1.
Section
267.1,
Code
2023,
is
amended
by
striking

the
section
and
inserting
in
lieu
thereof
the
following:

Definitions.

As
used
in
this
chapter,
unless
the
context
otherwise

requires:

“College
of
veterinary
medicine”
means
the
Iowa
state

university
of
science
and
technology
college
of
veterinary

medicine.

“Council”
means
the

health
advisory
council

pursuant

means
the

disease
research
fund

the

Section

council
shall
be
appointed
by
a
member
organization
for
a

term

appointment.

Vacancies

advisory
council

do

council

fiscal

medicine
concerning
the
application
expenditure
of

funds
appropriated
to
the
college
of
veterinary
medicine
moneys

fund

university
college
of

medicine

shall
not
expend
any
of
the
funds
appropriated
by
this
chapter

until
the
recommendation
of
the
council
concerning
that

appropriation
is
adopted
or
sixty
days
following
the
effective

date
of
the
appropriation,
whichever
is
earlier
The
college
of
18
veterinary
medicine
shall
not
obligate
moneys
in
the
fund
for
19
a
fiscal
year
until
the
council
makes
timely
recommendations
20
for
the
expenditure
of
those
moneys
for
that
fiscal
year
as
21
required
in
paragraph
“a”
.

File
an
annual
report
with
the
secretary
of
agriculture.

funds

.

In

the
funds

in

grants,

or
any
other
funds
moneys
for
research
into
the

moneys
may
be
from
any

treasurer
of
state

fund
to

as
the
livestock
disease
research
fund.

Moneys
in
the
fund
are
appropriated
for
use
by
the
college
of

veterinary
medicine
to
conduct
research
of
diseases
affecting
4
livestock.
Any
balance
in
said
fund
on
June
30
of
each
fiscal
5
year
shall
revert
to
the
general
fund.

Sec.
7.
REPEAL.
Section
267.4,
Code
2023,
is
repealed.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

BACKGROUND.
This
bill
amends
provisions
in
Code
chapter
11
267
which
establishes
and
provides
for
the
administration
of
12
the
livestock
health
advisory
council
(council)
which
meets
13
twice
each
year
and
provides
recommendations
to
the
Iowa
state
14
university
of
science
and
technology’s
college
of
veterinary
15
medicine
(college).
The
board
includes
members
appointed
by
16
organizations
of
livestock
producers
(member
organizations),
17
including
cattle,
swine,
sheep,
poultry,
and
milk.
One
18
member
is
a
practicing
member
of
the
Iowa
veterinary
medical
19
association.
The
college’s
research
into
diseases
affecting
20
livestock
is
supported
by
the
livestock
disease
research
fund
21
(fund)
which
may
be
appropriated
moneys
by
the
general
assembly
22
(see,
e.g.,
2022
Iowa
Acts,
chapter
1147,
section
22).

BILL’S
PROVISIONS.
The
bill
changes
the
name
of
the
member
24
organization
appointing
a
poultry
producer
and
adds
a
member
25
organization
appointing
a
turkey
producer.
The
bill
provides
26
that
the
council
is
to
meet
at
Iowa
state
university
rather
27
than
the
department
of
agriculture
and
land
stewardship.
A
28
member
is
not
entitled
to
receive
compensation
or
expenses.
29
The
purpose
of
the
council
is
to
support
research
of
livestock
30
diseases,
and
it
must
make
its
recommendations
to
the
college
31
by
the
first
day
of
the
fiscal
year
(July
1
through
June
30).
32
The
college
is
expressly
authorized
to
use
moneys
in
the
fund
33
to
conduct
research
of
diseases
affecting
livestock.
