H.F. _____ Section 1. NEW SECTION . 709.8A Grooming. 1 1. A person commits grooming when the person knowingly uses 2 a computer, internet service, or any other electronic data 3 storage or transmission device, performs an act in person or by 4 conduct through a third party, or uses written communication 5 to seduce, solicit, lure, or entice, or attempt to seduce, 6 solicit, lure, or entice, a child, a child’s guardian, or 7 another person believed by the person to be a child or a 8 child’s guardian to commit any sex act or to otherwise engage 9 in any unlawful sexual conduct with a child or with another 10 person believed by the person to be a child. As used in this 11 section, “child” means a person under seventeen years of age. 12 2. Grooming is a class “D” felony. 13 EXPLANATION 14 The inclusion of this explanation does not constitute agreement with 15 the explanation’s substance by the members of the general assembly. 16 This bill establishes the criminal offense of grooming. 17 The bill provides that a person commits grooming when the 18 person knowingly uses a computer, internet service, or any 19 other electronic data storage or transmission device, performs 20 an act in person or by conduct through a third party, or uses 21 written communication to seduce, solicit, lure, or entice, 22 or attempt to seduce, solicit, lure, or entice, a child, a 23 child’s guardian, or another person believed by the person to 24 be a child or a child’s guardian to commit any sex act or to 25 otherwise engage in any unlawful sexual conduct with a child or 26 with another person believed by the person to be a child. The 27 bill defines “child” as a person under 17 years of age. 28 The bill provides that grooming is a class “D” felony.
