S.F. 2250 Section 1. IOWA CANCER RESEARCH PROGRAM —— 1 APPROPRIATION. There is appropriated from the general fund of 2 the state to the department of health and human services for 3 the fiscal year beginning July 1, 2024, and ending June 30, 4 2025, the following amount or so much thereof as is necessary 5 for the purposes designated: 6 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 5,250,000 7 1. The moneys appropriated in this section shall be used by 8 the department of health and human services to create an Iowa 9 cancer research program within the division of public health of 10 the department to support cancer research projects at public 11 institutions of higher education in the state. 12 2. a. (1) Of the moneys appropriated in this section, 13 $1,250,000 is allocated to fund pediatric cancer research. The 14 department of health and human services shall issue a request 15 for proposals to select projects at public institutions of 16 higher education in the state that perform research focused 17 on reducing the quantity and impact of pediatric cancers, 18 including improving the quality of life for childhood cancer 19 survivors. 20 (2) Of the moneys appropriated in this section, $1,250,000 21 is allocated to fund cancer prevention research. The 22 department of health and human services shall issue a request 23 for proposals to select projects at public institutions of 24 higher education in the state that perform research focused on 25 identifying the reasons for Iowa’s high cancer incidence rate, 26 the reasons Iowa’s cancer incidence rate has increased rather 27 than declined, and ways to reduce the state’s cancer incidence 28 rate. 29 (3) Of the moneys appropriated in this section, $1,250,000 30 is allocated to fund clinical cancer research. The department 31 of health and human services shall issue a request for 32 proposals to select projects at public institutions of higher 33 education in the state that provide the infrastructure to 34 support research focused on developing new cancer treatments 35 -1- LSB 6128XS (4) 90 pf/ko 1/ 3
S.F. 2250 and expanding access to the newest cancer treatments. 1 (4) Of the moneys appropriated in this section, $1,250,000 2 is allocated to fund basic cancer research. The department of 3 health and human services shall issue a request for proposals 4 to select projects at public institutions of higher education 5 in the state that perform research focused on studying how the 6 body responds to cancer at the molecular and cellular levels to 7 provide the foundation for future advances in cancer research. 8 b. Criteria for selection of individual projects under this 9 subsection shall include the project’s scientific rationale 10 and promise, the potential to benefit the current or future 11 health of Iowans, inclusion of collaborating experts from 12 various parts of the state or country with different areas of 13 expertise, the potential for economic return on investment, the 14 potential to benefit underserved populations, and whether the 15 project is eligible for any private or federal matching funds. 16 3. The department of health and human services may utilize 17 up to five percent of the moneys appropriated in this section 18 for administrative costs associated with the Iowa cancer 19 control program. 20 EXPLANATION 21 The inclusion of this explanation does not constitute agreement with 22 the explanation’s substance by the members of the general assembly. 23 This bill relates to the creation of an Iowa cancer research 24 program. 25 The bill appropriates $5,250,000 from the general fund of 26 the state to the department of health and human services (HHS) 27 for FY 2024-2025 to be used by HHS to create an Iowa cancer 28 research program within the division of public health of HHS 29 to support cancer research projects at public institutions of 30 higher education in the state. Of the funds appropriated, 31 $1.25 million is allocated for each of the following: 32 pediatric cancer research, cancer prevention research, 33 clinical cancer research, and basic cancer research. HHS 34 shall use requests for proposals to select projects at public 35 -2- LSB 6128XS (4) 90 pf/ko 2/ 3

The bill includes criteria to be 2 used by HHS in selecting individual projects and authorizes 3 HHS to utilize up to 5 percent of the moneys appropriated for 4 administrative costs associated with the Iowa cancer research 5 program. 6 -3- LSB 6128XS (4) 90 pf/ko 3/ 3
