S.F. 2004 Section 1. NEW SECTION . 256.20 Advanced dyslexia specialist 1 endorsement competitive grant program. 2 1. The department shall develop and administer an advanced 3 dyslexia specialist endorsement competitive grant program to 4 provide grants to teachers licensed by the board of educational 5 examiners to offset the costs associated with obtaining an 6 advanced dyslexia specialist endorsement issued by the board of 7 educational examiners pursuant to section 256.146, subsection 8 21. 9 2. The department shall not provide more than twenty-five 10 grants annually under this section unless surplus moneys are 11 available. 12 3. The state board shall adopt rules pursuant to chapter 17A 13 to administer this section, including rules relating to grant 14 application materials, eligibility requirements, and award 15 criteria. 16 4. An advanced dyslexia specialist endorsement competitive 17 grant program fund is established in the state treasury. The 18 fund shall be administered by the department and shall consist 19 of moneys appropriated by the general assembly and other moneys 20 received by the department for deposit in the fund. The moneys 21 in the fund are appropriated to the department for the advanced 22 dyslexia specialist endorsement competitive grant program. 23 Notwithstanding section 8.33, moneys in the fund at the close 24 of the fiscal year shall not revert to the general fund of 25 the state but shall remain available for expenditure for the 26 advanced dyslexia specialist endorsement competitive grant 27 program for subsequent fiscal years. Notwithstanding section 28 12C.7, subsection 2, interest or earnings on moneys in the fund 29 shall be credited to the fund. 30 Sec. 2. DEPARTMENT OF EDUCATION —— ADVANCED DYSLEXIA 31 SPECIALIST ENDORSEMENT COMPETITIVE GRANT PROGRAM. There 32 is appropriated from the general fund of the state to the 33 department of education for the fiscal year beginning July 34 1, 2024, and ending June 30, 2025, the following amount, or 35 -1- LSB 5674XS (1) 90 jda/jh 1/ 2
S.F. 2004 so much thereof as is necessary, to be used for the purposes 1 designated: 2 For deposit in the advanced dyslexia specialist endorsement 3 competitive grant program fund established pursuant to section 4 256.20, if enacted: 5 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 335,000 6 EXPLANATION 7 The inclusion of this explanation does not constitute agreement with 8 the explanation’s substance by the members of the general assembly. 9 This bill establishes the advanced dyslexia specialist 10 endorsement competitive grant program within the department of 11 education. 12 The bill requires the department to develop and administer 13 an advanced dyslexia specialist endorsement competitive grant 14 program to provide grants to teachers to offset the costs 15 associated with obtaining an advanced dyslexia specialist 16 endorsement issued by the board of educational examiners. The 17 bill appropriates $335,000 from the general fund of the state 18 to the department for FY 2024-2025 for purposes of the program. 19 The bill prohibits the department from providing more than 20 25 grants annually under the program unless surplus moneys are 21 available. The bill requires the state board of education to 22 adopt rules to administer the program.
