Notwithstanding section 8.33 , 24 unencumbered or unobligated moneys remaining in this workers’ 25 compensation fund at the end of the fiscal year shall not 26 revert but shall remain available for expenditure for purposes 27 of the fund in subsequent fiscal years. 28 Sec. 2. REVOLVING FUNDS. There is appropriated to the 29 department of administrative services for the fiscal year 30 beginning July 1, 2023, and ending June 30, 2024, from the 31 revolving funds designated in chapter 8A and from internal 32 service funds created by the department such amounts as the 33 department deems necessary for the operation of the department 34 consistent with the requirements of chapter 8A . 35 -2- LSB 1000SV (1) 90 es/ns 2/ 19
S.F. 557 Sec. 3. STATE EMPLOYEE HEALTH INSURANCE ADMINISTRATION 1 CHARGE. For the fiscal year beginning July 1, 2023, and ending 2 June 30, 2024, the monthly per contract administrative charge 3 which may be assessed by the department of administrative 4 services shall be $2.00 per contract on all health insurance 5 plans administered by the department. 6 Sec. 4. AUDITOR OF STATE. 7 1. S.F. 557 conducted by the department annually by type of service 1 provider and type of inspection. 2 (2) The total annual operations budget for the department 3 that is associated with health facilities regulation, including 4 general fund appropriations and federal contract dollars 5 received by type of service provider inspected. 6 (3) The total number of full-time equivalent positions 7 in the department that are associated with health facilities 8 regulation, to include the number of full-time equivalent 9 positions serving in a supervisory capacity, and serving as 10 surveyors, inspectors, or monitors in the field by type of 11 service provider inspected. 12 (4) Identification of state and federal survey trends, 13 cited regulations, the scope and severity of deficiencies 14 identified, and federal and state fines assessed and collected 15 concerning nursing and assisted living facilities and programs. 16 c. It is the intent of the general assembly that the 17 department continuously solicit input from health facilities 18 regulated by the department to assess and improve the 19 department’s level of collaboration and to identify new 20 opportunities for cooperation. 21 5. EMPLOYMENT APPEAL BOARD 22 a. However, 1 the fee can be taxed as a cost and paid by the losing party, 2 except in cases where it would impose an undue hardship or be 3 unjust under the circumstances. The moneys generated by the 4 filing fee allowed under this paragraph are appropriated to 5 the department to be used for purposes of administering the 6 division of workers’ compensation. 7 10. Notwithstanding section 14 8.39 , the department of inspections, appeals, and licensing, 15 in consultation with the department of management, may 16 reallocate moneys appropriated in this section as necessary to 17 best fulfill the needs of the department provided for in the 18 appropriation. 19 Sec. 8. DEPARTMENT OF INSPECTIONS, APPEALS, AND LICENSING 20 —— LICENSE OR REGISTRATION FEES. 21 1. For the fiscal year beginning July 1, 2023, and ending 22 June 30, 2024, the department of inspections, appeals, and 23 licensing shall collect any license or registration fees or 24 electronic transaction fees generated during the fiscal year 25 as a result of licensing and registration activities under 26 chapters 99B , 137C , 137D , and 137F . 27 2. From the fees collected by the department under this 28 section on behalf of a municipal corporation with which 29 the department has an agreement pursuant to section 137F.3 , 30 through a statewide electronic licensing system operated by 31 the department, notwithstanding section 137F.6, subsection 2 , 32 the department shall remit the amount of those fees to the 33 municipal corporation for whom the fees were collected less 34 any electronic transaction fees collected by the department to 35 -8- LSB 1000SV (1) 90 es/ns 8/ 19
S.F. 557 enable electronic payment. 1 3. From the fees collected by the department under this 2 section, other than those fees described in subsection 2, the 3 department shall deposit the amount of $________ into the 4 general fund of the state prior to June 30, 2024. 5 4. From the fees collected by the department under this 6 section, other than those fees described in subsections 2 and 7 3, the department shall retain the remainder of the fees for 8 the purposes of enforcing the provisions of chapters 99B , 137C , 9 137D , and 137F . Notwithstanding section 8.33 , moneys retained 10 by the department pursuant to this subsection that remain 11 unencumbered or unobligated at the close of the fiscal year 12 shall not revert but shall remain available for expenditure 13 for the purposes of enforcing the provisions of chapters 99B , 14 137C , 137D , and 137F during the succeeding fiscal year. The 15 department shall provide an annual report to the department 16 of management and the legislative services agency on fees 17 billed and collected and expenditures from the moneys retained 18 by the department in a format determined by the department 19 of management in consultation with the legislative services 20 agency. 21 Sec. 9. HOUSING TRUST FUND APPROPRIATION —— DEPARTMENT OF 22 INSPECTIONS, APPEALS, AND LICENSING. Except as provided in paragraphs “b”, “c”, and “d”, 25 the insurance division may reallocate authorized full-time 26 equivalent positions as necessary to respond to accreditation 27 recommendations or requirements. 28 f. The insurance division expenditures for examination 29 purposes may exceed the projected receipts, refunds, and 30 reimbursements, estimated pursuant to section 505.7, subsection 31 7, including the expenditures for retention of additional 32 personnel, if the expenditures are fully reimbursable and the 33 division first does all of the following: 34 (1) Notifies the department of management, the legislative 35 -11- LSB 1000SV (1) 90 es/ns 11/ 19

DEPARTMENT OF MANAGEMENT. As a condition of receiving an 1 appropriation, any agency appropriated moneys pursuant to 2 this division of this Act shall give first preference when 3 purchasing a product to an Iowa product or a product produced 4 by an Iowa-based business.
