S.F. 452 Section 1. NEW SECTION . 80B.4A Accreditation of academy. 1 1. The academy shall become certified by the commission on 2 accreditation for law enforcement agencies, inc., through the 3 public safety training academy accreditation program, and shall 4 maintain that certification. 5 2. After receiving certification, the academy shall be 6 authorized to become an accrediting body with the power to 7 certify additional regional training academies. 8 Sec. 2. NEW SECTION . 80B.20 Law enforcement agency tuition 9 fund. 10 1. A law enforcement agency tuition fund is created in the 11 state treasury under the control of the council. 12 2. The fund shall consist of all moneys appropriated to the 13 fund, and any other devise, gift, bequest, donation, federal or 14 other grant, reimbursement, or payment from any source intended 15 to be used for the purposes of the fund. 16 3. Moneys from the fund shall be used to assist law 17 enforcement agencies with the portion of tuition costs a law 18 enforcement agency is required to pay for the basic training 19 course for a law enforcement officer who is employed by the law 20 enforcement agency. 21 4. Notwithstanding section 8.33, moneys in the fund at 22 the close of the fiscal year shall not revert to the general 23 fund of the state but shall remain available for expenditure 24 for the purpose designated for subsequent fiscal years. 25 Notwithstanding section 12C.7, subsection 2, interest or 26 earnings on moneys in the fund shall be credited to the fund. 27 EXPLANATION 28 The inclusion of this explanation does not constitute agreement with 29 the explanation’s substance by the members of the general assembly. 30 This bill relates to the Iowa law enforcement academy 31 (academy) including accreditation, and establishes a law 32 enforcement agency tuition fund. 33 The bill provides that the academy shall become certified 34 by the commission on accreditation for law enforcement 35 -1- LSB 2405XS (4) 90 as/rh 1/ 2
S.F. 452 agencies, inc., through the public safety training academy 1 accreditation program, and shall maintain that certification. 2 Upon certification, the academy is authorized to become an 3 accrediting body with the power to certify additional regional 4 training academies. 5 The bill creates a law enforcement agency tuition fund 6 in the state treasury under the control of the Iowa law 7 enforcement academy council. The fund shall consist of all 8 moneys appropriated to the fund, and any other devise, gift, 9 bequest, donation, federal or other grant, reimbursement, or 10 payment from any source intended to be used for the purposes 11 of the fund. 12 Current law requires a law enforcement agency to pay 13 one-third of the costs associated with a law enforcement 14 officer’s training at the academy. The bill provides that 15 moneys from the fund shall be used to assist law enforcement 16 agencies with the portion of tuition costs a law enforcement 17 agency is required to pay for the basic training course for a 18 law enforcement officer who is employed by the law enforcement 19 agency. 20 The bill provides that moneys in the fund at the close of the 21 fiscal year shall not revert to the general fund of the state 22 but shall remain available for expenditure for the purpose 23 designated for subsequent fiscal years, and that interest or 24 earnings on moneys in the fund shall be credited to the fund. 25 -2- LSB 2405XS (4) 90 as/rh 2/ 2
