NEW SECTION . 321.361A Public parking meters —— 1 requirements. 2 A parking meter used to regulate the standing or parking of 3 vehicles and operated or maintained by or on behalf of a state 4 entity or local authority, whether the meter accepts payment at 5 the meter, at a kiosk, or through an internet application, must 6 comply with all of the following: 7 1. The parking meter must authorize the use of a parking 8 space by all users for the duration purchased, regardless of 9 whether the purchasing user vacates the parking space prior to 10 the expiration of the purchased duration. 11 2. The parking meter, kiosk, or internet application, as 12 applicable, must display the remaining purchased duration for 13 the parking space from a prior user, if any, and allow a new 14 user to purchase additional time for the parking space. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill relates to public parking meters. 19 The bill requires a parking meter operated or maintained by 20 or on behalf of a state entity or local authority to authorize 21 the use of a parking space by all users for the duration 22 purchased, regardless of whether the purchasing user vacates 23 the parking space prior to the expiration of the purchased 24 duration.
