S.F. 2091 Section 1. Section 321.34, subsection 10A, paragraph a, 1 Code 2024, is amended to read as follows: 2 a. The owner of a motor vehicle referred to in subsection 3 12 who is a current member of a paid or volunteer emergency 4 medical services agency may, upon written application to the 5 department, order special registration plates, designed by the 6 department in cooperation with representatives designated by 7 the Iowa emergency medical services association, which plates 8 to signify that the applicant is a current member of a paid 9 or volunteer emergency medical services agency. The plate’s 10 background shall be white and the plate’s letters and numbers 11 shall be blue. The left side of the plate shall depict a 12 blue, six-pointed star with a white serpent and staff in the 13 middle, commonly referred to as the star of life. The letters 14 “EMS” shall appear on the bottom of the plate. The application 15 shall be approved by the department, in consultation with 16 representatives designated by the Iowa emergency medical 17 services association, and the special registration plates shall 18 be issued to the applicant in exchange for the registration 19 plates previously issued to the person. The fee for the 20 special plates is twenty-five dollars which is in addition to 21 the regular annual registration fee. The department shall 22 validate the special plates in the same manner as regular 23 registration plates are validated under this section at the 24 regular annual registration fee. 25 Sec. 2. Section 321.166, subsections 2 and 9, Code 2024, are 26 amended to read as follows: 27 2. Every registration plate or pair of plates shall display 28 a registration plate number which shall consist of alphabetical 29 or numerical characters or a combination thereof and the name 30 of this state, which may be abbreviated. Every registration 31 plate issued by the county treasurer shall display the name 32 of the county, including any plate issued pursuant to section 33 321.34 , except Pearl Harbor and purple heart registration 34 plates issued prior to January 1, 1997; and collegiate, 35 -1- LSB 5669XS (3) 90 th/ns 1/ 3
S.F. 2091 fire fighter, emergency medical services, and medal of honor 1 registration plates. Special truck registration plates shall 2 display the word “special”. The department may adopt rules to 3 implement this subsection . 4 9. Special registration plates issued pursuant to section 5 321.34 , other than gold star, medal of honor, collegiate, 6 fire fighter, emergency medical services, natural resources, 7 blackout, and flying our colors registration plates, shall be 8 consistent with the design and color of regular registration 9 plates but shall provide a space on a portion of the plate 10 for the purpose of allowing the placement of a distinguishing 11 processed emblem or an organization decal. Special 12 registration plates shall also comply with the requirements 13 for regular registration plates as provided in this section to 14 the extent the requirements are consistent with the section 15 authorizing a particular special vehicle registration plate. 16 Sec. 3. TRANSITION. A person applying for new or 17 replacement emergency medical services special registration 18 plates on or after the effective date of this Act shall receive 19 plates designed as described in this Act. The department of 20 transportation shall issue plates as described in this Act to 21 owners who were issued emergency medical services plates prior 22 to the effective date of this Act upon the next renewal of the 23 owner’s registration if the owner chooses to retain emergency 24 medical services plates. 25 EXPLANATION 26 The inclusion of this explanation does not constitute agreement with 27 the explanation’s substance by the members of the general assembly. 28 Under current law, the department of transportation (DOT) is 29 authorized to issue emergency medical services (EMS) special 30 registration plates to the owner of a vehicle who is a current 31 member of a paid or volunteer EMS agency. The DOT designed the 32 plate in cooperation with representatives designated by the 33 Iowa EMS association. 34 This bill instead requires the plate’s background to be 35 -2- LSB 5669XS (3) 90 th/ns 2/ 3
S.F. 2091 white and the plate’s letters and numbers to be blue. The left 1 side of the plate must depict the star of life. The letters 2 “EMS” must appear on the bottom of the plate. 3 The bill exempts EMS plates from the general requirements 4 to display the name of the county that issues the registration 5 plates and to be consistent with the design and color of 6 regular registration plates. 7 The bill provides transition provisions. 8 -3- LSB 5669XS (3) 90 th/ns 3/ 3
