H.F. _____ Section 1. NEW SECTION . 123.150 Temporary event alcohol 1 license —— fees. 2 1. Upon application to the department, the director 3 may issue a temporary event alcohol license to any of the 4 following: 5 a. A licensee holding a retail alcohol license pursuant to 6 section 123.30. 7 b. A permittee holding a beer permit pursuant to section 8 123.127. 9 c. A permittee holding a wine permit pursuant to section 10 123.175. 11 2. A temporary event alcohol license permits a licensee 12 or permittee to sell alcoholic beverages, for which they are 13 otherwise licensed or permitted, at a temporary event location 14 for on-premises consumption. A temporary event location is 15 a location, other than the licensee’s or permittee’s primary 16 place of business, of an event that will take place for a 17 limited period of time, including but not limited to the 18 location of a farmers market, festival, tradeshow, or concert. 19 3. A temporary event alcohol license is valid for thirty-six 20 consecutive hours. 21 4. The fee for a temporary event alcohol license issued 22 pursuant to this section is fifty dollars. 23 5. The department shall adopt rules pursuant to chapter 24 17A to administer this section, including by prescribing 25 application requirements. 26 EXPLANATION 27 The inclusion of this explanation does not constitute agreement with 28 the explanation’s substance by the members of the general assembly. 29 This bill creates a temporary event alcohol license and 30 associated fees. The director of revenue may issue a temporary 31 event alcohol license to a licensee holding a retail alcohol 32 license, a permittee holding a beer permit, or a permittee 33 holding a wine permit, to allow the licensee or permittee to 34 sell alcoholic beverages at a temporary event location for 35 -1- LSB 5711YC (2) 90 nls/ns 1/ 2

A temporary event location is a 1 location of an event that will take place for a limited period 2 of time, including a farmers market, festival, tradeshow, or 3 concert. A temporary event alcohol license is valid for 36 4 consecutive hours, and the fee for a temporary event alcohol 5 license is $50.
