Limitation
on
expenditure

of
certain
public
moneys
for
high
school
organizations
——
school

classifications.

1.
For
the
purposes
of
this
section:
4
a.
“Extracurricular
interscholastic
activity”
means
a
contest
5
or
competition
for
academics,
arts,
music,
speech,
or
sports
6
between
different
schools
and
outside
the
regular
scope
of
a
7
school’s
curriculum.
8
b.
“Organization”
means
a
corporation,
association,
9
or
organization
which
has
as
one
of
its
primary
purposes
10
the
sponsoring
or
administration
of
an
extracurricular
11
interscholastic
activity,
but
does
not
include
an
agency
of
12
this
state,
a
public
or
private
school
or
school
board,
or
an
13
athletic
conference
or
other
association
whose
interscholastic
14
contests
or
competitions
do
not
include
more
than
twenty-four
15
schools.

2.
On
or
after
January
1,
2024,
a
school
district
or
a
17
charter
school
shall
not
expend
any
moneys,
and
an
accredited
18
or
unaccredited
nonpublic
school
shall
not
expend
any
moneys
19
originating
from
the
state,
to
pay
dues
or
membership
fees
20
to
an
organization
unless
the
organization,
for
each
school
21
year
beginning
on
or
after
July
1,
2023,
classifies,
for
the
22
purposes
of
an
extracurricular
interscholastic
activity,
each
23
school
participating
in
an
extracurricular
interscholastic
24
activity
based
on
the
enrollment
number,
as
adjusted
pursuant
25
to
subsection
3,
and
the
school’s
recent
performance
in
a
26
respective
extracurricular
interscholastic
activity.

3.
Each
extracurricular
interscholastic
activity
team
28
shall
provide
an
organization
with
a
roster
of
the
students
29
participating
on
such
team
at
a
time
prior
to
the
beginning
of
30
the
season
for
the
extracurricular
interscholastic
activity.
31
The
team’s
adjusted
enrollment
number
shall
be
calculated
by
32
adding
up
the
total
points
for
each
student
on
the
roster.
33
Points
shall
be
determined
in
the
following
manner:

a.
For
public
schools,
not
including
charter
schools:

a
student
and
at
least
one
of
that
student’s
parent
1
or
guardian
live
in
the
school
district
in
which
the
student
2
participates
in
the
extracurricular
interscholastic
activity,

the
student
is
zero
points.

(2)
If
a
student
or
at
least
one
of
that
student’s
parent
5
or
guardian
does
not
live
in
the
school
district
in
which
the
6
student
participates
in
the
extracurricular
interscholastic
7
activity
but
the
student
has
been
registered
as
a
student
in
8
that
district
since
seventh
grade,
the
student
is
one
point.

(3)
A
student
that
does
not
meet
the
requirements
of
10
subparagraph
(1)
or
(2)
is
two
points.

b.
For
nonpublic
schools
and
charter
schools:

(1)
If
a
student
has
continuously
attended
an
educational
13
system
associated
with
the
school
in
which
the
student
14
participates
in
the
extracurricular
interscholastic
activity
15
beginning
from
a
time
the
student
entered
seventh
grade,
the
16
student
is
zero
points.
17
(2)
If
a
student
has
continuously
attended
an
educational
18
system
associated
with
the
school
in
which
the
student
19
participates
in
the
extracurricular
interscholastic
activity
20
beginning
from
a
time
the
student
entered
tenth
grade,
the
21
student
is
one
point.

(3)
A
student
that
does
not
meet
the
requirements
of
23
subparagraph
(1)
or
(2)
is
two
points.

c.
This
subsection
shall
be
applied
on
a
per
extracurricular
25
interscholastic
activity
basis.
26
4.
An
organization
shall
evaluate
classifications
pursuant
27
to
this
section
a
minimum
of
once
every
two
school
years.

inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
expenditure
of
public
moneys
for
32
dues
or
membership
fees
to
high
school
organizations
that
do
33
not
meet
certain
requirements
concerning
school
classifications

for
extracurricular
interscholastic
activities.

The
bill
defines
“extracurricular
interscholastic
activity”
1
as
a
contest
or
competition
for
academics,
arts,
music,
speech,

or
sports
between
different
schools
and
outside
the
regular

a
school’s

The
bill
defines
“organization”
as
a
corporation,

association,
or
organization
which
has

one

the

school

The
bill
prohibits
a
school
district
or
charter
school

from
expending
any
moneys
to
pay
dues
or
membership
fees
to

a
high
school
organization
after
January
1,
2024,
unless

the
organization,
for
the
purposes
of
an
extracurricular
15
interscholastic
activity,
classifies
each
school
participating
16
in
an
extracurricular
interscholastic
activity
for
each
17
school
year
beginning
on
or
after
July
1,
2023,
based
on
the
18
adjusted
enrollment
and
the
school’s
recent
performance
in
19
the
respective
extracurricular
interscholastic
activity.

Adjusted
enrollment
is
based
on
the
total
point
value
of
21
the
roster
of
students
participating
in
the
extracurricular
22
interscholastic
activity
team.
Point
values
for
public
school,
23
not
including
charter
school,
students
are
based
on
a
student
24
and
the
student’s
parent
or
guardian’s
residence
and
how
long
25
the
students
have
been
registered
at
a
school.
Point
values
26
for
nonpublic
school
and
charter
school
students
are
based
27
on
how
long
a
student
has
been
registered
in
a
school
system
28
associated
with
the
nonpublic
school
in
which
the
student
29
participates
in
extracurricular
interscholastic
activities.
30
Schools
must
provide
rosters
to
an
organization
at
a
time
31
prior
to
the
beginning
of
competitions
for
a
school
year.
32
Classifications
based
on
performance
must
be
applied
on
a
33
per
extracurricular
interscholastic
activity
basis
and
must
34
be
evaluated
by
the
organization
a
