Resolution
urging
the
members

the

Congress
of
the
United
States
to
propose
an

amendment
to
the
Constitution

the
United
States

require
that
the
Supreme
Court
of
the
United

States
be
composed
of
nine
justices.

WHEREAS,
the
United
States
Constitution
established
6
the
Supreme
Court
of
the
United
States,
charged
with
7
ensuring
the
American
people
the
promise
of
equal
8
justice
under
the
law;
and
9
WHEREAS,
the
United
States
Constitution
delegated
10
the
determination
of
how
many
justices
sit
on
the
11
Supreme
Court
of
the
United
States
to
the
United
States
12
Congress;
and
13
WHEREAS,
in
1869
the
United
States
Congress
raised
14
the
number
of
justices
on
the
Supreme
Court
of
the
15
United
States
to
nine
and
has
maintained
that
number
16
since
that
time;
NOW
THEREFORE,
17
BE
IT
RESOLVED
BY
THE
SENATE,
THE
HOUSE
OF
18
REPRESENTATIVES
CONCURRING,
That
the
Iowa
General
19
Assembly
urges
the
Congress
of
the
United
States
to
20
propose
an
amendment
to
the
Constitution
of
the
United
21
States
requiring
that
the
Supreme
Court
of
the
United
22
States
shall
be
composed
of
nine
justices;
and
23
BE
IT
FURTHER
RESOLVED,
That
the
Secretary
of
the
24
Senate
shall
transmit
copies
of
this
resolution
to
the
25
President
of
the
United
States
Senate,
the
Speaker
of
26
the
United
States
House
of
Representatives,
and
each
27
member
of
Iowa’s
congressional
delegation.
