S.F. 467 Section 1. Section 256C.3, subsection 3, paragraph f, Code 1 2023, is amended to read as follows: 2 f. A minimum of ten thirty hours per week of instruction 3 delivered on the skills and knowledge included in the student 4 learning standards developed for the preschool program. 5 Sec. 2. Section 256C.5, subsection 1, paragraph c, Code 6 2023, is amended to read as follows: 7 c. “Preschool budget enrollment” means the figure that is 8 equal to fifty percent of the actual enrollment of eligible 9 students in the preschool programming provided by a school 10 district approved to participate in the preschool program on 11 October 1 of the base year, or the first Monday in October if 12 October 1 falls on a Saturday or Sunday. 13 Sec. 3. Section 256C.5, subsection 2, paragraph a, Code 14 2023, is amended to read as follows: 15 a. For the initial school year for which a school district 16 approved to participate in the preschool program receives that 17 approval and implements the preschool program, the funding for 18 the preschool foundation aid payable to that school district 19 shall be paid from the appropriation made for that school year 20 in section 256C.6 , Code 2011, or in another appropriation 21 made for purposes of this chapter . For that school year, the 22 preschool foundation aid payable to the school district is 23 the product of the regular program state cost per pupil for 24 the school year multiplied by sixty percent of the school 25 district’s eligible student enrollment on the date in the 26 school year determined by rule. 27 Sec. 4. APPLICABILITY. This Act applies to school budget 28 years beginning on or after July 1, 2024. 29 EXPLANATION 30 The inclusion of this explanation does not constitute agreement with 31 the explanation’s substance by the members of the general assembly. 32 The statewide preschool program for four-year-old children 33 under Code chapter 256C imposes requirements for approved local 34 preschool programs including a minimum of 10 hours per week 35 -1- LSB 2059XS (2) 90 md/jh 1/ 2
S.F. 467 of instruction delivered on the skills and knowledge included 1 in the student learning standards developed for the preschool 2 program. This bill increases the minimum number of hours of 3 instruction from 10 to 30 per week. 4 The amount of state funding for each school district’s 5 approved local program is determined using a preschool budget 6 enrollment that is equal to 50 percent of the actual enrollment 7 of eligible students in the preschool programming provided by 8 a school district on October 1 of the base year. The bill 9 changes the preschool budget enrollment used to determine 10 funding to an amount equal to 100 percent of the actual 11 enrollment of eligible students in the preschool programming 12 provided by a school district on October 1 of the base 13 year. The bill also modifies the funding calculation for the 14 initial school year for which a school district is approved to 15 participate in the program. 16 The bill applies to school budget years beginning on or after 17 July 1, 2024. 18 -2- LSB 2059XS (2) 90 md/jh 2/ 2
