and 1 universities in the state to meet the needs of local employers. 2 b. From the moneys appropriated in subsection 1, the 3 authority may provide financial assistance to early stage 4 industry companies being established by women entrepreneurs. 5 c. From the moneys appropriated in subsection 1, the 6 authority may provide financial assistance in the form of 7 grants, loans, or forgivable loans for advanced research and 8 commercialization projects involving value-added agriculture, 9 advanced technology, or biotechnology. 10 d. The authority shall not use any moneys appropriated in 11 subsection 1 for purposes of providing financial assistance for 12 the Iowa green streets pilot project or for any other program 13 or project that involves the installation of geothermal systems 14 for melting snow and ice from streets or sidewalks. 15 4. WORLD FOOD PRIZE 16 In lieu of the standing appropriation in section 15.368 , 17 there is appropriated from the general fund of the state to the 18 economic development authority for the fiscal year beginning 19 July 1, 2023, and ending June 30, 2024, the following amount 20 for the world food prize: 21 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ ___ 22 5. BUTCHERY INNOVATION AND REVITALIZATION PROGRAM 30 a. TOURISM OFFICE 13 a. Notwithstanding section 8.33 , moneys appropriated in 21 this subsection that remain unencumbered or unobligated at the 22 close of the fiscal year shall not revert but shall remain 23 available for expenditure for the purposes designated until the 24 close of the succeeding fiscal year. 25 c. The economic development authority shall submit an 26 annual report on or before January 15 to the general assembly 27 regarding the tourism office’s activities funded with moneys 28 appropriated under this subsection. The report shall be 29 provided in an electronic format and shall include metrics 30 and criteria that allow the general assembly to quantify 31 and evaluate the effectiveness and economic impact of the 32 tourism office’s activities related to advertising, promoting, 33 placement, and implementation of the economic development 34 authority’s strategic plan for tourism and travel. 35 -5- LSB 1002SV (1) 90 ko/ns 5/ 22
S.F. 559 8. SCIENCE, TECHNOLOGY, ENGINEERING, AND MATHEMATICS 1 INTERNSHIPS 2 a. There is appropriated from the Iowa skilled worker and 3 job creation fund created in section 8.75 to the economic 4 development authority for the fiscal year beginning July 1, 5 2023, and ending June 30, 2024, the following amount, or so 6 much thereof as is necessary, to be used for the purposes 7 designated: 8 For the funding of internships for students studying in the 9 fields of science, technology, engineering, and mathematics 10 with eligible Iowa employers as provided in section 15.411, 11 subsection 3 , paragraph “c”: 12 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ ___ 13 b. No more than 3 percent of the moneys appropriated in this 14 subsection may be used by the authority for costs associated 15 with administration of the internship program. 16 c. Notwithstanding section 8.33 , moneys appropriated in 17 this subsection that remain unencumbered or unobligated at the 18 close of the fiscal year shall not revert but shall remain 19 available for expenditure for the purposes designated in 20 subsequent fiscal years. 21 9. STEM BEST AND EMPOWER RURAL IOWA 22 a. The authority shall adopt rules pursuant to chapter 3 17A to establish criteria for the distribution of the moneys 4 appropriated in this subsection. 5 10. CULTURAL AFFAIRS ACTIVITIES 6 a. There is appropriated from the general fund of the state 7 to the economic development authority for the fiscal year 8 beginning July 1, 2023, and ending June 30, 2024, the following 9 amounts, or so much thereof as is necessary, to be used for the 10 purposes designated: 11 (1) For salaries, support, maintenance, and miscellaneous 12 purposes, and for not more than the following full-time 13 equivalent positions for the administration of cultural affairs 14 activities: 15 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ ___ 16 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . LIMITATIONS OF STANDING APPROPRIATIONS —— FY 5 2023-2024. Notwithstanding the standing appropriations 6 in the following designated sections for the fiscal year 7 beginning July 1, 2023, and ending June 30, 2024, the amounts 8 appropriated from the general fund of the state pursuant to 9 those sections for the following purposes shall not exceed the 10 following amounts: 11 1. FINANCIAL ASSISTANCE REPORTING —— ECONOMIC 19 DEVELOPMENT AUTHORITY. The economic development authority 20 shall submit an annual report to the general assembly no later 21 than November 1, 2023, that details the amount of every direct 22 loan, forgivable loan, tax credit, tax exemption, tax refund, 23 grant, or any other financial assistance awarded to a person 24 during the prior fiscal year by the authority under an economic 25 development program administered by the authority. The report 26 shall identify the county where the project associated with 27 each such award is located. 28 Sec. 5. INSURANCE ECONOMIC DEVELOPMENT. From the 29 moneys collected by the insurance division in excess of the 30 anticipated gross revenues under section 505.7, subsection 31 3 , during the fiscal year beginning July 1, 2023, $________ 32 shall be transferred to the economic development authority for 33 insurance economic development and international insurance 34 economic development. 35 -8- LSB 1002SV (1) 90 ko/ns 8/ 22

There is appropriated from the general fund of the state 2 to the Iowa finance authority for the fiscal year beginning 3 July 1, 2023, and ending June 30, 2024, the following amount, 4 or so much thereof as is necessary, to be used to provide 5 reimbursement for rent expenses to eligible persons under 6 the home and community-based services rent subsidy program 7 established in section 16.55 : 8 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ ___ 9 2. Of the moneys appropriated in this section, not more than 10 $________ may be used for administrative costs. 11 3. IOWA FINANCE AUTHORITY AUDIT. The auditor of state 17 is requested to review the audit of the Iowa finance authority 18 performed by the auditor hired by the authority. 19 Sec. 8. PUBLIC EMPLOYMENT RELATIONS BOARD. 20 1. FUTURE READY IOWA REGISTERED APPRENTICESHIP DEVELOPMENT 9 PROGRAM 10 For the funding of the future ready Iowa registered 11 apprenticeship development program under chapter 15C, as 12 amended by 2023 Iowa Acts, Senate File 514, to encourage 13 small to midsize businesses to start or grow registered 14 apprenticeships: 15 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ ___ 16 Notwithstanding section 8.33 , moneys appropriated in this 17 section that remain unencumbered or unobligated at the close of 18 the fiscal year shall not revert but shall remain available for 19 expenditure for the purposes designated until the close of the 20 succeeding fiscal year. 21 Sec. 10. Notwithstanding 25 section 96.9, subsection 4 , paragraph “a”, moneys credited to 26 the state by the secretary of the treasury of the United States 27 pursuant to section 903 of the federal Social Security 28 Act are appropriated to the department of workforce 29 development and shall be used by the department for the 30 administration of the unemployment compensation program only. 31 This appropriation shall not apply to any fiscal year 32 beginning after December 31, 2023. 33 Sec. 15. The report 6 shall be provided in an electronic format and shall include a 7 list of metrics and criteria mutually agreed to in advance by 8 the board of regents and the economic development authority. 9 The metrics and criteria shall allow the governor’s office and 10 the general assembly to quantify and evaluate the progress 11 of the board of regents institutions with regard to their 12 activities, projects, and programs in the areas of technology 13 commercialization, entrepreneurship, regional development, and 14 market research. 15 (2) IOWA STATE UNIVERSITY OF SCIENCE AND TECHNOLOGY. S.F. 559 industrial incentive program focus on Iowa industrial sectors 1 and seek contributions and in-kind donations from businesses, 2 industrial foundations, and trade associations, and that moneys 3 for the center for industrial research and service industrial 4 incentive program shall be allocated only for projects which 5 are matched by private sector moneys for directed contract 6 research or for nondirected research. The match required of 7 small businesses as defined in section 15.102 for directed 8 contract research or for nondirected research shall be $1 9 for each $3 of state funds. The match required for other 10 businesses for directed contract research or for nondirected 11 research shall be $1 for each $1 of state funds. The program shall provide 4 supplemental support services for international refugees to 5 improve learning, English literacy, life skills, cultural 6 competencies, and integration in a county with a population 7 over 350,000 as determined by the 2020 federal decennial 8 census.
