NEW SECTION . 279.84 Cellular telephones —— 1 limitation on use. 2 The board of directors of a school district shall establish 3 a written policy prohibiting the use of cellular telephones by 4 students during the school day unless authorized by a teacher, 5 or required by law, for a specific educational purpose. The 6 policy shall include one or more secure, designated areas where 7 students may store their cellular telephones during the school 8 day, which may include student lockers. The policy shall 9 also include one or more methods for parents and guardians of 10 students to readily contact students during the school day and 11 provide for written notification of parents and guardians of 12 these methods at the beginning of each school year. 13 EXPLANATION 14 The inclusion of this explanation does not constitute agreement with 15 the explanation’s substance by the members of the general assembly. 16 This bill requires school boards to establish a written 17 policy prohibiting the use of cellular telephones by students 18 during the school day unless authorized by a teacher, or 19 required by law, for a specific educational purpose. The 20 policy shall include one or more secure, designated areas where 21 students may store their cellular telephones during the school 22 day.
