For
each
individual
for
whom
a
death
certificate
is
filed

in
the
state
pursuant
to
section
144.26
on
or
after
January
1,

2020,
the
department
shall
do
all
of
the
following:

a.
Create,
and
assign
an
individual
identifier
to,
a
7
report
for
each
individual
that
includes
all
of
the
following
8
biographical
information
collected
from
the
individual’s
death
9
certificate:

(1)
The
individual’s
year
of
birth.
11
(2)
The
individual’s
year
of
death.
12
(3)
The
individual’s
biological
sex.
13
(4)
The
individual’s
ethnicity.
14
(5)
The
cause
of
death
of
the
individual
using
international
15
classification
of
diseases
codes.

(1)
Search
the
immunization
registry
information
system
17
to
collect
the
following
immunization
data
for
all
available
18
vaccinations
for
each
individual
for
whom
a
report
is
created
19
under
paragraph
“a”
using
the
following
criteria:

(a)
If
the
individual
is
under
eighteen
years
of
age,
the
21
entire
immunization
record
data
set
of
the
individual.

(b)
If
the
individual
is
eighteen
years
of
age
or
older,
23
the
immunization
record
data
set
for
the
twenty-four
months
24
immediately
preceding
the
individual’s
death.

(2)
Create
a
report,
and
assign
the
same
individual

identifier
to,
the
individual’s
immunization
data
collected

under
this
paragraph

as
is
assigned
to
the
individual’s

Following
the
collection
of
the
information
and
data,

the
creation
of
the
reports
under
subsection
1,
paragraphs

,
the
department
shall
make
both
anonymized
reports

available
to
the
public
in
a
digital,
downloadable
format
such

as
a
comma-separate
text
file.

The
department
shall
not
reproduce,
release,
or
disclose

compiled

for
any
purpose

other
than
for
the
purposes
of
this

Beginning
July
1,
2024,
and
thereafter,
the
department

shall
comply
with
this
section
for
each
death
certificate
filed
4
in
the
state
pursuant
to
section
144.26
within
ninety
days
of
5
the
filing
of
the
death
certificate.

For
the
purposes
of
this
section,
“immunization
record
7
data
set”
includes
but
is
not
limited
to
all
of
the
following
8
data
elements:

a.
The
vaccination
administration
date,
expressed
in
the
10
number
of
days
immediately
preceding
the
date
of
death
of
the
11
individual.
12
b.
The
vaccination
product
name.
13
c.
The
vaccination
dose
amount.
14
d.
The
vaccination
dose
volume.
15
e.
The
vaccination
dose
volume
units.
16
f.
The
vaccination
expiration
date.
17
g.
The
vaccination
lot
number.
18
h.
The
vaccination
route
of
administration.
19
i.
The
vaccination
site
of
administration.

The
inclusion
of
this
explanation
does

This
bill
relates
to
the
public
availability
of
anonymized
24
biographical
information
and
immunization
record
data
of
25
certain
deceased
individuals.

The
bill
requires
the
department
of
health
and
human
27
services
(HHS),
for
each
individual
for
whom
a
death
28
certificate
is
filed
in
the
state
pursuant
to
Code
section
29
144.26
on
or
after
January
1,
2020,
to
first
create,
and
assign
30
an
individual
identifier
to,
a
report
for
each
individual
31
that
includes
biographical
information
collected
from
the
32
individual’s
death
certificate
including
the
individual’s
year
33
of
birth,
year
of
death,
biological
sex,
ethnicity,
and
cause
34
of
death
using
international
classification
of
diseases
codes.

HHS
is
then
required
to
search
the
immunization
registry
1
information
system
to
collect
immunization
data
for
all
2
available
vaccinations
for
each
deceased
individual.
If
the
3
deceased
individual
is
under
18
years
of
age,
HHS
shall
collect
4
the
entire
immunization
record
data
set
of
the
individual.
5
If
the
deceased
individual
is
18
years
of
age
or
older,
HHS
6
shall
collect
the
immunization
record
data
set
for
the
24
7
months
immediately
preceding
the
individual’s
date
of
death.
8
Following
collection
of
the
immunization
data,
HHS
shall
create
9
a
report
and
assign
the
same
individual
identifier
to
the
10
individual’s
collected
immunization
data
as
assigned
to
the
11
individual’s
collected
biographical
information.
12
Following
the
collection
of
the
biographical
information
13
and
immunization
data
and
the
creation
of
the
reports,
HHS
14
shall
make
both
anonymized
reports
available
to
the
public
in
15
a
digital,
downloadable
format,
such
as
a
comma-separate
text
16
file.
17
HHS
shall
not
reproduce,
release,
or
disclose
the
18
information
compiled
under
the
bill
for
any
purpose
other
than
19
for
the
purposes
of
the
bill.
20
Beginning
July
1,
2024,
and
thereafter,
HHS
shall
comply

with
the
bill
for
each
death
certificate
filed
in
the
state

within
90
days
of
the
filing
of
the
death
certificate.

The
bill
defines
“immunization
record
data
set”
for
the
24
purposes
of
the
bill.
