S.F. 225 Section 1. Section 20.3, subsection 11, Code 2023, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . g. An individual employed for the purpose of 3 performing installation, maintenance, or other work on electric 4 utility lines. 5 Sec. 2. APPLICABILITY. This Act applies to collective 6 bargaining procedures pursuant to chapter 20 initiated on or 7 after the effective date of this Act. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 This bill designates individuals employed for the purpose of 12 performing installation, maintenance, or other work on electric 13 utility lines as public safety employees for the purposes of 14 collective bargaining pursuant to Code chapter 20, the public 15 employment relations Act. Code chapter 20 and Code chapter 16 400 include collective bargaining procedures specifically 17 applicable to public safety employees that are not applicable 18 to other public employees, including procedures relating to 19 the scope of collective bargaining negotiations, arbitration 20 procedures, and certain matters relating to city civil service 21 employment. 22 The bill applies to collective bargaining procedures 23 pursuant to Code chapter 20 initiated on or after the effective 24 date of the bill. 25 -1- LSB 2026XS (2) 90 je/rn 1/ 1
